When a college in England offers a place together with campus accommodation, parents naturally want to know who regulates that accommodation and against which standard. The education side and the residential side are inspected separately, and the residential side is inspected by social care inspectors against national minimum standards published by the Department for Education. This article sets out who inspects, what the standards cover, how much notice a college gets, and how to read the published report.
In England, a college's teaching is inspected by Ofsted under the education inspection framework, with its legal basis in Part 8 of the Education and Inspections Act 2006. Accommodation used by students under 18 is inspected by Ofsted's social care inspectors instead, under section 87 and section 87C of the Children Act 1989 and the National Care Standards Commission (Inspection of Schools and Colleges) Regulations 2002. The two processes involve different teams, different reports and different evidence, and the residential judgement follows the part of the social care common inspection framework written specifically for further education colleges, the current version of which was updated on 1 April 2026. Where a college registers its accommodation as a care home, the Care Quality Commission inspects it rather than Ofsted, so it is worth establishing which arrangement applies before reading any report.
The measuring stick is the national minimum standards for further education residential accommodation published by the Department for Education. First issued in March 2018, the current version is dated July 2026 and contains 20 standards made under section 87C(1) of the Children Act 1989. They apply to further education colleges, sixth form colleges, designated institutions, 16 to 19 academies, and independent specialist colleges that receive funding from the Secretary of State with compliance as a funding condition. The same document draws limits: boarding schools have their own separate standards, residential special schools have theirs, and independent learning providers are outside the scope. It also states that students younger than 16 should not be accommodated in further education residential accommodation at all. For parents, the clauses that matter most cover health and wellbeing, including medicines and access to local medical and dental services, the accommodation itself, student safety, fire precautions and drills, protection of students, staff recruitment and DBS checks, staffing and supervision, students' views, complaints, student supervisors or wardens, and long-stay lodgings arranged by the college. That last item is easy to miss: where a college arranges a host family or an off-site flat, the arrangement still sits inside the standards and must be assessed and recorded.
三项判断分别是:学生的整体经历与进展(overall experiences and progress)、学生是否得到帮助与保护(how well children are helped and protected)、领导者与管理者是否有效(effectiveness of leaders and managers)。 等级一共四级,从 outstanding、good,到 requires improvement to be good,再到 inadequate。
An inspection does not produce one vague score. Inspectors make three judgements and then reach an overall grade. The judgements cover the overall experiences and progress of young people, how well young people are helped and protected, and the effectiveness of leaders and managers. The second is a limiting judgement, so if it is inadequate the overall experiences and progress judgement must also be inadequate. The third is graded, and where leaders and managers are judged inadequate, overall experiences and progress can be no better than requires improvement to be good. Grades run across four points, from outstanding and good to requires improvement to be good and inadequate. Inspectors judge against descriptions of what good looks like and adopt the best fit rather than scoring a checklist, which is why one weak policy document does not automatically pull a grade down. The protected judgement is usually the most informative part of a report, because it speaks directly to how safe a young person is in the accommodation at night.
Notice is deliberately short. Ofsted states that a college is told about the inspection by a telephone call at 9am on the day, no more than four hours before inspectors arrive on site, and Ofsted keeps the right to carry out unannounced inspections or monitoring visits. Residential provision is usually inspected at least once every three years, and where the last judgement was inadequate or requires improvement to be good, a monitoring visit and a reinspection normally follow within two years. A full inspection is normally carried out by up to two inspectors who spend two days on site spread across three days. The published timetable is precise: a draft report reaches the college within 18 working days of the end of the inspection, the college has five working days to comment or complain formally, the final report follows within 30 working days, and it is published on the Ofsted reports website five working days later.
The residential report is published separately from the college's education report, and parents can find it on the Ofsted reports website by searching the college name. It records the grades for the three judgements, what inspectors saw on site, and any recommendations linked to the national minimum standards. A frequent mistake is watching league tables and A-Level results while never opening the residential report, and another is settling for an overall grade of good without noticing that the protection judgement carries more specific detail. On a visit, it is worth asking direct questions: when was the last residential inspection and what did it find; how many staff are on duty overnight and at weekends, what safeguarding training they have, and how shifts rotate; how missing-from-college incidents are logged and escalated; how medicines are stored, administered and recorded, and which medical services students can reach; how complaints are handled and whether a student can reach someone independent of the college; whether students aged 16 and 17 are housed separately from those aged 18 and over; and who assesses the host families the college arranges, and how often. Each of those questions maps onto something that must exist in policy and in the inspection record, so an unclear answer is itself useful information.
Treating a college's education grade as a proxy for the quality of its accommodation is the most common misreading. The two sides are inspected by different teams, education under Part 8 of the Education and Inspections Act 2006 and residential provision through section 87 of the Children Act 1989, so the reports and grades do not have to match. Another common assumption, that boarding schools and further education colleges share one set of standards, is also wrong: the Department for Education publishes separate standards for each, the boarding schools version dated May 2026 and the further education version dated July 2026, with different numbering and scope. Age is a third point of confusion, since the standards state that students under 16 should not be accommodated in further education residential provision and that students under 18 should be housed separately from those aged 18 and over, or at least in a separate zone where full separation is impractical. The type of accommodation is a fourth: host families and off-site flats arranged by the college are covered by standard 20, which requires assessment, agreement and record keeping. Overnight management is where gaps show first, because curfews, roll calls and absence records can look orderly during the day. All of the above applies to England; Wales, Scotland and Northern Ireland each work to their own inspectorate and standards, so check the local framework if the college is elsewhere in the UK.
