GCSE A-Level
Access arrangements are agreed before an exam, approved by the exam board and built on evidence of need; they are not something a candidate can request on the day. Special consideration works in the other direction, adjusting marks or grades after the assessment has taken place. This article pairs the JCQ rules for 2025 to 2026 with Ofqual's revised statistics, published on 27 November 2025, to show how extra time and other arrangements are actually used.
JCQ keeps three ideas apart: access arrangements agreed before an exam, reasonable adjustments tailored to a disabled candidate, and special consideration applied after the exam, which adjusts marks rather than conditions. Extra time belongs to the first category, so it must be approved in advance; the duty behind it comes from the Equality Act 2010, which requires adjustments that remove substantial disadvantage. Families still ask for a late addition every summer, and the answer from the centre is almost always the same.
Ofqual withdrew its access arrangements statistics in July 2025 because the published figures significantly overstated how many students received them. Revised data for the academic years 2015/16 to 2024/25 appeared on gov.uk on 27 November 2025 and were labelled official statistics in development; three research reports on time pressure and a regulatory report for exam boards were published at the same time. That release also changed coverage, counting only students assessed in the year in question rather than everyone holding a valid approval.
The revised release reports ranges rather than single figures, which is where most misreading starts. In 2024/25, between 18.0% and 27.7% of assessed students held at least one valid arrangement, or roughly 256,790 to 394,785 people, against 15.9% to 22.5% a year earlier; Ofqual says the upper values may fall as the methodology develops. An approval valid for use is not proof that a student used it in the exam room.
Extra time of 25% remains the largest single category. Approvals covered 16.6% to 25.5% of assessed students in 2024/25, roughly 237,185 to 363,820 people, compared with 14.7% to 20.6% in 2023/24. Ofqual notes that the revised rate is lower than earlier figures suggested and broadly in line with the share of students reported as having special educational needs, so growth is real but the starting point is smaller than headlines once implied.
Centre type makes a visible difference in the new data. In independent schools and colleges, 22.4% to 32.1% of students held approval for 25% extra time, against 14.6% to 22.0% in state-funded secondary schools; non-maintained special schools sit between 74.0% and 100.0%, which reflects a very different intake. Coverage is wide at centre level too, with 5,567 to 5,769 centres, or 92.4% to 95.8% of all centres, having at least one student with a valid arrangement.
The next two categories are reading support and writing support. Computer reader or reader arrangements covered 4.8% to 7.7% of assessed students, between 68,935 and 109,320 people, while scribe or speech recognition covered 1.7% to 2.7%, between 23,625 and 38,815. Both rose slightly from the previous year, and each comes with its own rules on memory aids, including separate decoding guidance for maths and science papers.
Extra time above 25% stays exceptional. Only 0.3% to 0.4% of assessed students held it in 2024/25, between 4,070 and 5,860 people, and a bilingual dictionary with extra time sat at 0.2% to 0.4%. JCQ says Access Arrangements Online automatically rejects applications above 25%, so the centre has to refer the case to the awarding body; boards expect a strong justification and can call in the evidence held on file, and a general claim of slow working rarely survives that review.
The most interesting rule change for 2025 to 2026 concerns rest breaks. JCQ's March 2026 version states that supervised rest breaks may be more effective and appropriate than 25% extra time for candidates who experience anxiety or attention difficulties, a group that includes many neurodivergent candidates as well as those with medical or mental health needs. Where the impairment is not a learning difficulty, the SENCo should consider rest breaks before applying for 25% extra time; the two are not interchangeable, because rest breaks pause the clock while extra time extends it.
Evidence requirements tightened as well. JCQ's overview of evidence requirements, effective from September 2025, asks for samples of internal tests or mock papers in the relevant subjects, plus teacher comments on how the candidate uses the extra time. Supplementary guidance stresses quality over quantity, so one small representative sample is enough and a full subject portfolio is unnecessary; centres must also keep assessor qualification records available for inspection.
Temporary injury and late diagnosis follow a different route. JCQ allows these applications after the published deadline, provided the injury or condition arose later, and the arrangement must still be approved before the exam or assessment in question. Evidence can be lighter, but a file note explaining the injury and the adjustment is the minimum; where an existing approval expires before or during the June 2026 series and the candidate stays at the same qualification level, a new online application can be made after 21 March 2026 using the existing evidence.
Validity and transfer rules decide whether an arrangement survives. Approvals based on a long-term condition last up to 26 months, while those based on a temporary condition cover one exam series only. Moving from GCSE to A level means the learning difficulty profile cannot simply be carried over, since Form 8RF is needed and a fresh online application must be approved, and a Form 9 built on medical evidence cannot be rolled forward to a new level. Candidates resitting GCSE English or Maths in the same centre usually keep a compliant file.
Special consideration is the post-exam route, and the guidance effective from 1 September 2025 sets its limits. For a candidate who sat the assessment but was disadvantaged, the adjustment is applied to the raw marks of the affected component and capped at 5%, which cannot be accumulated; that ceiling is reserved for the most exceptional cases, such as terminal illness in the family or an extreme incident at the time of the exam. Broken limbs and similar disruption usually fall into the 3% band, and in summer 2025, 168,245 students had at least one request approved, 12.2% of the 1,376,480 candidates, from 725,115 requests of which 96.1% succeeded.
The regulator's focus is whether extra time solves a real barrier. Ofqual published three studies on time pressure alongside the statistics, looking at the effect of extra time, at time limits and speed of working, and at how speeded some GCSE papers are, together with a regulatory report for exam boards. For families, the practical response is to build the record early, covering classroom observations, internal test performance, teacher feedback and the candidate's own view. Starting in the spring term of Year 9 usually leaves too little time to show a normal way of working.
