它在 2025 年 6 月发布十行业技能需求评估,11 月推出《Assessment of priority skills to 2030》,12 月再补上《Occupations in demand: 2025》。

The UK government now routes its skills-needs analysis through a single body, Skills England. Its three main releases are the June 2025 sector assessment, the November 2025 report Assessment of priority skills to 2030, and the December 2025 publication Occupations in demand: 2025. All three share one set of occupational codes and scenario models, and the caveat printed in each report is blunt: the figures describe direction and orders of magnitude rather than precise forecasts. For a student choosing subjects, the sharper question is which skills appear on the priority list of several sectors at once.

Skills forecasts in the UK follow a fixed routine: occupations are split into roughly 400 four-digit SOC groups, and each group is scored against five demand indicators such as online job advert density, annual hourly wage growth, visa grants, changes in hours worked and wage premia. Scenario models then layer technology and policy variables on top of projected industry structure. The reports state openly that SOC codes cannot capture abilities such as critical thinking and leadership, so the numbers should be read as direction rather than precise employment levels.

The priority list is built from two documents. The Industrial Strategy, published on 23 June 2025, named eight growth-driving sectors: advanced manufacturing, clean energy industries, creative industries, defence, digital and technologies, financial services, life sciences, and professional and business services. Skills England then added construction plus health and adult social care, largely because housebuilding targets and an ageing population generate demand that outlasts any single spending cycle.

The headline projection comes from the November 2025 assessment. Priority occupations across the ten sectors employed 5.9 million people in 2025, and that figure is projected to reach 6.7 million by 2030. The increase of about 900,000 equals 15%, against 9% for other occupations in the same sectors, so demand in priority roles is growing roughly 1.6 times faster.

Two occupations dominate the numbers. Care workers and home carers account for an extra 90,000 posts, one ninth of the total projected demand in priority occupations, generated entirely by adult social care. Programmers and software development professionals add 87,000, and the same occupation is listed as a priority by seven separate sectors, which is why digital skills behave more like a general tool than an industry speciality.

Qualification levels matter more than the sector list. About 34% of the additional demand in priority occupations requires a level 2 or level 3 qualification, meaning post-16 vocational or technical training, while the remaining 66% expects level 4 and above, which maps onto higher technical qualifications and degrees. Supply is roughly in line in aggregate: around 285,000 people a year enter priority occupations from the skills system in England, and 65% of them are qualified at level 4 or above.

Alongside the forward projections, Skills England publishes a current snapshot. Occupations in demand: 2025, released on 11 December 2025, sorts occupations into critical demand, elevated demand and everything else. Sixty-two occupations fall into critical demand, covering 5.1 million workers, which is 15.4% of UK employment for people aged 16 and over in 2025.

Critical demand does not mean degree-level demand. Under the revised method, 74.8% of workers in critical demand occupations hold roles requiring training below degree level, and about 52.3% sit at ONS skill level 3, which calls for post-compulsory training rather than a degree. Health and social care accounts for the largest volume of workers in high demand occupations, at around 2.7 million.

The employer-side evidence comes from the biennial Employer Skills Survey. Its 2024 report was published in November 2025 and updated in June 2026: UK vacancies fell from 1,495,000 in 2022 to 938,800 in 2024, and skill-shortage vacancies dropped from 531,200 to 250,500. Density fell from 36% to 27%, which is still above the 16% to 23% range recorded between 2011 and 2017.

Sector differences carry more information than national totals. In the 2022 Employer Skills Survey, 52% of construction vacancies were hard to fill because applicants lacked skills, qualifications or experience, up from 36% in 2017; manufacturing stood at 42%, and health and adult social care at 40%, nearly double its 2017 figure of 22%.

Artificial intelligence has its own evidence line. On 28 January 2026, the Warwick Institute for Employment Research published an AI skills report for DSIT and DCMS, noting that its findings do not represent government policy, and it used the Working Futures model as a baseline. That baseline places almost all of the projected 2.5 million additional jobs between 2020 and 2035 in skilled white-collar work, with close to 90% of net growth in professional and associate professional roles.

The shift is uneven. Mid-level roles, defined as jobs held after a few years of experience but still reporting to senior staff, are expected to shrink, while elementary roles and lower-skilled care work grow modestly. The reports also note that a falling headcount in an occupation does not close the entry route: replacement demand, created by retirement and turnover, keeps generating openings even where total employment declines.

Read together, the reports are more useful as a method than as a verdict. Skills appearing on several sectors' priority lists carry less risk: programmers and software developers appear in seven sectors, IT business analysts and systems designers in six, engineering professionals in five. Level 2 and 3 entry points align with apprenticeships and vocational routes, while level 4 and above aligns with higher technical qualifications and degrees, and sector knowledge combined with the ability to apply AI tools is worth more than either alone.
