England's 16 to 19 Bursary Fund is handed to schools, colleges and training providers, not to students directly. It exists to remove specific barriers to participation, such as travel, essential books and specialist kit a study programme demands. This article follows the DfE guide for the 2026 to 2027 academic year and explains who qualifies, how providers decide the amount, and what can pause a payment.

The fund splits into two routes, and the route decides who sets the amount. The bursary for defined vulnerable groups is worth up to 1,200 pounds a year on programmes of 30 weeks or more, pro rata for shorter courses; the provider must still work out what each student genuinely needs. Discretionary bursaries have no national figure at all, so a college's own income bands and its published policy matter far more than any headline number. Both routes pay for the same practical costs: travel, essential books, and specialist clothing or equipment a course demands.

Age is the first filter, and it is fixed at one date rather than spread across the year. A student must be 16 or over but under 19 on 31 August 2026; anyone older can only receive a discretionary bursary, and only as a 19 plus continuer finishing the same programme, or with an education, health and care plan. Apprentices and anyone on waged training sit outside the fund entirely, because they are employed rather than in education.

Four groups qualify for the vulnerable bursary, and the benefit names matter because they must be held in the student's own name. They are young people in local authority care or recently left it; students on Income Support, or on Universal Credit because they support themselves; and students receiving Disability Living Allowance or Personal Independence Payment alongside Employment and Support Allowance or Universal Credit. A parent's claim does not put a student in these groups, which is why providers insist on award letters as evidence.

Care experience is measured in weeks, and the counting rules catch people out every year. A 16 or 17 year old care leaver must have been looked after for at least 13 consecutive weeks, or periods totalling 13 weeks, beginning after their 14th birthday and ending after their 16th; the same 13 week test applies before the age of 18 for older care leavers. Providers still have to complete a financial need assessment and hold evidence of care status, so eligibility alone never produces a payment.

Discretionary bursaries are a local decision, which is why two students in the same town can receive very different amounts. Providers set their own income bands, often borrowing the free school meals threshold, and spend the money on transport, meals, books and equipment, along with UCAS fees, essential trips and top ups to Care to Learn childcare funding. DfE rules still bite: flat payments that ignore evidence of actual cost are not allowed, and criteria must comply with the Equality Act 2010.

Every provider must publish a policy or statement explaining how its bursary fund will be used. It has to be available early enough for students weighing up post-16 options, it must set out clear eligibility criteria, and it must state that the support comes from the 16 to 19 Bursary Fund, even when a college adds its own branding or extra money. Payment conditions and frequency belong in the same document, because they determine whether money keeps arriving.

Before any money moves, a provider must assess each student's actual needs, not just check a box on eligibility. That means pricing the real costs: how someone travels, which books and equipment the course requires, and any additional caring or equipment needs. DfE is explicit that claims must never be submitted automatically at the full 1,200 pounds, and its checklist for assessing applications is built from errors found in audits.

Payments can arrive as instalments by cash, cheque or bank transfer, or as things rather than money such as a travel pass, free meals, books and equipment. DfE prefers in kind support and does not recommend large lump sums; a common pattern is for the college to buy specialist kit or a travel pass at the start of term and deduct the cost from the award. Where a carer or social worker handles the household finances, meetings decide how the money reaches the student, and reusable equipment usually has to be returned.

Both types of bursary can be made conditional on agreed standards of attendance and behaviour, and providers must keep evidence that a student saw and accepted those terms, usually a signed agreement or declaration. Payments can be withheld when standards slip, though illness, disability and caring responsibilities have to be weighed; poor attendance, not weak grades, is the usual trigger. Colleges also set recovery rules, so money spent outside the agreed purpose can be clawed back.

Providers claim vulnerable group funding from DfE at set points in the year, and payment follows checks that include validation against the individualised learner record or the school census; for 2026 to 2027 that payment lands in February 2027, or March for academies. Discretionary allocations arrive in two parts, two thirds in August 2026 and one third in April 2027, with academies paid from September. Up to 5 per cent of an allocation may cover administration, and students assessed as having no financial need still have to be counted as zero bursary students.

Some students are outside the fund no matter how tight the household budget is. Apprentices and anyone on waged training count as employed, students already enrolled at another publicly funded provider cannot be paid twice, and under 19s studying higher education qualifications are excluded. Younger students attending a college as part of their school's key stage 4 programme are funded through the school instead, so cross site arrangements need checking before any money changes hands.

Applications go to the school, college or training provider, so student services or a tutor is the first stop, and applying once you know where you will study keeps you ahead of a limited pot. Some providers ask for a fresh application each year, and a decision you disagree with should go through their complaints process before anyone else. If circumstances change mid year, ask about hardship funds and the DfE customer help centre.
