Ofsted
Boarding provision in England is inspected separately from teaching, and the visit is run by social care inspectors rather than by the team that grades lessons. The legal footing is section 87 of the Children Act 1989, and inspectors stay overnight so that evenings and early mornings are seen as they really are. Findings are graded on a four-point scale and the full report is published. For families choosing a school, that report usually says more than a prospectus does.
Which inspector arrives depends on the type of school rather than on how good the provision looks. State boarding schools, academies, free schools and non-association independent schools are visited by Ofsted social care inspectors, while association independent schools are inspected by ISI under a framework that folds in the national minimum standards for boarding. The two reports are separate documents, and a boarding report never covers teaching. Families often open the wrong one first.
The legal basis is section 87 of the Children Act 1989, supported by the National Care Standards Commission (Inspection of Schools and Colleges) Regulations 2002. It reaches maintained and non-maintained schools, academies, free schools and pupil referral units, but not schools that are registered as children's homes. Because no separate regulations cover boarding, Ofsted inspects without regulating: recommendations are tied to the national minimum standards rather than to statutory breaches. Schools therefore have room to meet those standards in their own way.
寄宿学校如果被判为 requires improvement to be good,下一次督查会安排在两年内。
Frequency is set by Ofsted rather than by statute, and it varies with the setting. Residential special schools are usually visited every year, while boarding schools are inspected at least once in a three-year cycle and a newly registered provision is normally seen within two terms. A boarding school graded requires improvement to be good returns to the schedule within two years, and a concern can trigger a visit at any point. An empty boarding house on the day is likely to postpone the inspection unless there is something specific to check.
Notice is deliberately short. For a standalone boarding or residential inspection the lead inspector telephones the school at least one hour and no more than four hours before the team arrives, and the written notice letter follows by email. Unannounced visits remain possible, and the Department for Education can ask for one with no notice at all. Pre-registration and material change visits are the exception, agreed with at least two days of notice, and deferrals are decided case by case.
Team size and time on site track the size of the boarding provision. Settings with ten or fewer children usually get one inspector for two days and one evening, and settings of eleven to fifty children get one inspector for up to three days and two evenings. Medium provision may see two inspectors, while large sites with several houses can expect three or more. Evenings sit inside the timetable, because that is when boarding life shows itself most clearly.
Paperwork is requested at the point of arrival rather than months in advance. Inspectors email Annex A, which asks about the children, staffing and records, and the completed version should reach them by the end of the first day on site. Schools pass a letter to parents and carers so that they can record their views on Parent View, and staff receive the inspector's contact details. Children get their own written information and a short survey, which sits alongside Ofsted's point-in-time survey of children's views.
住宿督查沿用四档判断,分别是 outstanding、good、requires improvement to be good 与 inadequate。
Judgements sit on a four-point scale: outstanding, good, requires improvement to be good and inadequate. Two strands feed the final grade, one on how well children are helped and protected and one on the effectiveness of leaders and managers. The first is a limiting judgement, so an inadequate finding there always forces the overall judgement to inadequate, and an inadequate leadership finding makes a good overall grade very unlikely. Inspectors reach those two judgements first and then weigh the overall experiences and progress of children. The grade is a professional best-fit reading of evidence rather than a checklist score.
Evidence gathering centres on the everyday experience of children rather than on the volume of policies. Inspectors weigh the quality of individualised care, the relationships between staff and children, and whether children develop a sense of belonging and stability. They ask how health, education and emotional wellbeing are supported, and whether children's views are genuinely understood and acted on. Access to activities, food and contact with family all come up, and a complaints process that children cannot follow is a frequent weakness.
The benchmark for judging residential quality is the set of national minimum standards, issued by the Secretary of State under section 87C(1) of the Children Act 1989. The boarding standards have been in force since September 2022 and were refreshed on gov.uk in May 2026, while the residential special school standards were revised in May 2026 and the publication list updated that August. They describe a floor rather than a template, which leaves room for a school's own ethos. Inspectors tie each recommendation to a specific standard, and schools use the same text for self-evaluation and staff induction.
A 295-day threshold separates boarding from residential care. If a school accommodates a child for more than 295 days a year, which is 38 weeks, or intends to do so, it must register as a children's home and follow the standards and legislation for children's homes instead. That line matters most for residential special schools, where placements can run long. Dual registration is common, and which framework applies then depends on the provision being inspected.
An inadequate judgement starts a monitoring cycle rather than ending the story. A regional director can order an emergency inspection under section 87 after a specific concern or an earlier inadequate grade, and that visit can be unannounced, lasting one or two days with a short published report. Where teaching is also in question at an independent school, education and residential inspections can be aligned but produce separate reports with judgements that may not agree. Monitoring visits to state-funded schools review progress against earlier recommendations, and if a visit is announced the social care inspector gives at least four hours of notice.
Education and boarding are graded on different scales. Ofsted removed the single overall effectiveness grade in September 2024, and the renewed education inspection framework took effect for inspections from 10 November 2025, with findings presented as report cards. Those cards grade several evaluation areas on a five-point scale and give no single overall grade, while safeguarding is recorded simply as met or not met. Non-association independent schools are inspected against the same areas and also against the independent school standards, and association schools stay with ISI for education.
Boarding reports are published on the Ofsted website and can be searched by school name, ISI publishes its own, and schools are required to publish theirs as well. Read the date first, then the grade and the limiting judgement, because those two lines explain most of the outcome. Recommendations usually name the standards that need attention, which shows what the school is working on next. Where an earlier report was inadequate, it is worth checking whether the follow-up monitoring visit has taken place. Parents can add their own views through Parent View, and asking a school directly about the recommendations tends to be more revealing than asking about positions in a league table.
