英国文化教育协会（British Council）在中国的考试服务常被简称为 BC 考点，它本身不是考试局，而是替考试局组织考试的承办方。BC教育咨询（北京）有限公司是英国文化教育协会的全资子公司，负责把考试落到中国本地，其中雅思由它和教育部考试中心共同举办，项目经教育部批准。这篇文章按官网口径把六类考试、三个考试局的报名角色、2024 年之后的大学入学考试变化，以及 2026 年现行收费标准一次说清。
British Council China runs exams on behalf of awarding bodies rather than acting as one itself. Its Beijing entity, BC Education Consulting (Beijing) Co. Ltd, handles local delivery, and IELTS is co-delivered with the National Education Examinations Authority under Ministry of Education approval. What follows sets out the six exam families, the registration role British Council plays for three school boards, the change to university admissions tests from 2024, and the fees in force for the 2026 to 2027 window.

The exams British Council China delivers fall into a few clear families. Language testing covers IELTS and Aptis; school qualifications are run on behalf of Cambridge International Education, OxfordAQA and Pearson Edexcel. University admissions tests and professional qualifications each have their own service page, while school-side support sits under the Partner Schools programme. Keeping these families apart is the first step to asking the right office a sensible question.
雅思与普思：BC 与教育部考试中心的合作模式

IELTS is the flagship project, delivered jointly with the National Education Examinations Authority and approved by the Ministry of Education. Aptis works differently: it is a tool for institutions such as schools and employers, not a document for university applications. Individual candidates deal with British Council exam services directly for registration, speaking slots and test-day logistics. IELTS results stay valid for two years, unlike A-Level grades, which do not expire.

Cambridge International Education issues international qualifications for learners aged 5 to 19. British Council acts as one of its registered exam centres, which matters most for private candidates. Candidates in China who are not entered through a school can sit IGCSE, O Level, AS and A Level through British Council. School candidates are usually entered by their own centre instead; fees and deadlines follow whichever route applies.

Pearson Edexcel is one of the largest UK awarding bodies. British Council is both a global partner and a registration centre for it, so private candidates can enter International GCSE, AS and A Level exams. Schools that teach Edexcel qualifications can join the Partner Schools programme, which brings core exam services plus support for leaders, teachers, parents and students. The syllabus is the same either way; what changes is the entry route and the assigned centre.
牛津AQA：个人考生可通过 BC 办公室报考的十三个国家

OxfordAQA was set up jointly by Oxford University Press and AQA, the UK board. Private candidates can sit its exams through British Council offices in thirteen countries, China among them, alongside Egypt, Indonesia, Jordan, Kuwait, Malaysia, Oman, Qatar, Saudi Arabia, Singapore, Thailand, Vietnam and the UAE. Entries in China go through British Council's online registration system. The guide splits into general notes, a system walkthrough and a subject information table listing paper combinations and fees.
全球伙伴学校联盟：学校端的 O Level 与 A-Level 服务

The Partner Schools programme exists for schools that teach O Level, International GCSE and A-Level courses. British Council's own figures put it at more than 2,100 schools across 37 countries. Membership brings core exam services for UK-style international curricula, plus support aimed at school leaders, teachers, parents and learners. Private candidates have no use for this route; it addresses a school's centre status and teaching support rather than individual entries.

This is where stale information does the most damage. British Council states that from 2024 it no longer runs university admissions tests other than STEP Mathematics and IMAT. Most of the admissions papers it used to deliver have moved to other providers as a result. Older articles still describe the pre-2023 arrangement, so applicants should check the university's own page and the test provider's current instructions instead of reusing last year's registration link.
中小学入学考试：提前三周预约与 1380 元的收费口径

Entrance tests for UK independent schools can be arranged through British Council in China. Bookings must be filed at least three weeks ahead and only for dates inside the next three months; candidates also need their target school to agree to the BC centre first. Test centres sit in Beijing, Shanghai, Guangzhou and Chongqing. For the year from 1 April 2026 to 31 March 2027 the published fee is RMB 1,380 per candidate per two hours for written, computer-based or interview sessions, with any session under two hours charged as two. CEM papers cost RMB 2,100 per candidate per sitting, and exams held on mainland public holidays are charged at double.

Professional qualifications cover more industries than most people expect, from finance, marketing, logistics and journalism to education, real estate, oil drilling, brewing and gemmology. The route differs from academic exams: candidates register with the relevant UK professional body first, and that body then supplies the details. British Council handles the China-side venue and invigilation once registration is in place, so it is not the starting point. Candidates who reverse the order often discover late that they still have no candidate number.
报名截止与成绩证书时间：以牛津AQA 2026 年 5/6 月考季为例
牛津AQA 2026 年 5 至 6 月考季 International A/AS level 与 International GCSE 的标准报名截止时间是 2026 年 2 月 11 日中国时间 17:00。晚报名截止时间是 2026 年 4 月 10 日中国时间 17:00。这两个日期都是缴费截止日，没缴费就自动进入下一阶段，要多付晚报名费。成绩单只有电子版，在成绩公布日发到注册邮箱；证书只有纸质版，1 月考季在 6 月中旬发放，5 至 6 月考季在 12 月中旬，10 至 11 月考季在次年 3 月中旬。当年 1 月考季的 International A/AS level 成绩，在 2026 年 2 月 26 日中国时间 16:00 之后公布。考后服务里，Late cash-in 在 2026 年 3 月 25 日中国时间 17:00 前免费，之后每个科目 906.4 元。
For the 2026 May to June series, OxfordAQA set the standard entry deadline for International A/AS level and International GCSE at 11 February 2026, 17:00 China time, with late entries closing on 10 April 2026. Both dates are payment deadlines; unpaid entries roll into the next stage and attract a late fee. Statements of results arrive by email only on the release day, while certificates are paper-only, issued in mid-June for the January series, mid-December for May to June, and mid-March for October to November. In the 2026 January series, International A/AS level results were released after 16:00 China time on 26 February 2026, and late cash-in was free until 25 March 2026 at 17:00, then RMB 906.4 per subject.
考试日与退考：证件、提前三十分钟与 80% 退费
考试当天要带注册时用的有效身份证件原件和考试确认信。中国大陆考生用二代身份证或护照，港澳考生用身份证、护照或港澳居民居住证，台湾考生用台胞证或台湾居民居住证，非中国籍考生用护照。考生要提前至少 30 分钟到达考场。手机、手表等电子设备一律不能带进考场。试卷、答题本和草稿纸也不能带出。退考规则在 2025 年 7 月 1 日起收紧：只有符合特定情况并提交合格证明，才可能获准取消。获准后退回 80% 的考试服务费，扣下的 20% 作为管理费，退款在批准后约 4 至 6 周回到原支付通道。考试日期之后提出的申请不再受理。
On test day candidates bring the original ID used at registration plus the confirmation letter. Mainland candidates use a second-generation ID card or passport, while other groups use the documents listed by British Council. Arrive at least 30 minutes early. Phones, watches and other electronic devices stay outside the room, and no question paper, answer booklet or rough paper may leave it. Cancellation rules tightened from 1 July 2025: only specific circumstances with acceptable evidence can be approved, and an approved cancellation refunds 80 per cent of the exam service fee, with the remaining 20 per cent kept as an administration charge. Refunds reach the original payment channel in roughly four to six weeks, and requests filed after the exam date are refused.
三个常见误解：BC 不是考试局、个人与学校报名不同、成绩去向不同

A common mistake is treating British Council as an awarding body; it administers exams while Cambridge International, Edexcel and OxfordAQA set and mark the papers. Entries are the second trap: deadlines published for school candidates rarely match the private candidate timetable. Results for independent school entrance tests go to the school that requested them, not to the candidate through British Council. Sorting out which of the two routes you are on comes before any question about fees or dates.
