Ofsted

School inspection ratings in England are mid-transition, and the old four-tier grades have not disappeared from the record. Ofsted moved to report cards with a five-point scale from 10 November 2025, yet a school last inspected before that date still shows one of the old four words until it is visited again. Parents and students read these pages when applying to a sixth form, changing schools or comparing two local options, and the two systems are easy to mix up. This article sets out where each framework applies and what the official evidence shows so far.

Ofsted

Ofsted carries out routine school inspections in England under section 5 of the Education Act 2005, and these visits are called graded inspections. Maintained schools, academies, free schools, special schools and pupil referral units all fall under the same framework, while independent schools, colleges, early years settings and teacher training providers are inspected on their own schedules. Every report is published on the Ofsted website, and the written commentary usually explains far more than the labels at the top of the page.

The framework in force from September 2019 graded schools on a four-point scale: outstanding, good, requires improvement and inadequate. Schools received separate judgements for key areas plus a single overall effectiveness grade, which is what most parents meant when they talked about a school's rating. A school judged inadequate was also placed in a formal category of concern, either serious weaknesses or requiring special measures, and was inspected again sooner.

此后学校仍然拿到 quality of education、behaviour and attitudes、personal development、leadership and management 四个领域的评级,以及安全性是否有效的判断,但是不再有 overall effectiveness 这一个总词。

On 2 September 2024 the Education Secretary, Bridget Phillipson, announced that single headline grades would stop with immediate effect for state-funded schools. Schools continued to receive grades for quality of education, behaviour and attitudes, personal development, and leadership and management, along with a safeguarding judgement, but no longer received an overall effectiveness label. The change followed the death of headteacher Ruth Perry in January 2023 and the Big Listen consultation that Ofsted ran afterwards.

The renewed framework took effect on 10 November 2025 for early years settings, state-funded schools and further education providers, with teacher training and non-association independent schools following from January 2026. Instead of one word, a report card gives a separate grade for each evaluation area, running from urgent improvement up to exceptional. Safeguarding sits outside that scale as a simple met or not met judgement, and 45 test visits and pilot inspections were completed before the framework went live.

Improving the way Ofsted inspects education

In the consultation Improving the way Ofsted inspects education, which ran from February to April 2025, Ofsted compared several possible scales in public. A pass or fail judgement was rejected for losing too much detail, and a three-point scale for pushing most providers into the same two positive boxes. A four-point scale was turned down because it would restore the status quo and invite direct comparisons with the old wording.

The idea that four-tier ratings are being kept needs splitting into two claims. As a grading scale the four-point system has been replaced, but as a school record it is still live, because only a school inspected again receives a report card. Where a school's last visit happened before 10 November 2025, its published grade remains outstanding, good, requires improvement or inadequate until the next inspection, and Ofsted says the two systems cannot be mapped onto each other.

公立学校的报告卡通常包含安全性、inclusion(包容)、curriculum and teaching、achievement、attendance and behaviour、personal development and well-being、leadership and governance,开设早期教育或 sixth form 的学校还会多出对应领域。

Not every school receives the same set of areas. A typical state-funded school report card covers safeguarding, inclusion, curriculum and teaching, achievement, attendance and behaviour, personal development and well-being, and leadership and governance, with early years or sixth form added where those phases exist. Safeguarding is judged only as met or not met, and failing that judgement changes how the school is monitored.

Official Ofsted statistics published on gov.uk record 937 inspections completed under the renewed framework by 31 March 2026, which is only 4 per cent of all state-funded schools, so the grade profile is not yet representative. Personal development and well-being was the most generously graded area, with 95 per cent of schools at expected standard or better, while achievement was the toughest at 70 per cent. Eight schools, or 0.9 per cent, did not meet safeguarding standards, and 3 per cent earned exceptional in at least one area.

In September 2026 Ofsted published its own analysis of more than 900 inspections carried out since November 2025 and acknowledged that the achievement judgement tracks a school's intake. Schools with above-average free school meal rates were roughly three times as likely to be graded needs attention or urgent improvement for achievement, although 57 per cent of them still reached expected standard or better. Ofsted's answer was to add a similar schools comparison from September 2026, developed with the Department for Education, while declining to reinspect schools already assessed.

After a full inspection, a school can normally expect the next full inspection within four years, a cycle set out in Ofsted's consultation response. Ungraded short inspections have ended for state-funded schools, so routine visits are now full inspections and a note that a school remains unchanged no longer appears. Monitoring inspections can move an individual area grade up or down, and the published report card is updated when that happens.

The first thing to check is the date of the inspection, not the wording, because 10 November 2025 separates two different systems. A report card can be uneven by design, so a school may sit at strong standard for curriculum and teaching while landing at needs attention for attendance and behaviour, and neither grade cancels the other out. Many students assume expected standard means scraping a pass, when Ofsted defines it as meeting all the standards, including legal requirements and the expectations set out in statutory guidance.

A report card is not a ranking, and treating it as one is the most common misreading, because there is no overall grade and no single comparable score. A met safeguarding judgement does not mean provision is strong; it means statutory requirements are satisfied, and not met is the signal worth acting on. Grades are also awarded on a secure fit basis, so a card that reads expected standard throughout means every evaluation area met the standard, not that the school scraped by.
