Sixteen to nineteen funding in England comes with a condition attached: if a student leaves Year 11 without a GCSE grade 4 in maths or English, their college or sixth form has to keep teaching that subject. The rule is called the maths and English condition of funding, and the detail sits in guidance that the Department for Education updates every year. Many students assume the subject simply disappears once the programme starts, yet the hours have to be timetabled, taught in a particular way and evidenced for audit.
The condition covers students aged 16 to 18 who have not yet achieved a GCSE grade 9 to 4 in maths or English, and it also covers students with an EHC plan up to the age of 25. The programme itself has to run for 150 hours or more and to have started on or after 1 August 2014; T Levels and their foundation year sit in exactly the same position, while apprenticeships are handled through separate English and maths requirements. The guidance states that the first allocation affected by the 19+ continuing student rule is the 2027 to 2028 academic year.
The 150 hour figure is a threshold on each student's total planned hours rather than a rule about subjects, so short programmes fall outside the condition altogether, although providers are still expected to build in some maths and English content. Full-time status means 580 hours or more for 16 and 17 year olds and 485 hours or more for those aged 18 and above, while part-time covers the 150 to 579 and 150 to 484 hour ranges respectively. Because the funding band follows total planned hours, a student on a smaller programme is required to receive fewer maths and English hours.
To satisfy the condition a student has to be enrolled on an approved qualification and receive at least the minimum planned teaching hours for it. The approved list is made up of GCSEs, Functional Skills level 2, and other level 1 and entry level qualifications approved by the Department for Education, all of which can be checked in the find a learning aim service before enrolment. Level 1 and entry level options exist mainly for students at grade 2 or below who are not yet ready for a level 2 course, so what a student studies depends directly on the GCSE grade they hold at 16.
A full-time student holding grade 3 in maths or English must work towards a GCSE in that subject, and switching to Functional Skills or another qualification does not satisfy the condition. The reasoning given in the guidance is that these students are closest to achieving a grade 4, so a GCSE resit offers the best return. Part-time students at grade 3 may study any approved qualification on their way towards a grade 9 to 4, while students who stay at the same level as their previous achievement have to justify that choice with evidence.
Students at grade 2 or below can either work towards a Functional Skills level 2 pass or continue with GCSE, and passing either one closes the condition for that subject. Where a provider judges that a student is not yet ready for level 2, an entry level or level 1 qualification can be used first as a stepping stone. English has an extra layer of detail: a grade 4 in either English language or English literature satisfies the condition, while a language grade 3 combined with no literature grade means GCSE English language remains compulsory.
The minimum planned teaching hours for a full-time student are 100 hours for maths and 100 hours for English, delivered at any point in the academic year. Part-time programmes are pro-rated through the funding bands: 84 hours per subject at 485 to 579 hours, 66 hours at 385 to 484 hours, and 52 hours at 300 to 384 hours and at 299 hours or below. These figures sit apart from the guided learning hours printed on the qualification itself, and compliance is checked against the planned hours submitted in the school census or the ILR rather than against attendance.
The minimum hours have to be delivered as stand-alone, whole-class, face-to-face teaching, so independent online study cannot be counted towards them. Small group tuition, embedded learning or online materials may be offered on top of the minimum, and providers have specific flexibility to deliver the hours in an alternative format for students with EHC plans, including those on supported internships. Where maths or English is embedded into a vocational course, the timetable still needs to show which sessions represent the planned hours for those subjects.
For 2026 to 2027 the government encourages providers to offer an extra 35 hours of maths teaching, roughly one additional maths lesson a week for a full-time student. Those hours sit outside the 100 hour minimum, and the guidance states plainly that compliance with them will not be measured, although providers are expected to make their best efforts because maths attainment continues to trail English. How the extra hours are timetabled is left to the provider, and the Department for Education says it will gather feedback across the year to understand their impact.
Only two exemptions exist, and in both cases the student is removed from the provider's tolerance calculation. The first covers students with an EHC plan who have been assessed as unable to study towards a GCSE, a Functional Skills level 2 or an approved level 1 or entry level qualification, and this must be decided case by case because there is no blanket exemption for EHC plan holders. The second covers overseas qualifications confirmed by UK ENIC as equivalent to grade 4 or above, while students holding the ICCE do not have to study maths or English and do not need ENIC certification.
条件同时列出其他被认可的先期成绩,包括威尔士与北爱尔兰的 A* 至 C 分 GCSE、苏格兰 National 5 至 Advanced Higher 的 A 至 C、国际 O Level、任何及格的 A Level 与 AS Level、完整 IB 文凭,以及三级核心数学资格。
An International GCSE cannot be used to meet the condition of funding, so entering a student for iGCSE does not by itself make a provider compliant. The same qualification does count as prior attainment, which means a student holding an International GCSE at grade 9 to 4 no longer has to study maths or English. The guidance lists other accepted prior attainment as well, including Welsh and Northern Irish GCSEs at grade A* to C, Scottish National 5 to Advanced Higher at grade A to C, International O levels, any passing A level or AS level, a full IB Diploma and level 3 core maths.
The tolerance lets a provider exclude a small proportion of students from the condition, and for 2026 to 2027 it remains at 2.5%. It is calculated by taking the value of non-compliant students and expressing that as a percentage of the total value of all students, with each student valued at the national funding rate for their band. In the worked example in the guidance, a provider with 2,376 students records 868,179 pounds of non-compliance, equal to 8.18%, and after the 265,406 pound tolerance is discounted the final removal of funding comes to 301,387 pounds.
The qualifying period sets how long a student must study before the subject counts: six weeks for a qualification with a planned length of 24 weeks or more, and two weeks for shorter ones. Once the qualifying period is met the student satisfies the condition even if they later withdraw from the course, and the evidence needed for audit is the timetable, the planned hours recorded in the ILR or census, and individual attendance records per subject. Whether a student is entered for a November resit is a provider decision based on readiness, taking account of attendance, engagement and progress, and the published 16 to 18 progress measures add a further layer of accountability.
