The OECD's second Survey of Adult Skills, published in December 2024, covered 31 education systems and put England's literacy and numeracy averages above the international mean. That headline hides the distribution: 18% of adults reached only Level 1 or below in literacy, and 21% did so in numeracy. Mid-skilled learners sit in the awkward middle, above the point where support kicks in, yet far from the levels that open doors. The evidence below is turned into choices that anyone studying online can act on this month.
PIAAC reports literacy and numeracy on a five-level scale, and Level 2 is where most mid-skilled adults stop. A Level 2 reader has to locate and combine information spread across two or more sections of an unfamiliar text, while Level 2 numeracy covers decimals, percentages and two-step calculations. England's 2023 profile puts far more adults above that line than below it, and the national qualifications framework gives the same standard a familiar label, a pass at GCSE. Comparing entry requirements before paying for an online course is the practical check, since providers seldom print a PIAAC level on the sales page.
The second cycle assessed three domains: literacy, numeracy and adaptive problem solving. The first two kept the scales used in 2012, while the third replaced the earlier measure of problem solving in technology-rich environments. Adaptive tasks change as a candidate works through them, so the strategy has to be revised mid-way. England averaged 259 points there, with 21% of adults at Level 1 or below. A score above the international mean says nothing about whether an individual can handle a specific job. Courses that combine all three domains hold learners longer, because the new skill is used at work almost immediately.
Adults aged 16 to 65 in England averaged 272 points in literacy and 268 in numeracy, both above the OECD average. A score only means something against a reference point, whether that is the international mean or England's own results from 2012. Numeracy rose significantly over the decade, while literacy gains were concentrated among younger adults. Within the G7, only Japan outscored England on literacy, and only Japan and Germany did so on numeracy. Averages are dragged upward by the strongest performers, which is why the proportion stuck at the bottom matters more than the ranking.
Eighteen per cent of adults in England reached only Level 1 or below in literacy against an OECD average of 26%, with numeracy at 21% against 25%. That share edged up from 2012 even as top-end performance improved, so gains did not reach the bottom of the distribution. The level descriptors are concrete: a Level 1 reader copes with short texts and clearly organised lists, and a Level 1 calculator handles whole numbers and money but stalls on proportion. Overestimating your own starting point is the most common reason adults drop out in the first fortnight, which is why a diagnostic task before enrolment saves weeks.
Official figures put 850,000 working-age adults in England at low proficiency in literacy, numeracy or both, and the low-skills analysis published in March 2026 adds a sharper profile. More than half of these adults are now aged 45 or over, and only 55% to 56% were in work in 2023, compared with about 75% of all adults and 61% to 64% in other countries taking part. Low proficiency among the youngest adults has fallen since 2012, and numeracy gaps between women and men persist. Course design has to account for decades away from formal study, not just gaps in content.
One association in the international report deserves attention: adults with no computer experience at all are more likely to fall into the low-skills group across all three domains. That finding explains a real tension in online provision, because the learners who most need the basics are often the least comfortable with the medium itself. England's funding rules treat digital skills separately, fully funding entry-level and Level 1 digital qualifications for adults assessed below Level 1. Time spent making the platform work before the first lesson is not wasted; it is the entry ticket.
Adults rarely quit because the material is too hard; they quit because the week has no room in it. Effective provision breaks the weekly target into fixed blocks of 20 to 30 minutes rather than one long weekend session. Frequency matters as much as total hours, so three short slots build durable memory better than a single marathon. Choosing the time slots first and the course content second is the sequence that survives a busy term, since commuting, lunch breaks and the hour before sleep are the windows most people can hold.
Fluency while watching a video is easily mistaken for learning. Retrieval practice closes the material and reconstructs the content from memory, which is the moment real gaps show up. Spacing the same topic across days or weeks keeps it available, because each recall is slightly harder than the last. Most online platforms already provide quizzes, and using them as checkpoints rather than boxes to clear changes what sticks. Keeping a short list of mistakes and revisiting it weekly costs less time than replaying a whole module.
One finding in England's national report is quoted again and again: adults who read, write and calculate often in daily life score higher across all three domains. The relationship runs both ways, since stronger skills open jobs that demand them, and using those skills at work pushes proficiency further up. Mid-skilled adults are often in roles that no longer stretch them, so the course task needs an outlet, whether that is a spreadsheet at work, a report for a committee, or helping a child with homework. Skills practised only inside a course platform rarely survive the month.
The funding rules in England set out four legal entitlements that make study free for eligible adults. English and maths up to Level 2 are fully funded for anyone aged 19 or over who has not achieved a GCSE grade 4, and the same rule applies to those assessed as working below that level. Two further entitlements cover a first full Level 2 and a first full Level 3 for adults aged 19 to 23, while digital qualifications up to Level 1 are funded for those assessed below Level 1. Age is fixed on 31 August rather than the enrolment date, and the November 2026 exam window closed for entries on 4 October 2026.
Three changes in the funding rules updated in June 2026 affect enrolment directly. The earnings threshold rose from 25,750 to 26,800 pounds, and anyone below it, employed or not, counts as eligible. Free courses for jobs were extended from August 2026 to include Level 2 qualifications in engineering and manufacturing, and construction workers can claim the cost of a skills certification card and its safety test. Policy responsibility moved from the Department for Education to the Department for Work and Pensions on 16 September 2025, with delivery still run by DfE. Around 67% of the fund is devolved to 13 areas, so the entry route depends on where you live.
Three checks before paying or enrolling rule out most unsuitable courses. First, confirm the qualification sits on the register of regulated qualifications, where the awarding organisation, level and qualification number are listed. Second, check that the course is on a funded list, because a provider describing something as free does not mean the funding rules cover it. Third, look at inspection records, since published judgements and improvement requirements reveal which providers are under pressure. A certificate with no regulator behind it carries little weight with universities or employers, and ten minutes of checking prevents months of wasted effort.
The most common mistake is treating enrolment as the start, then leaving the materials untouched for three weeks. The second is choosing a level that is too high, falling behind in week one and concluding that the subject is not for them. Recording what has been completed is the step most often skipped, and without it there is nothing to show an employer or an admissions tutor. A four-week routine is enough to test the habit: diagnose and set up the platform, fix three 20-minute slots a week, add a weekly review of mistakes, then take one short assessment and log the result. The pace, not the course length, is what carries people into Level 2 and 3 study.
