Every year a large group of 16-year-olds arrives at an English further education college still needing to pass GCSE English or maths. Funding rules now tie a provider's income to how those lessons are planned, so the timetable is no longer only a teaching decision. Colleges that manage this well tend to find out early where each learner's gaps are, and then separate the choice of qualification from the way the subject is taught.
Under the 2026 to 2027 condition of funding, students aged 16 to 18 who do not yet hold a GCSE grade 4 in maths or English must keep studying both subjects when their programme runs to 150 hours or more; those with an EHC plan are covered up to the age of 25. The minimum hours have to be delivered as standalone, whole-class, face-to-face lessons, with small-group work or online support sitting on top rather than replacing them. Compliance is judged on the planned hours recorded in the school census or ILR, which is not the same thing as attendance and gives colleges room to adjust teaching while keeping the paperwork honest.
Full-time learners are entitled to at least 100 hours each of maths and English, and those hours can be timetabled at any point in the year. For part-time programmes the requirement slides down in bands, from 84 hours for programmes of 485 to 579 hours, to 66 hours and then to a floor of 52 hours for shorter courses; the numbers follow the size of the whole study programme rather than the subject. This is why choices made at enrolment about how many hours a learner can commit to have a direct effect on how much teaching they receive.
Attainment in maths has lagged behind English for years, so colleges are encouraged to add 35 hours of maths teaching on top of the legal minimum, which works out as roughly one extra lesson a week for a full-time learner. Compliance with those extra hours is not measured this year, leaving providers free to decide how best to use them; the flexibility is a chance to test approaches rather than a signal that the time does not matter. Using it for short cycles of revision on the specific topics learners keep failing tends to be more productive than adding another set of past papers.
The condition of funding carries a tolerance of 2.5% of total student value, which allows a college to have a small number of learners who are not on an approved qualification or who fall short of the minimum hours. Above that line, each case triggers a funding reduction calculated at half the national funding rate; because the calculation runs on value rather than headcount, some learners carry more weight than others. That is why the tolerance rewards accurate enrolment decisions, and why careful assessment at the start of the year tends to lower compliance risk rather than raise it.
Every learner without a grade 4 in English or maths attracts extra funding on a programme of 150 hours or more: £418 per subject in the higher bands and £255 in bands 3 and 2. Official guidance is explicit about the purpose, naming the cost of delivering resits and continuing professional development for resit teachers. The same page asks providers to draw on what has already been shown to work, pointing to the Centres for Excellence in Maths programme and the research base of the Education Endowment Foundation, so money and pedagogy sit in the same paragraph.
Qualification choice follows the grade a learner already holds rather than a blanket rule. Full-time students with a grade 3 are expected to keep working towards the GCSE, because they are closest to a pass, while part-time students at the same grade may take any approved qualification on the way there; those at grade 2 or below can move to Functional Skills level 2 or stay with the GCSE. Approved options cover GCSEs, Functional Skills level 2 and level 1 or entry level stepping stones, and an International GCSE does not satisfy the condition even though it still counts as prior attainment.
Inside one class the gap in maths can span several years of schooling, which is why so many colleges start with a diagnostic assessment covering number, proportion and early algebra. The results only matter if they change the teaching plan; too often the assessment is completed and filed, and every learner then follows the same scheme of work. Learners with an EHC plan give providers room to deliver the minimum hours through small-group or embedded teaching, including on supported internships.
A five-year programme funded by the Department for Education, the Centres for Excellence in Maths, adapted teaching for mastery to post-16 classrooms and ran until March 2023. Its five principles ask teachers to build understanding of mathematical structure, to value and build on prior learning whatever shape it is in, to keep the curriculum coherent and connected, and to develop fluency and understanding side by side; the fifth is a culture in which everyone believes everyone can succeed. Ready-made schemes of work and lesson materials for GCSE resit and Functional Skills classes were left behind as part of the legacy.
A large randomised controlled trial run by the University of Nottingham's Centre for Research in Mathematics Education covered 147 college sites and 7,453 GCSE resit learners. Learners taught according to the five principles made about one month of additional progress compared with the control group, and the most disadvantaged learners gained around two months; the distance between those two figures is the part worth noticing. One of the tested models added lesson study, in which teachers plan, observe and revise the same lesson together, and that version was the one that moved results.
Evidence on the English side comes mostly from inspection and classroom observation rather than large trials. The further education inspection toolkit published on gov.uk treats regular feedback on written work, targeted support for ESOL learners and maths or digital skills taught in real contexts as part of its expected standard. None of that is exotic, yet each item takes up timetable space; feedback that stops at a mark leaves a learner with nothing to act on.
Inspection changed shape after 2025. Report cards for further education and skills providers came into use from 10 November 2025, replacing the single overall grade with separate grades in each evaluation area across five levels from exceptional to urgent improvement; learners who have not yet achieved level 2 in English and maths are named as a group that needs close attention and targeted evidence. The toolkit states that providers are not expected to produce written evidence for every standard, because inspectors judge quality and impact rather than paperwork, which puts the emphasis back on what happens in lessons.
Accountability is moving towards progress rather than a single pass line. The final report of the curriculum and assessment review, published in November 2025, recommended revising the 16 to 18 English and maths progress measure so that learners who fall short of grade 4 still have their gains recognised, and the government agreed to revisit both that measure and qualification achievement rates so that students are given enough time to consolidate before entering an exam. Funding rules updated in April 2026 add a practical detail: where a learner passes English or maths through the November resit series, the remaining planned hours must be replaced with other meaningful activity.
The direction of policy is already visible in consultation documents. On 10 March 2026 the Department for Education opened a consultation, which closed on 2 June 2026, on new level 1 English and maths qualifications aimed at students whose GCSE results were grade 2 or below; the grades are intended to align with a strong grade 3, so that learners build foundations in the first year and sit the GCSE when they are ready rather than repeatedly entering for an exam they are not prepared for. When families weigh up a college, the useful questions are concrete: are the English and maths hours taught as standalone classes, is there a diagnostic assessment at the start, how is the extra maths time used, and when will the learner be entered for an exam.
