Ofsted's independent review of careers guidance in specialist settings was published on 22 February 2024 and looks at provision rather than grades. Inspectors gathered evidence from leaders, careers staff, teachers, parents and learners themselves across 12 research visits. For families whose children hold an education, health and care (EHC) plan and are heading towards training or work, the findings are worth reading in detail.

Ofsted's review of specialist settings was commissioned by the Department for Education in 2022 and published on 22 February 2024. Inspectors made 12 research visits in the summer term of 2023, covering five special schools, three pupil referral units and four independent specialist colleges; the scope ran from age 11 to 19 and up to 25 for young people with an EHC plan. It sits in the middle of a three-phase thematic programme, with the schools and FE phase reported in September 2023 and a third phase on learners from lower socio-economic backgrounds; the headline finding is that a learner's own voice has to shape the plan.

In one special school, learners with limited speech contributed to their annual reviews through augmentative and alternative communication (AAC) aids and symbol-supported text. Inspectors found that the deeper a learner was involved, the closer the plan sat to that learner's real needs rather than repeating last year's template; some providers used vocational profiling to map interests and strengths onto possible jobs. Ofsted draws a firm line between careers guidance and transition, because treating them as one thing tends to shrink the plan to the name of the next setting. Its advice to leaders is to evaluate careers guidance in its own right, so that high expectations are not diluted by administrative steps.

Every provider visited had a highly personalised approach, with the curriculum tailored to individual needs; in practice, that means a lesson on handling money sits next to a real cafe visit, while a catering course is mapped onto the skills employers actually ask for. Personalisation is not an abstract principle: it requires each learner's goals, support and intended destination to be written down in a form that can be checked at the annual review. One careers conversation rarely changes anything; what shifts outcomes is a sequence of small named steps spread across several years, and families can test a plan by looking for those names and dates.

Parents and carers of learners in specialist settings often worry most about what happens after school, and good providers work deliberately to lower that anxiety; regular newsletters, phone calls and careers events attached to parents' evenings keep families informed, so questions at the annual review become specific rather than open-ended. Families who record what their child enjoys and struggles with during the year tend to get more out of the meeting itself. The DfE guidance on careers provision treats parents and carers as one of the biggest influences on a young person's choices, and expects institutions to plan for that engagement.

Leaders in the settings visited gave work experience high priority, and many were building relationships with local employers; results were mixed; some employers lack the knowledge or confidence to offer learners with SEND a genuinely useful placement, which turns the experience into a tour or a few hours of repetitive tasks. Ofsted points instead to the role of intermediaries such as enterprise coordinators, who bring employers in and help schools prepare both sides. The placements that work tend to share three features: the learner knows the task beforehand, a trained colleague supervises on site, and there is time afterwards to reflect on what happened.

Special schools and independent specialist colleges treat independent living skills as part of career preparation, and travel training is the clearest example: learners rehearse bus routes, interchanges and timetables until they can complete a familiar journey alone. Providers also build in real-life practice, from paying in a cafe to washing up in a kitchen or comparing prices in a shop; learners valued this work because the link to future employment was visible to them. The review's point is that careers guidance has to build the capability to reach a job, not just describe the job, and that includes time management, communication and asking for help in unfamiliar places.

The review addresses an awkward question directly: in three of the special schools visited, personal guidance was not delivered by an adviser holding a careers qualification but by staff who knew the learners best; headteachers argued that a trusted member of staff understands a learner's communication and family context, and can therefore give more relevant advice. Ofsted stays cautious, saying the sample gives no clear answer on whether a qualified adviser improves outcomes, and it does not rule the in-house model out. One special school suggested jointly commissioning an adviser across several local special schools so that the adviser builds SEND expertise; for families, the practical question is whether every session is recorded and leads to a defined next step.

Careers guidance in England is a legal duty rather than an optional extra; under sections 42A and 45A of the Education Act 1997, the Education and Skills Act 2008 and the Children and Families Act 2014, schools must secure independent careers guidance for all learners aged 11 to 18, and for young people up to 25 who hold an EHC plan. The provider access legislation, strengthened by the Skills and Post-16 Education Act 2022, adds at least six encounters with technical education and apprenticeship providers across years 8 to 13, a duty in force since 1 January 2023. Schools must also publish a provider access policy statement explaining how requests are handled, and the DfE statutory guidance makes clear that special schools and alternative provision sit inside the same framework.

Careers provision is measured against the eight Gatsby Benchmarks, which run from a stable careers programme and labour market information through to encounters with employers and personal guidance; the DfE guidance on gov.uk states that from September 2025 all institutions should use the updated benchmarks, which keep the eight-benchmark structure while stressing leadership, inclusion, varied experiences, the use of data and the engagement of parents and carers. Special schools and specialist colleges can self-assess with the free Compass for Special Schools tool, though the review records a gap, as independent specialist colleges found the existing versions poorly suited to their settings; on outcomes, the Careers & Enterprise Company's 2023 to 2024 insight briefing, covering 4,751 state-funded schools and colleges including special schools, reports an average of 5.8 of eight benchmarks achieved, against 1.87 in 2016 to 2017.

The review ends on transition: the move from a specialist setting into further education, training or employment, where a weak handover can undo years of growing confidence; inspectors found that the earlier providers start preparing, the lower the anxiety for learners and families, and the more likely the plan is to happen. An annual review is a useful occasion for families to press for specifics: which work-related activities took place, which employers were involved, who delivered personal guidance and whether it was recorded, and who owns the next step. The DfE guidance also sets out planning for a guarantee of two weeks' worth of work experience for every young person, which is not yet in force.
