英国学生贷款 授权代管 CTS 授权书 撤销
在英国读书的学生常遇到一个麻烦：贷款账户里的信息要核对，人却在几千公里外。英国学生贷款公司（Student Loans Company，简称 SLC）有一条明确的规则，账户信息只能跟本人谈，父母、伴侣甚至法律代表都算外人。想找人代办，就必须先在自己的账户里做一次正式授权。gov.uk 在 2019 年 8 月 1 日发布、2024 年 10 月 15 日更新的指引把这件事拆成三条路：授权共享（Consent to share，CTS）、授权书（Power of Attorney，POA）和代理令（Deputyship order）。三条路的权限差别很大，选错一条，对方打电话过去仍然什么都问不到。
Student finance paperwork has a habit of arriving when you are least able to deal with it, especially if you are studying overseas or back home for the holidays. The Student Loans Company will not discuss an account with anyone but the borrower unless the borrower has formally given permission, and that rule covers parents, partners and even solicitors. The official gov.uk guidance sets out three routes: consent to share, power of attorney and a deputyship order. They are not interchangeable, and the differences decide what the person you nominate can actually ask about.
SLC 不经授权不向任何人透露账户信息

The starting point is simple: SLC cannot discuss an account with a third party unless the borrower has given permission, and that covers parents, partners and legal representatives alike. A relative who happens to know your customer reference number will still be turned away when calling for a balance or an application update, because identity checks run on every call. Permission is designed to settle that question in advance and to leave a record that can be withdrawn later. In practice, students rarely arrange it until a problem has already appeared, and setting it up then takes longer than the problem did.
在读学生可以在线上账户里完成设置
如果课程还没结束，学生可以直接登录自己的在线账户完成设置。要选的选项是允许别人替你联系我们这一项。这条路径来自 2023 年 12 月的指引更新，和账户里实际显示的措辞一致。线上设置最快，通常几分钟就能填完。填完以后，授权会一直有效到你写下的截止日期。很多学生以为线上设置只对刚入学的人开放，其实只要课程未结束都适用。常见的错误是把被授权人的名字写错一个字母，客服核对时就会卡住。
Students who have not yet finished their course can set permission up inside their own online account, choosing the option that allows someone else to contact SLC on their behalf. That wording was aligned with what customers actually see in their accounts in a December 2023 update, so older guides may show slightly different phrasing. Doing it online is the quickest route and takes only a few minutes. The arrangement then runs until the end date the student chooses, which makes a forgotten end date the usual reason a permission quietly lapses.
设立授权共享要交的信息一共九项

Nine pieces of information are needed, and the set-up stalls if any single one of them is missing. They cover the student's own reference number, name and address, then the nominee's full name, complete address with postcode, date of birth and relationship to the student. A shared password and an end date complete the list. Whoever is nominated has to repeat those details accurately when challenged, so a nickname or a partial address will not get past the security questions.
共享密码必须与账户登录密码不同

The shared password is the nominee's proof of identity on the phone, and SLC requires it to be different from the student's own account login password. Setting the same password for both sounds convenient but fails validation. The student chooses it and the nominee has to say it correctly during the call, so it needs to be memorable enough to pass on and specific enough to be useful. Once the permission ends or is withdrawn, the password stops working immediately.
被授权人能问到的三类信息
授权生效后，被授权人可以在通话中代表学生提问。能拿到的是账户信息，比如放款进度与欠款余额。申请状态以及 SLC 还缺哪些证明材料也在范围之内。已经寄出的信件或表格，被授权人也可以要求补寄。如果是单次授权，这些提问必须发生在同一次通话里。授权范围以学生填写的有效期为准，过期就不再受理。这条通道对在海外还款的人尤其顺手。
While permission is live, the nominee can speak for the student during a call and ask about the account itself, including how far an application has progressed and what evidence SLC is still waiting for. Documents, letters and forms can also be requested on the student's behalf, which is often the practical reason for setting the arrangement up in the first place. A one-off consent only covers the call in which it was given. Everything is bounded by the end date the student entered, after which SLC will no longer deal with that person.
被授权人不能改资料，也碰不到付款信息

The boundary between asking and changing is the part students most often misread. Consent to share gives no ability to update account information, and bank and payment details stay closed to the nominee as well as undisclosed. Someone who needs to change an address or a bank account cannot do it under this arrangement, however trusted they are. Changing details requires a power of attorney or a deputyship order instead, and that distinction comes from data protection rules rather than from the judgement of whoever answers the phone.
单次电话授权在挂断时失效
如果只是临时问一件事，走单次授权就够。做法是学生与被授权人同时在线上，由学生在通话中口头同意。同意只在那一次通话里有效，挂断就结束。通话期间学生仍然可以自己查看和修改账户信息。被授权人在这段时间同样只能提问，不能改动资料。这种方法适合人在身边但不愿长期留权限的情况。很多学生以为口头同意会一直有效，其实下一次通话要重新走一遍。
For a single question, a one-off consent is usually enough. The student and the nominee need to be on the same call, and the student gives verbal agreement there and then. That permission expires when the call ends, so nothing carries over to the next conversation. During the call the student can still view and change their own information, while the nominee remains limited to asking questions.
一个账户最多可以署名两位被授权人
SLC 允许长期授权共享最多两位第三方。两位可以都是个人，也可以一位是个人、一位是学校或机构顾问。纸质表格里，个人填 A 栏，顾问填 B 栏。用同一个凭证码可以同时给个人与顾问设立授权。人数上限是硬的，加到第三位不会被受理。要换人，先撤销旧的再加新的。常见的错误是没撤销就重复提交，名单里于是留着一位早已不联系的人。
An ongoing consent to share can name up to two third parties. Both slots can be individuals, or one can be an individual and the other an adviser from a university, college or support organisation. On the paper form these sit in separate sections, and a single access code can cover an individual and an adviser at the same time. The limit of two is fixed, so a third name will not be accepted. Anyone replacing a previous nominee should withdraw the old permission first, otherwise the record keeps a contact who is no longer involved.
已进入还款阶段的学生不能在线设置

Once a student has finished or left their course and is approaching repayment, the online route closes. That restriction was added to the guidance in an October 2024 update. Permission can still be arranged, but only by calling SLC or writing to it. Repayment cases tend to involve overseas income and threshold questions, so the phone is the usual channel; having the nominee's date of birth and relationship to hand removes one round of back-and-forth. Leaving it until a deduction dispute has already started is the mistake that costs the most time.
纸质表格把个人与顾问分成两栏

The consent to share form splits nominees into two groups. Individuals include a parent, foster parent, sibling or partner, while advisers cover a university or college adviser, a social worker, a personal adviser or a charity adviser. Staff at organisations such as WeBelong, Become or StandAlone fall into the adviser group. Both sections can be completed on the same form and share one permission. As the form itself warns, a missing detail means SLC cannot set the arrangement up at all.

A power of attorney is a formal legal document, and it reaches further than consent to share. The nominated attorney can both request information and update it. The document has to state the specific period during which the attorney may act and the specific tasks they may carry out; without those two elements SLC cannot act on it. A certified copy of the document goes to SLC together with the borrower's reference number and the same personal details required for consent to share. A vague or open-ended document is the usual reason a submission comes back.
代理令用于本人无法自己做决定的情形
代理令针对的是本人无法自己做决定的情形。这种情况下的第三方由法院程序指定为代理人。失去行为能力可能只是某些时段的状态，不代表永远如此。在仍然可以自己决定的时段，本人依旧可以处理账户事务。代理令同样需要寄经过认证的文件。文件之外还要附上参考号、双方姓名地址、出生日期与关系。署名人数上限与授权共享一致，同样是两位。
A deputyship order covers the situation where the borrower cannot make decisions for themselves at the point a decision is needed. A deputy is appointed through a court process and then acts on the borrower's behalf. Lacking capacity may be a temporary state rather than a permanent one, and a borrower who can still decide at other times can continue to deal with their own account. The certified order goes to SLC along with the reference number, names, addresses, dates of birth and relationship details, and the same maximum of two named people applies.
撤销授权随时可以做，电话或书面都行
授权不是一次性的承诺，学生可以随时撤销。撤销的方式是致电 SLC，或者按官网公布的地址书面寄达。英格兰学生财务的联系电话是 0300 100 0607。书面地址是 Student Loans Company Limited, 10 Clyde Place, Glasgow G5 8DF。通知到达之后，被授权人就无法再访问账户信息。换人、改用授权书或者只是改主意，都可以用同一通电话解决。常见的错误是撤销后没有重新设立，一段时间里没人能帮你跟进。
Permission is never permanent, and a student can withdraw it at any point. The withdrawal is made by calling SLC or writing to the address published on its website, and the number for Student Finance England is 0300 100 0607. Once the notice is received, the nominee can no longer access account information. Swapping to a different person, moving to a power of attorney, or simply changing your mind can all be handled through the same contact route. One common slip is withdrawing permission and never replacing it, which leaves nobody able to follow things up.
