T Level
Many students assume the assessment schedule of a T Level is fixed, yet the rules for its core component changed in September 2023. A T Level Technical Qualification is built from a core component and an occupational specialism, and the core itself contains two sub-components, the core exam and the Employer Set Project. Following a decision by the Department for Education and changes to Ofqual's qualification level conditions, a student's first attempt at those two sub-components no longer has to fall in the same assessment series, which gives schools and colleges far more room to plan around teaching and industry placements.
一个 T Level 的三块构成 / The three parts of a T Level
A complete T Level has three parts: the core component, the occupational specialism, and an industry placement of at least 315 hours, which works out at roughly 45 working days. The core covers the knowledge and skills needed across an industry, while the specialism tests practical competence in a specific job role, and the two are graded separately, with the core reported from A* to E and the specialism from Pass up to Distinction. An overall grade of Pass to Distinction* is only awarded once all three parts are completed, and because different people control the timetable for each part, clashes have been a persistent complaint since the first courses began.
Two papers and one project inside the core
The core is not a single paper. It contains a core exam and an Employer Set Project, and both have to be completed before any core grade can be issued. In the first generation of T Levels the exam is a pair of papers taken at set dates and times, on paper or online, while the project is set with employer input and asks students to work through a brief that mirrors a real workplace task. Weightings published in awarding organisation specifications normally place each paper at 30 per cent of the core and the project at 40 per cent, which is a useful reminder that the project carries more weight than either paper on its own.
What changed from September 2023
It is not hard on paper to see why the change happened: the first providers of T Levels reported real difficulty fitting both core assessments into a single series. On gov.uk, Ofqual explains that the Department for Education decided to alter how a first attempt works after reviewing that evidence, so from September 2023 the core exam and the core project can be entered separately. A student might sit the core papers in one summer series and complete the Employer Set Project in an autumn series a year later. The stated aim was flexibility for providers and learners, yet in practice the benefit lands mainly with students who need a retake or who change direction part way through the course.
Ofqual 修订的四条考务条件 / The four conditions Ofqual amended
Ofqual ran its consultation from 20 March to 15 May 2023 and received 22 responses from awarding organisations, schools, colleges, teachers and representative groups. Its published decision, reference Ofqual/23/7057/1 and dated 10 August 2023, made four changes: removing the same-series requirement for a first attempt at the core exam and core project, amending which assessments organisations must allow candidates to take in different series, raising the minimum number of series so the core assessments are offered twice in each academic year, and aligning the rules for retakes with those for first entries. Respondents backed the overall approach, so the proposals were adopted as consulted on.
Two opportunities in each academic year
Once the amended conditions took effect, the core component could be entered in two series each academic year, one in the autumn and one in the summer. NCFE states on its website that providers can book students onto either sub-component or both, starting from the summer series of their first year and continuing in any later series. It is easy to misread this as two chances at everything within a year, when what actually matters is which element is still outstanding. Standard entry windows close a month or two before the assessments, and late entries are still accepted, in some cases up to the day before paper A, although papers may then have to be printed by the school from the awarding organisation's portal.
Why the two papers stay in one series
The element that can be split is the core exam against the core project; what cannot be split is the pair of papers inside the exam. NCFE guidance is explicit that for first generation T Levels, paper A and paper B must be attempted within the same series and their results cannot be combined across series, and that a provider must choose one mode, either paper based or online, and apply it to both papers. The two exam dates normally sit only a few days apart. The newest Education and Early Years qualification moves to a single core paper for students registered from September 2025, so the constraint disappears there. A frequent misreading is that the new flexibility allows a single paper to be taken on its own.
Two ways to plan the split
Splitting the assessments only pays off if the timetable is built around it. A common pattern for a two year programme is to sit the core papers in the summer series of year one and complete the Employer Set Project in the autumn series of year two, using the summer break to prepare the project task. A more cautious pattern keeps both assessments in year two, sitting the papers first and submitting the project in the following series of the same academic year, which suits classes whose teaching runs late. The decision usually comes down to whether the knowledge covered by the papers has been taught and whether the project brief has been released, and providers also have to protect the industry placement block from being squeezed by project work.
Retakes now follow the same rules
The revised conditions aligned retakes with first entries, so a retake can also be limited to one sub-component. There is a ceiling on how many attempts are available, and gov.uk states that a learner can sit the core assessment up to three times. Retaking the exam itself carries one hard constraint: the two papers cannot be retaken separately, so a retake of the exam means attempting both again. Awarding organisations take the better result from the summer and autumn series when outcomes are combined, so an extra attempt does not overwrite a stronger performance. Many students treat a retake as a safety net and then lose a whole series of teaching time preparing for it.
Absence and special consideration
With the split in place, missing one element while completing another becomes a more common scenario, so the rules are worth checking in advance. If a student misses one of the two papers for an acceptable reason, the awarding organisation can issue a calculated result for the missing paper and grade the exam sub-component on that basis. Such an adjustment normally applies to the terminal grade rather than rewriting the performance already demonstrated. Where a student finishes the papers but not the project, the missing sub-component is recorded as no result and so is the overall core, and any special consideration request has to follow the JCQ framework with evidence submitted inside the published deadlines.
A statement of achievement
A student who has completed the core assessment but not the rest of the programme can request a statement of achievement, which NCFE lists on its support pages together with the request form. The statement records which assessments have been passed, but it is not a T Level qualification and cannot stand in for an overall grade. Its practical use is as a staged record for a further education provider or an employer. Presenting it as half a T Level on an application form is a mistake, because many recruiters do not recognise the document, yet for a student changing direction it preserves the value of the assessments already completed.
Weightings and the final grade
The core and the occupational specialism each carry half of the total qualification, and that split is the most important structural fact for students to understand. Inside the core, the two papers are worth 30 per cent each and the Employer Set Project 40 per cent, making the project the single heaviest element. The core is graded A* to E and the specialism Pass, Merit or Distinction, and neither compensates for weakness in the other. The overall grade is derived from the two components and runs from Pass to Distinction*, with no separate headline mark published, which is why tracking one exam paper closely while treating the project as an optional extra can leave a student short at the point where results are combined.
What the 2026 results show
Ofqual's results release on 13 August 2026 reported 19,665 T Level results, up from 11,980 in 2025, a rise of roughly 65 per cent. The number of schools and colleges offering T Levels grew from 255 to 307 over the same period, 3,565 students achieved a distinction or distinction*, and 18.3 per cent of second year occupational specialism students reached distinction. Partial achievement fell to 7.2 per cent from 8.3 per cent a year earlier, which suggests that more students are now finishing every element. For anyone choosing a course now, the numbers point to a qualification expanding fast enough that assessment capacity, rather than the rules themselves, may become the practical constraint.
