In England every student loan carries interest, and that single feature keeps some people out of the system. The Department for Education states on gov.uk that some students feel unable to use existing student loans because of their faith or conscience, most often some Muslims whose religion prohibits dealing with interest. The government has therefore committed to a product that avoids interest, known as alternative student finance, or ASF, and this article brings the official position, the legal basis and the department's own 2019 research together.
Every student loan in England carries interest, which is the first line of the official page. Islamic finance starts from the position that money has no intrinsic value and is only a medium of exchange; charging interest, or receiving back more than was lent, is known as riba and is forbidden, and money placed by lenders in gambling or alcohol businesses raises the same objection. Plan 2 loans taken out after 2012 generally charge RPI plus up to 3%, while the maximum rate for borrowers from 2023 is set back at RPI alone.
The consultation on a Sharia-compliant alternative finance product opened in April 2014 and set four conditions that still shape every later version of the model. Repayments and debt levels after graduation had to be identical to those of current student loans, making repayments had to be just as easy, the product had to be applied for through the Student Loans Company in the same way, and it had to be transparent enough for students to understand how it works. Those conditions explain the line the government keeps repeating now, namely that nobody should gain or lose by choosing this route.
The legal turning point came in 2017, when the Higher Education and Research Act created the power to introduce an additional model of student finance called alternative payments, which carries no interest. The impact assessment published with the bill set out the expected benefits on pages 203 to 219, including the removal of a barrier to higher education for people unwilling to borrow for religious reasons, higher income tax and National Insurance receipts from a larger graduate population, and relief for employers facing skills shortages. A power is not a product, and the House of Commons Library briefing records that the Lords debated the delay in July 2019.
The department published the study on 30 May 2019 under the title Alternative Student Finance: current and future students' perspectives, reference DFE-RR915, running to 88 pages. Its method combined one-to-one interviews with focus groups, involving 77 Muslim students, graduates and potential students, alongside a literature review and a descriptive analysis of the Student Income and Expenditure Survey dataset. Three questions shaped the work, namely what participants thought about borrowing and debt, what role faith and money played in their decisions about higher education, and how they viewed the proposed ASF model, which remains the only qualitative study of this product commissioned directly by a government department.
The study's most quoted finding concerns prediction, because religion and attitudes to debt were the strongest factors in whether someone expected to take a student loan; non-Muslims were three and a half times more likely than Muslims to anticipate doing so, as recorded on page 132. Participants described interest as something not permissible, or at least to be avoided, while some said borrowing could be acceptable in particular situations and others accepted that their own understanding of finance had changed over time. Awareness of Islamic finance products was limited and the products themselves scarce, and family and cultural influences ran alongside religious ones rather than separately.
A contrast in the study is easy to miss, because Muslim students were more debt averse yet still more likely to enter higher education than non-Muslims. The report puts this down to three things happening together, namely a greater likelihood of having savings, a stronger preference for a local university, and a greater chance of living at home while studying. The financial constraint therefore did not always show up as staying out of university; it showed up as a narrower set of choices about where to live, how long to commute, how many hours to work and which courses remained realistic.
The report splits participants by how their studies were funded, looking separately at those who used a student loan and those who did not. The second group had to assemble tuition and living costs from family support, savings, part-time earnings and a decision to stay local, and the research records both people who decided against higher education because they would not borrow at interest and others whose choices narrowed, for instance by ruling out universities far from home. Student finance was not the only consideration, since the course itself, family expectations, grades and distance all carried weight, and schools and colleges emerged as the most important source of information ahead of the internet, social media, community groups and family.
Takaful
The official page was updated on 9 June 2025 and now sets out the structure more clearly, with compliance certified by an independent board of Islamic finance specialists called the Islamic Finance Supervisory Board. The product will use the principle of Takaful, providing group-based mutual support rather than a two-party loan between a student and a lender, and the Department for Education has appointed the Islamic Finance Council UK as secretariat to run the certification. A June 2025 post on the department's Education Hub described ASF as one of the first state-backed student loan schemes in the world compatible with Islamic finance.
The application process is deliberately kept simple in the official description, because ASF will be open to any undergraduate eligible for student finance, whatever their faith. Applicants will request an alternative payment for both tuition fees and living costs instead of an interest-bearing loan, applying through Student Finance England in the same way as a traditional loan, and after leaving study they make contributions equal in amount and timing to the repayments made by mainstream borrowers. Those contributions are ringfenced so the money can only fund ASF for later students, and the amount is based on what a person earns rather than on what they received.
Timing comes down to sequencing, because ASF has to mirror mainstream student finance and can therefore only arrive as soon as possible after the Lifelong Learning Entitlement replaces the post-18 funding system from the 2026 to 2027 academic year. The explanatory note to the Lifelong Learning (Fee Limits) Regulations 2026, SI 2026/856, repeats the commitment that no student should be excluded from higher education finance because of faith, and states that secondary legislation implementing ASF will be published alongside a separate equalities analysis. No launch date had been confirmed as of October 2026, although an April 2026 market engagement notice from the department showed that the banking arrangements are actively being designed, including an account that can hold and move funds without bearing or generating interest.
Alongside the positive reaction, the study recorded specific doubts, with total debt the sharpest concern followed by how the fund would be managed and by whom. Participants were more sensitive to the amount they would eventually owe than to the rate applied, because for them interest was never the only issue. Questions about governance covered whether the money really would be used only for students, whether the accounts could be understood, and who would step in if the rules changed, and the research also flagged acceptance by stakeholders, since credibility depends on trusted voices in the community speaking up rather than on technical compliance alone.
The final layer of the report concerns the very phrase Muslim community, because participants came from different traditions, cultural backgrounds and family situations, and treating them as a single audience with one set of concerns would leave some feeling the product was not designed for them. The endorsement of religious scholars came up repeatedly, since many said they would only apply once scholars confirmed the scheme was acceptable, and the study therefore recommended presenting ASF as a route open to all students rather than a special channel for one group. That matches the official wording that any student eligible for student finance can use it.
