Every exam series, candidates turn up carrying something the regulations do not allow: a phone, a watch, an inhaler they never declared, or a bottle with the label still on it. Some exceptions are decided locally by the head of centre, while others must be approved online long before the examination. This guide separates the two, explains the evidence JCQ asks for, and lists the deadlines for the 2026 to 2027 academic year.
Under the JCQ Instructions for Conducting Examinations, candidates are under formal examination conditions from the moment they enter the room until they are allowed to leave. Only the items named on the front of the question paper, the stationery list or the specification may be within reach, and phones, watches and earphones are not among them. A device still in a blazer pocket at that point is already in the candidate's possession.
The 2026 version of ICE lists the banned items explicitly: mobile phones, earphones or earbuds such as AirPods, MP3 and MP4 players, smart glasses, tablets, every kind of watch, and any other smart device. Pencil cases must be see-through, and calculator cases, lids and instruction leaflets count as unauthorised material in their own right. The rule turns on possession rather than intent, so a switched-off phone is still a problem.
JCQ asks centres to keep unauthorised items outside the room wherever possible. If something does come in, it has to be handed to the invigilator before the examination starts, and the candidate is responsible for switching it off or putting it on silent first. Anything not handed in must be placed out of reach, usually at the front of the room, and never under the desk.
Food and drink are not banned outright: whether they are allowed at all is left to the discretion of the head of centre. Where they are permitted, food must be free of packaging and in a transparent container, while drink bottles must be transparent with every label removed. Most centres allow plain water only, so it is worth clarifying the local rule with the exams officer well before the series begins.
A candidate with a condition such as diabetes may need access to a phone during the examination, and JCQ permits this through an approved arrangement rather than an ad hoc decision. ICE points to section 5.19 of the access arrangements regulations, which requires individual supervision once the phone is in the candidate's hands, and that means extra invigilators on the day. Access to a mobile phone for medical purposes therefore sits on the list of arrangements that must be applied for online and approved before the examination.
Deaf candidates should not be asked to remove hearing aids or cochlear implant speech processors, because doing so would not reflect their normal way of working. Centres should instead check that Bluetooth is unpaired and the hearing aids are set to flight mode. Listening to music or white noise is a separate arrangement that has to be applied for online, and headphones cannot be worn until the invigilator has finished reading out the announcements.
Twenty-one arrangements are delegated to centres, which means no online application and, in most cases, no evidence kept for inspection. The list runs from alternative rooming, amplification equipment and a bilingual dictionary to Braille transcripts, colour naming by the invigilator, coloured overlays, a Communication Professional, fidget toys, a live speaker, a low vision aid, ear defenders, OCR scanners, a prompter, read aloud with a reading pen, squared paper, supervised rest breaks, a desk timer and a word processor with spelling and grammar checking switched off. The SENCo decides locally but still has to be satisfied that the arrangement is needed.
Eleven further arrangements must be applied for online by the centre, with evidence of need attached. They cover medical access to a phone, a bilingual dictionary with 25% extra time, a computer reader or reader, 25% extra time, extra time above 25%, listening to music or white noise, a practical assistant, remote invigilation, a scribe or speech recognition, and timetable variations for a disabled candidate on the day or requiring overnight supervision. Three of these are rejected automatically online and have to be referred to the awarding organisation instead.
For 25% extra time, extra time above 25%, a computer reader or a scribe, the SENCo completes Form 9, confirming the candidate's normal way of working and a persistent, significant difficulty diagnosed by a registered specialist such as a clinical paediatrician or hospital consultant. A diagnosis from the candidate's GP is not accepted, which is the single most common misunderstanding among families. Temporary injuries follow a different route that does not require a normal way of working, but the approval still has to be in place before the deadline.
Deadlines are set per exam series and there is no automatic late window. For November 2026, modified papers had to be ordered by 20 September 2026 and all other arrangements finalised by 1 November 2026. The January 2027 series closes on 4 October and 21 October 2026, while the June 2027 series closes on 31 January and 21 March 2027. Where an approved application expires during a series, a new one may be processed using the existing evidence.
Private candidates must notify the centre of any requirement at the point of application or enrolment, and the centre in turn has to tell them its own internal deadline. Centre-delegated arrangements should be confirmed to a private candidate in writing, while anything needing an online application is submitted by the centre on their behalf. Families often assume the private route is more relaxed; in practice the evidence is theirs to gather and the timetable leaves less room for error.
If an item reaches the examination room without approval, the awarding body decides what happens. The JCQ warning to candidates sets out four possible sanctions: zero marks for the work, disqualification from that component, disqualification from the whole subject, or disqualification from all subjects and a bar on entering again for a period. Nothing at the marking stage can undo a report made in the room, so the two safe options remain leaving the device at home or getting the arrangement approved in advance.
