T Level
T Levels are two-year level 3 technical qualifications for 16 to 19 year olds in England, and the first courses began in September 2020. Many families assume they lead only to work, yet the outcomes show a route into degrees and apprenticeships as well. The Department for Education published a follow-up study of the first cohort on 25 April 2024, and this article walks through its figures on destinations, retention in the field and the role of the industry placement.
The first T Levels launched in September 2020 with only three routes: construction, digital, and education and early years. Construction learners studied design, surveying and planning, digital learners covered production, design and development, and the education route prepared people for childcare roles. Education and childcare took nearly half of all completers, while today the programme lists 205 pathways, so these early numbers describe a much narrower system. Anyone reading destinations by route should keep that narrow base in mind.
The timeline matters when reading any of the figures. The cohort started in September 2020, finished its two-year course in July 2022 and was surveyed again during 2023, with the Department for Education publishing the report on 25 April 2024. It draws on three waves of the same longitudinal study and runs to 81 pages under reference RR1413, covering 477 respondents at a 36 per cent response rate. The follow-up came about nine months after completion, which is the usual window for judging whether a destination has stuck. That sample size is the biggest caveat in the whole report.
Nine months after finishing, 93 per cent of completers were studying, working or on an apprenticeship, and only 7 per cent were not in education, employment or training. The three most common destinations were a university degree at 44 per cent, paid work at 40 per cent and an apprenticeship at 13 per cent, and because learners could pick more than one answer those shares do not add up to one hundred. A small number moved on to a higher technical qualification or another level 4 or 5 course, and among the 7 per cent who were neither studying nor working, most were looking for work or an apprenticeship while a few took a gap year.
Destinations differ sharply by route, and the overall totals hide that. Among education and childcare completers, 52 per cent were in paid work and 46 per cent were studying for a degree, with almost nobody on an apprenticeship. Construction learners spread across all three paths, with 37 per cent in paid work, 32 per cent on an apprenticeship and 30 per cent at university. Digital learners leaned towards higher education, where 51 per cent were studying for a degree against 23 per cent in work, and these patterns reflect how each sector recruits rather than how well the courses are taught.
The apprenticeship route is small but unusually high-level. Among the first-cohort learners who went on to an apprenticeship, 72 per cent entered a higher apprenticeship at level 4 or 5 or a degree apprenticeship at level 6 and above. The comparable figure for all level 3 completers in 2020 to 2021 was 24 per cent, so the T Level route tends to feed into technical progression rather than entry-level posts. Only 47 learners sat behind that percentage, which is worth remembering before quoting it as a general rule.
T Levels were designed to move learners into a related field, and the destinations largely bear that out. Three quarters of completers were studying or working within the general field of their programme, and more than half stayed inside the occupational specialism they focused on in the second year. Only 10 per cent said they wanted to remain in the field but had not managed it yet. Career ideas were fairly stable too, with 61 per cent already sure or fairly sure about their intended occupation when the course began, and where plans did change the industry placement was the most common trigger.
The industry placement is compulsory and lasts at least 45 days, which is roughly nine working weeks. Almost every completer in the first cohort had done one, 99 per cent of them, a completion rate that large work-experience programmes rarely reach. When asked what helped most, learners ranked the placement above technical knowledge and practical skills. About four fifths said it prepared them well for their current study or job, and the reason they gave was the experience of a real workplace rather than anything a classroom can simulate.
The placement quietly doubles as a recruitment channel. Among completers in paid work or on an apprenticeship, 27 per cent were employed by the organisation that hosted their placement. An NFER analysis published in May 2024 rounds that to about 30 per cent, and both describe the same learners. For an employer, 45 days is long enough to see how a young person works and communicates; for a learner, it works like a long interview, which is why treating the placement as a box to tick wastes the strongest part of the programme.
There are gaps inside the cohort as well. Among completers with a distinction or distinction star, 54 per cent went on to a degree, compared with 38 per cent of those with a merit or pass. Learners in the top two prior attainment quintiles were more likely to study for a degree, at 46 to 53 per cent, than those in the other quintiles. For learners with special educational needs the degree rate was 30 per cent against 45 per cent for others, a pattern consistent with wider statistics rather than something unique to T Levels.
Learners looked back on the programme positively. About four fifths agreed that their T Level had helped them progress to what they wanted and prepared them for current study, the workplace and their future career. Satisfaction with their current activity stood at 74 per cent, with only 5 per cent clearly dissatisfied, and around three quarters said they would recommend the programme. Satisfaction varied by route, reaching 79 per cent in education and childcare, 74 per cent in construction and 67 per cent in digital, which suggests the digital experience needed the most work.
The report also followed the learners who did not finish. Around 14 per cent of the cohort left early, and their destinations were far from disastrous, since 90 per cent of them were later in education or employment. Some 58 per cent moved into paid work and 18 per cent onto an apprenticeship, so roughly three quarters landed in work-based activity. The real cost shows up in the field, because six in ten early leavers moved away from their T Level subject, which changes the career path even when the immediate outcome is positive.
The 2023 report is not the end of the story. A later survey published by the Department for Education in February 2026 shows that the programme has grown to 205 pathways and that satisfaction has risen to 62 per cent from 57 per cent among 2021 starters. The share still working or studying in the same field was 67 per cent, down from 71 per cent, so growth has come with slightly weaker retention. A parliamentary written answer in July 2026 put the first three cohorts together at 92 to 93 per cent in study or work, with at least two thirds staying in the same field, and almost 20,000 learners collected T Level results in August 2026 against almost 12,000 a year earlier, with a pass rate above 90 per cent.
