Domestic abuse is rarely handled by a single agency in England. Local authorities, police forces and health bodies are tied together by published multi-agency safeguarding arrangements, and schools sit at the front end of that network. From November 2025, police notification to schools moved from voluntary practice to a statutory duty, a change that matters to any family a school already knows well.
The Domestic Abuse Act 2021 gave the law its first statutory definition of domestic abuse, covering physical and sexual abuse, violent or threatening behaviour, controlling or coercive behaviour, economic abuse, and psychological or emotional abuse. Section 3 then recognised a child under 18 as a victim in their own right once they see, hear or experience the effects of abuse involving someone they are related to, or an adult with parental responsibility for them. In practice that means a child's own experience must be assessed directly, not treated as background detail in an adult case.
Multi-agency safeguarding arrangements rest on sections 16E to 16K of the Children Act 2004, inserted by the Children and Social Work Act 2017. Three safeguarding partners carry a joint and equal duty: the local authority, the integrated care board and the chief officer of police for the area. Relevant agencies such as schools, health services, probation and youth justice services must be brought into the published arrangements, and every local authority, care board and constabulary in England must be covered by one.
Section 16G requires the safeguarding partners to publish their arrangements and to secure independent scrutiny of how effective those arrangements have been. They must also publish a report at least once every 12 months setting out what they have done and what difference it made for children. Neighbouring areas may agree to be treated as a single area so that one partner acts for the others, but the duties to publish, report and be scrutinised do not disappear.
Working Together states plainly that no single practitioner can hold a full picture of a child's needs and circumstances. Section 16H allows a safeguarding partner to require information from other bodies, and to seek a High Court or county court injunction when a request is ignored. Sharing information is therefore a continuing duty that tracks changes in a child's circumstances, rather than a single referral that closes the file.
Section 20 of the Victims and Prisoners Act 2024 inserted section 49A into the Domestic Abuse Act 2021, titled arrangements to notify schools. The duty commenced on 7 November 2025 and applies to all 43 territorial police forces in England and Wales, supported by statutory guidance from the Home Office published the same day. Notification is required even when the child was not present at the incident, and the power under section 49B to extend the duty to early years providers is not yet in force.
Notifications go to a trained designated safeguarding lead, often called the Key Adult, rather than to a general school inbox. Home Office guidance sets out what a notification should contain: the child's name and date of birth, their relationship to the adults involved, the police reference number, and the time and location of the incident. The child's own words and the wider context of their home life matter just as much, because they shape support that helps without putting the child at further risk.
Multi-agency assessment exists to assemble a complete picture of risk rather than a set of separate notes. Where police officers are co-located in a multi-agency safeguarding hub with access to social care systems, decisions tend to be faster and better informed. What matters after a referral is whether the agencies reach a shared judgement about the child's safety, needs and lead practitioner, including risks that build up over time.
High-risk cases are usually handled through a multi-agency risk assessment conference, known as MARAC, while work with perpetrators sits within multi-agency public protection arrangements, or MAPPA. The inspectors found that these forums are not always integrated into the wider safeguarding system, so risk is discussed without consistently becoming a safety plan for the child. Police practice has improved, but the information forces hold is still not shared systematically with partners.
The joint targeted area inspection report was published on 21 January 2026 by Ofsted, the Care Quality Commission, HMICFRS and HM Inspectorate of Probation. Six inspections ran between October 2024 and June 2025 and focused on unborn children and children aged 0 to 7, with 36 cases tracked in detail. Its central finding is that children are not consistently recognised as victims in their own right, which distorts both commissioning and the plans written for individual children.
The report describes a recurring break in the chain: referrals from police to children's social care exist, but the action taken against perpetrators is often not passed on to other agencies. That covers domestic violence protection notices and orders as well as bail conditions, so partners may assume a risk is contained when the restrictions have already changed. Delays of this kind slow down decisions that are meant to protect children.
The Domestic Abuse Act 2021 placed a new duty on local authorities in England to assess the need for, and provide, support in safe accommodation. People fleeing domestic abuse now have priority need for housing without having to prove additional vulnerability, and authorities must publish a strategy setting out how that support will be delivered. Where services exist, such as independent domestic violence advisers, refuges and therapeutic support, families report real benefit, yet provision for very young children remains thin.
Many students assume that what happens at home must stay out of school, usually because they do not want to cause trouble for their family. A common mistake is waiting until a situation becomes serious, by which point the window for early help has closed. Telling a designated safeguarding lead or a trusted teacher gives the school a chance to put support in place safely, and parents can ask how records are kept and how their child's progress is followed up.
