School inspection in England has changed twice in the past few years, and both changes affect what parents and pupils can learn from a school report. The exemption that once let outstanding schools go a decade without a routine visit was removed in 2020, and report cards replaced single-word grades on 10 November 2025. Knowing where each piece of information comes from makes the new reports far easier to read.
The exemption began in 2012, when the Department for Education stopped routine inspections for primary and secondary schools graded outstanding at their most recent visit, on the argument that good schools should be trusted with their own improvement. It was never a blanket guarantee: Ofsted could still go in if concerns surfaced, and around 1,900 schools did lose the grade during those eight years. By the time the policy ended in 2020, some schools had not had a graded inspection since 2005 or 2006; about 1,400 kept the label simply because nobody had looked at them. That gap is the part families remember, and it explains why the exemption is not coming back.
The consultation opened on 10 January 2020 and closed on 24 February, and the government response published on 1 October 2020 confirmed that routine inspection would return. Routine visits were suspended in March 2020 because of the pandemic, so the exemption formally ended in November 2020 while the inspection programme was still picking up speed. Normal inspections for every type of school resumed in September 2021, and Ofsted then prioritised the schools that had waited longest. Half of the 3,400 outstanding schools on the list had not been inspected for ten years or more, which is why the first round of visits produced so many surprises.
Ofsted's November 2022 commentary looked at the 308 previously exempt schools that had a graded inspection in 2021/22 and found that more than 80 per cent did not keep the outstanding grade; 17 per cent were rated requires improvement and 4 per cent inadequate. The schools had waited an average of 13 years since their last graded inspection, and the longest gap was 15 years. Governors, headteachers and trust arrangements had often changed in that time, so inspectors were judging a different school from the one that earned the label. Ofsted's own conclusion was blunt: taking a school out of scrutiny does not make it better.
In 2022/23 Ofsted inspected 763 previously exempt schools: 21 per cent kept outstanding, 66 per cent dropped to good, and 13 per cent were judged requires improvement or inadequate. The retention rate rose partly because the riskiest schools had already been dealt with in the first wave, so the later sample was easier. Amanda Spielman, then chief inspector, argued that exemption had deprived parents of up-to-date information and schools of regular challenge; a parliamentary committee later quoted these figures and ruled out a return to blanket exemption. The same committee suggested inspecting good and outstanding schools every five to six years instead, provided each visit goes deeper. All of those documents are published on gov.uk and on Ofsted's website.
Section 5 inspections are graded; before September 2024 they carried an overall effectiveness judgement. Section 8 inspections are ungraded and exist to check that a school has maintained its standards, and they are the usual first visit for schools previously graded outstanding. If inspectors find evidence that performance may have slipped, or that a school has improved markedly, the next visit is a graded one, normally within one to two years. Serious weaknesses in safeguarding, behaviour or the quality of education can convert an ungraded visit into a graded inspection on the spot, so the report you eventually read may come from a very different kind of visit than the school expected.
On 2 September 2024 the Department for Education stopped issuing single-word overall grades for state-funded schools with immediate effect. Ofsted's own research had found that fewer than four in ten parents, and only 29 per cent of teachers, supported the one-word judgement, which is why the change came before the full report card design was finished. Schools inspected during 2024/25 received four graded sub-judgements instead: quality of education, behaviour and attitudes, personal development, and leadership and management. Existing grades stayed on the record until the next inspection. For schools in the weakest categories the government promised regional improvement teams rather than immediate changes of management, a shift from the earlier policy of acting after two requires improvement judgements.
From 10 November 2025 the renewed framework applied to state-funded schools, early years settings and further education, and the five new grades are exceptional, strong standard, expected standard, needs attention and urgent improvement, with safeguarding reported separately as met or not met. Ofsted's guidance states plainly that the new grades cannot be compared with the old overall judgements, because the method of inspection changed as well as the labels. The expected standard carries a green rating and means a school is doing everything it should; needs attention means work is required, not that a school has failed. Report cards also include the narrative behind each grade, which is where most of the useful detail sits. The guidance on gov.uk was first published on 1 December 2025 and updated in February 2026.
Schools are inspected roughly once every four years, and the statutory duty is to inspect within five school years of the year in which the previous inspection took place. There are exceptions: a good or outstanding school whose last visit was an ungraded inspection before September 2024, and whose inspectors doubted it would hold its grade, can expect a full inspection after about two and a half years. The same applies where a post-September-2024 ungraded visit flagged areas that may have weakened. Risk assessment weighs how long a school has waited, its published data and changes in its intake. Early years inspections moved from a six-year to a four-year cycle in the November 2025 reforms, and notification still arrives only days before inspectors arrive.
After moderation and quality assurance, Ofsted normally sends the draft report card to the school within 18 working days, and the school has five working days to raise points about clarity or factual accuracy. The final card usually follows within 30 working days; the school must then make sure every registered pupil's parents receive a copy within five working days, a duty set out in section 14(4)(c) of the Education Act 2005. Publication on the reports website normally happens five working days after the school receives the final card, and Ofsted avoids issuing cards during school holidays. Schools may keep the old outstanding or good logos until their next full inspection and must remove them afterwards, because those logos referred to an overall judgement that no longer exists. Draft and final cards are not shared with parents before the school has them.
报告卡按 achievement、attendance and behaviour、personal development and well-being、inclusion 这些区域分别给档,一所学校完全可能在某些区域是 strong standard,在另一些区域是 needs attention。
The first practical step is to read the card by area rather than looking for one headline word, because a school can sit at strong standard for achievement and at needs attention for inclusion at the same time. A common mistake is to fix on the weakest colour and skip the narrative, which is where inspectors explain what they actually saw. Attendance, behaviour and personal development are the areas that describe daily classroom life, so they matter to current pupils as much as to applicants. Under the 2025 reforms a school graded needs attention enters monitoring, and grades can be changed at a monitoring visit rather than waiting for the next full inspection. Ofsted's reports website holds the current card and lists older reports underneath, and parents' views submitted through Ofsted Parent View are read by inspectors.
