Higher technical education covers the level 4 and 5 qualifications that sit above A levels and T Levels but below a full degree. Since 2019 the Department for Education has reformed how these courses are approved, funded and presented to learners, with a quality mark reserved for the ones that meet employer-led occupational standards. The sections below follow that reform in order, from the 2019 consultation to the approval powers that moved to the Department for Education in March 2026.
HTQs are level 4 and 5 qualifications such as HNCs, HNDs and foundation degrees, and around nine in ten qualifications at this level are technical rather than general. They are written by awarding bodies working with employers and can be taught in a further education college, a private training provider or a university; the HTQ quality mark appears only on courses that have passed the approval process. Learners arrive either straight from a T Level or A levels, or later in life when they want to retrain, so the route has to serve both groups at once.
Take-up at level 4 and 5 in England has stayed low for years, which is why ministers describe this part of the system as the missing middle. The post-16 education and skills white paper, laid before Parliament in October 2025, notes that only 18 per cent of English-domiciled learners who gained a qualification at level 4 or above in 2022 to 2023 did so at level 4 or 5, against 52 per cent at degree level. Employers in data analysis, construction management and medical technology report the same shortage year after year, and the reform treats that gap as a national productivity problem rather than a minor issue inside further education.
The first public step was a consultation that ran from 8 July to 29 September 2019 on classroom-based higher technical education in England, backed by regional events and a learner insight project. When the government response and the consultation analysis were published together in July 2020, four figures stood out: 96 per cent backed a national, employer-led approval scheme for level 4 and 5 courses, 93 per cent agreed that more people needed to take part in higher technical education, 95 per cent supported raising its profile and 91 per cent backed better information and guidance. The scheme was designed so that both employers and students could tell at a glance which qualifications match employer demand.
Approval is not a decision taken by the Department for Education alone, because a qualification first has to line up with an occupational standard written by employers. These are the same standards that underpin apprenticeships and T Levels, and they spell out the knowledge, skills and behaviours a job requires; employer members of the relevant route panel then assess each submission. The legal basis sits in section A2D5 of the Apprenticeships, Skills, Children and Learning Act 2009, and awarding bodies must also be regulated by Ofqual or the Office for Students before their qualifications can appear on the approved list.
The machinery changed hands during the reform: Skills England took on the apprenticeship standards and technical qualification functions that had belonged to the Institute for Apprenticeships and Technical Education, and it approved qualifications under the policy for T Levels, HTQs and post-16 qualification reform. On 5 March 2026 the approval powers for technical qualifications moved in full to the Department for Education on behalf of the Secretary of State, which now approves, reviews and withdraws qualifications, keeps the approved list and publishes the categories and the occupational standards behind them. In its final stretch Skills England approved 16 level 3 qualifications and 31 higher technical qualifications, according to its 2026 annual report.
Scale matters here: as of September 2025 there were 281 qualifications approved as higher technical qualifications across 13 occupational routes, a figure the government gave in a written answer to Parliament in November 2025. The approved lists are published on gov.uk and refreshed every month, with new editions issued in both July and September 2026, and they sit alongside a separate list of technical occupation qualifications at levels 2 and 3. Two routes, hair and beauty and transport and logistics, still have no level 4 and 5 occupational standards in scope, so no HTQs have been approved there yet.
Courses are already taught across agriculture and animal care, business and administration, care services, catering and hospitality, construction, creative and design, digital, education and early years, engineering and manufacturing, health and science, legal and finance, protective services, and sales and marketing. The qualification types vary as well, from higher national certificates and diplomas to foundation degrees and certificates of higher education. Skills England used its 2026 skills report to set out new higher technical qualifications in medical technology, aimed at a projected shortfall of 145,000 jobs by 2035, training technicians, software developers and regulatory specialists for AI-enabled health devices, wearables and diagnostic imaging.
The direction became clearer in 2025, when the post-16 education and skills white paper, laid before Parliament in October and updated in November, announced that the criteria used to approve qualifications would be made more flexible. Instead of a narrow template, the design is meant to respond to employer and local needs, and the paper sets out a process for licensing awarding bodies, including providers that already hold awarding powers, to brand their own level 4 and 5 qualifications as higher technical qualifications. The Office for Students is expected to be able to bestow HTQ awarding powers in much the same way it confers degree awarding powers, and guidance on the detail was promised to follow.
The white paper sets out two layers of ambition: by 2040, two-thirds of young people should be participating in higher-level learning by the age of 25, and within that, at least 10 per cent should enter level 4 or 5 study, counting apprenticeships. The rationale is blunt, since around two-thirds of the additional jobs in the priority occupations needed to deliver the industrial strategy are expected to require a qualification at level 4 or above. With only 18 per cent of level 4 and above awards currently made at level 4 or 5, the paper treats the gap as a long-term project rather than a single spending round.
Money decides whether this route grows: students on an approved HTQ course can already apply for higher education student finance, covering both tuition fees and living costs, with no age bar on that route. The bigger shift is the lifelong learning entitlement, whose application window opens in September 2026 for courses and modules starting from January 2027, with a tuition fee loan pot of 39,160 pounds - equal to roughly 480 credits or four years of full-time study - and a limit of 180 credits drawn down in any single year. Modules of higher technical qualifications qualify on their own if they are worth at least 30 credits and belong to an existing designated course, while tuition loans stop for learners who are 60 or over when the course begins.
Teaching conditions matter as much as paperwork, which is why the government has committed up to 300 million pounds of capital funding to build and refurbish classrooms, laboratories and high-end equipment for the institutes of technology. Each institute is a partnership of further education colleges, universities and employers, specialising in level 4 and 5 technical skills while also offering training from level 3 to level 7, and the gov.uk page describes a network of 21 institutes covering Yorkshire, the North West, the North East, the Midlands, the South West, London and the South East. Employers sit on the governing bodies, which is how sectors such as engineering, digital, construction, health, agri-tech and media keep the curriculum close to what jobs actually need.
For students weighing up choices after A levels or T Levels, the positioning is straightforward: higher technical qualifications are the third option alongside apprenticeships and full degrees, taught locally and open to adults who want to retrain as well as to school leavers. Before applying, check whether the course carries the HTQ quality mark, which can only be confirmed against the approved list published on gov.uk rather than a marketing leaflet, then search and apply for courses through UCAS or the National Careers Service. Funding depends on the start date, because courses beginning before January 2027 use the old student finance system while later starts fall under the lifelong learning entitlement, so the credit value and the start month are worth checking early.
