Schools in England now work from a clear framework for pupil mental health, stretching from everyday classroom culture to specialist referral. Guidance updated on gov.uk in 2026 asks every setting to treat wellbeing as whole-school work rather than the private mission of one pastoral member of staff; this article sets out the principles, the staffing behind them and the routes pupils actually take.
Support is normally arranged on three levels: a universal layer built into the curriculum and school routines, targeted help for pupils already showing distress, and specialist referral for more complex needs. Because the first two levels sit inside school, they reach far more pupils than clinical services alone could; the common failure is waiting for a crisis before contacting specialists. Clear internal routes, with named contacts and timescales, matter more than the labels a school uses for each tier.
DfE and the Office for Health Improvement and Disparities set out eight principles for a whole-school approach, still cited on gov.uk in 2026: ethos and environment that values diversity, leadership that champions emotional health, staff development, curriculum that builds resilience and social and emotional learning, student voice, identifying need and monitoring impact, targeted support and referral, and work with parents and carers. Staff wellbeing is the principle settings skip most often, yet it decides whether the other seven hold. Inspectors and reviewers look at routine practice, not a single wellbeing day.
Every setting may name a senior mental health lead, chosen from the headteacher, a deputy, a leadership team member or another senior member of staff; KCSIE 2026 describes the role as embedding a whole-school approach rather than carrying every case alone. Between October 2021 and December 2024 the government offered a 1200 pound training grant, claimed by 17,995 state-funded schools and colleges, or 81 per cent of those eligible, at a cost of 21.6 million pounds. The grant has closed, and although a course list remains on gov.uk, the DfE no longer quality assures it.
Mental health support teams, introduced from 2018/19 and run jointly by the NHS and schools, employ education mental health practitioners who deliver early evidence-based help for mild to moderate difficulties. They also help a setting strengthen its whole-school approach and link pupils to specialist services when the situation needs it; they are not a way of turning teachers into therapists. Pupils normally reach a team through a school contact such as the wellbeing lead, pastoral staff, a tutor, the school nurse or student services.
Data published by the DfE on 10 June 2026 put coverage at 5.8 million pupils and learners in 2025/26, or 60 per cent of the total, including 79 per cent of state-funded secondary schools. Some 11,800 schools and colleges, 48 per cent of the total and 78 per cent of state-funded secondary schools, were supported; on the same basis coverage could reach 66 per cent of pupils and 53 per cent of settings by 31 March 2027. The government aims to give every school and college access by the end of 2029, which NHS England dates to 2029/30, and nine in ten settings reported better pupil mental health while seven in ten reported better attendance.
Attendance is often the first visible signal, because falling attainment and absence tend to arrive together. Gov.uk guidance on mental health and attendance asks schools to weigh mental health when assessing why a pupil is missing school and to keep in-person learning available wherever possible; it also rules out using a part-time timetable to manage behaviour. Records should capture what changed, what was tried and what happened, not just an absence code, and the government's June 2026 announcement notes that persistently absent pupils earn around 10,000 pounds less by age 28.
KCSIE 2026, in force from 1 September 2026, rewrites the section on children requiring mental health support at paragraphs 224 to 232. Self-harm, eating disorders, suicidal ideation and plans to end one's life are now named, and mental health difficulties are treated as possible indicators that a child has suffered, or is at risk of, abuse, neglect or exploitation; pastoral and safeguarding routes are meant to run together. Where a child is in danger staff should call 999 or arrange immediate A&E attendance, and where help is urgent but not an emergency they should use NHS 111 with the mental health option, while paragraph 227 asks the designated safeguarding lead to consider informing parents when that would not add risk.
Paragraph 46 lists warning signs all staff should know: significant changes in behaviour, persistent difficulty sleeping, withdrawal from social situations, loss of interest in activities a pupil normally enjoys, and physical signs of self-harm or self-neglect. Seeing a sign does not mean a pupil has a mental health condition or is suicidal; the task is to notice, respond and seek support rather than to conclude. Tutors and subject teachers usually hold the observations no data system captures, and parents facing an urgent situation outside school can use the NHS 111 mental health option or call 999 when someone is in danger.
KCSIE 2026 states that only appropriately trained professionals should attempt to diagnose a mental health problem, framing school work around four roles: promoting good mental wellbeing, identifying concerns early, providing targeted support and referring to specialists. Pupils sometimes assume staff know and simply choose not to act, when the real blockage is usually recording and information sharing rather than willingness. Every concern, discussion and decision needs a written outcome and next step, and data protection does not justify withholding information when a child is at risk.
The DfE publishes practical guidance on targeted support alongside a hub of programmes and interventions that can be filtered by outcome, phase of education and delivery method. Choosing a programme from an external list without checking it against the school's main difficulties is a common mistake. Referral normally runs through pastoral staff and the mental health lead, the mental health support team where one exists, or child and adolescent mental health services; the SENCO is often central because mental health and special educational needs overlap, and any targeted support should come with an owner, a duration and a way of judging impact.
Ofsted 2025
The Ofsted framework in use from November 2025 makes personal development and wellbeing a separate evaluation area, alongside safeguarding, inclusion, curriculum and teaching, achievement, attendance and behaviour, and leadership and governance, with no single overall effectiveness grade and safeguarding judged only as met or not met. Inspectors look for a coherent personal development programme, staff who can teach its content well, and pupils who know where to get help. Confidence, resilience and knowledge for mental health sit among the evaluation factors, so leaders need evidence of impact rather than a list of activities.
Parents can start with three practical questions: does the school have a named mental health lead, can pupils access a mental health support team, and how will the school respond to absence linked to mental health. Where a child is already receiving outside treatment, passing the therapist's contact details and recommendations to the school works better than repeated explanation. KCSIE 2026 asks the designated safeguarding lead to judge whether telling parents would add risk, and a parent kept out of the loop temporarily can ask that lead for the reasoning.
