2026 年 7 月 17 日，英国教育部（DfE）更新了《Post-16 pathways: implementation plan》，也就是 16 岁后升学路径实施计划。其中一条容易被忽略的安排是：在 2027-28 学年，分量相当于两门 A-Level、约 720 个指导学时（GLH）的旧版职业资格，在已经推出 V Level 的学科里仍然可以获得政府的资助批准。

对正在读 A-Level、或者打算走 BTEC 路线的学生来说，这不是一条可以跳过的新闻。资助撤掉，学校通常就不再为新生开班，课程代码从当年的资助名单里消失，后面的年级只能转到别的资格上去读。

这次改革的大方向是把 16 岁以后的资格压缩成三条路。学术路线保留 A-Level，技术路线是 T Level，新的职业路线叫 V Level。数量庞大、彼此重叠的旧资格按学科分批退出，哪个学科上线 V Level，就是那个学科的旧资格开始停资的时候。

先看尺寸 360 学时 720 学时和 1080 学时

英国用 Guided Learning Hours（GLH，指导学时）衡量一门资格的分量，而不是看课表上排了几周课。A-Level 是 360 GLH，2027 年 9 月开课的新 V Level 同样是 360 GLH，两者大小相同。学生可以像挑 A-Level 一样挑一到三门 V Level，也可以和 A-Level 混着读。教育部在 2026 年的实施计划里写明，V Level 面向想先了解一个行业、还没定下具体职业的学生，内容绑定行业职业标准。

两年制、分量相当于两门 A-Level 的资格落在 720 GLH 左右。被延长资助的正是这一类：OCR 的 Cambridge Technical Diploma in IT，以及 Pearson 的 BTEC National Diploma in Information Technology 和 BTEC National Diploma in Computing，三门都是 720 GLH 的数字类资格。它们原本列在 2027 年 8 月的停资名单上，2026 年更新实施计划之后改为继续资助一年。

再往上一层是 1080 GLH 的 Extended Diploma，相当于三门 A-Level，与 T Level 同一个量级。教育部 2026 年的口径是：从 2027 年 7 月起，在已经有 T Level 的学科里，1080 GLH 及以上的大型旧资格不再获得新招生的资助批准。健康与社会照护是例外，大型资格推迟到 2028 年 8 月停资，与 2028 年 9 月开出的社会照护方向 T Level 对齐。

Qualification size in England is measured in Guided Learning Hours (GLH) rather than weeks of teaching. An A Level is 360 GLH, and a V Level is 360 GLH as well, so the two are the same size and can sit in one study programme. The two-year qualifications at around 720 GLH are treated as equivalent in size to two A Levels. OCR's Cambridge Technical Diploma in IT and Pearson's BTEC National Diploma in Information Technology and Diploma in Computing all belong to that band, and all three were kept on the funding list for 2027-28 after the Department for Education updated the implementation plan in 2026. Above them sits the 1080 GLH Extended Diploma, comparable in size to a T Level. From July 2027, funding approval is removed from those large legacy qualifications in subjects where a T Level already exists. Health and Social Care is the exception, moved to August 2028 so that it matches the Social Care T Level.

Guided Learning Hours describe how much taught time a qualification is designed to contain, which makes them the quickest way to compare two courses from different awarding organisations. A 360 GLH course and a 720 GLH course are not interchangeable inside one timetable, because the larger one normally fills a student's entire programme. That is the practical reason the 720 GLH diplomas in digital subjects needed a funding decision in 2026 rather than in 2027.

2027 学年为什么先保留一年 只有三门 V Level 开课

延期只解决衔接，不改变替代关系。数字类 720 GLH 的 Diploma 在 2027-28 学年之后仍然会停资，替代它的是数字系统与数据的 V Level。学校在 2026-27 学年做招生宣传时如果还在用旧资格名称，学生 2027 年入学后会发现，同一门课到了第二年换了代码。

Only three V Level subjects start teaching in September 2027: Accounting and Finance, Digital Systems and Data, and Education. Eleven more subjects are due in 2028, covering construction design, engineering, health, legal services, social care and sport and exercise science, with the final list not confirmed until early 2027. The minister responsible for skills explained the delay as a way of closing a gap. With so few V Levels on offer in 2027, removing funding from same-size legacy qualifications in the same year would leave students with nothing to transfer to. The same reasoning gave large Health and Social Care qualifications an extra year. What the extension does not change is which qualification is meant to replace which. The 720 GLH diplomas in digital subjects still lose funding approval after 2027-28, and the qualification replacing them is the Digital Systems and Data V Level.

分批时间表 2027 到 2030 年每年换一批

整套改革按学年分四批推进。2027-28 学年一起开出三门 V Level、证书类资格（Foundation Certificate）和职业类资格（Occupational Certificate），涉及数字、教育、餐饮与酒店等方向。2028-29 学年扩展到十一门 V Level，并新增社会照护和运动方向的 T Level。2029-30 学年轮到农业与土地管理、动物护理、美容美发和保护服务。2030-31 学年收尾，创意媒体与设计、表演艺术、旅游与酒店管理进入新体系。

停资和开班同步走。每一批新资格开课的同年 7 月，同学科的旧资格就不再获得新招生资助。2027 年 7 月先动的是数字（Level 3）、教育与早教（Level 2 和 Level 3）、会计与金融（Level 3），以及在有 T Level 的学科里的大型旧资格。其余批次分别在 2028、2029、2030 年 7 月执行，2030 年还要处理不属于任何批次学科的遗留资格。

和资格代码一起变的还有名称。从 2027 年 9 月起，T Level Foundation Year 改名为 Foundation Year，因为它不再只服务 T Level，还要把学生送到 V Level 和 A-Level。等某个学科的 Foundation Certificate 铺开，该学科的 Foundation Year 就不再开办，官方预计到 2030-31 学年全部被新路径取代。

Level 2 也同步在改，只是名字不一样。新的 Foundation Certificate 是一年制、240 到 300 GLH，用来把还没准备好读 Level 3 的学生送上去；Occupational Certificate 是两年制、540 到 720 GLH，面向准备读完就就业的学生。两个资格的第一批学科同样在 2027 年 9 月开课，数字、教育与早教、餐饮与酒店都在首批名单里，其余学科按年份铺开，到 2030-31 学年全部完成。读 GCSE 之后直接工作的路线，看的就是这两类资格，而不是 A-Level。

The rollout runs in four annual waves. The 2027-28 academic year brings the first three V Levels together with Foundation Certificates and Occupational Certificates in digital, education and catering. Eleven V Level subjects follow in 2028-29, alongside new T Levels in Social Care and Sport. The 2029-30 year adds agriculture and land management, animal care, hair and beauty, and protective services. The final wave in 2030-31 covers creative media and design, performing arts, and travel and tourism. Funding follows the same rhythm: in the July before each wave starts teaching, legacy qualifications in those subjects lose funding approval for new students. July 2027 covers digital at level 3, education and early years at levels 2 and 3, and accounting and finance at level 3, plus large legacy qualifications in existing T Level subjects. Names change as well: from September 2027 the T Level Foundation Year becomes the Foundation Year, reflecting its wider role in preparing students for V Levels and A Levels, not only T Levels.

组合限制取消 UCAS 分数与 A-Level 对齐

2026 年的实施计划里还有两条对申请影响更直接的确认。一条是不再设置 rules of combination，也就是不再规定哪些资格不能放在同一个课程计划里。学生可以把 V Level 和 A-Level、小型的 Alternative Academic Qualification（AAQ）、Extended Project Qualification 组合起来读，也可以读两门同学科的 V Level。

另一条来自 UCAS。2026 年 UCAS 公布 V Level 的 Tariff 分数，与 A-Level 完全对齐：A* 56 分、A 48 分、B 40 分、C 32 分、D 24 分、E 16 分，Pass 档 12 分。也就是说，在大学换算成绩时，一门 V Level 和一门 A-Level 用的是同一把尺子。

尺寸相同不代表功能相同。教育部的文件写明 V Level 不提供 occupational competence，也不提供 threshold competence。想拿到能直接上岗的职业能力，路线是 T Level 或者 Level 2 的 Occupational Certificate。把 V Level 当成缩小的 T Level，选课阶段就会走偏。

Two further decisions shape applications. The first is the removal of rules of combination, so providers keep the freedom to build study programmes that mix V Levels with A Levels, small Alternative Academic Qualifications, extended project qualifications and English or maths courses. A student can also take two V Levels in the same subject area. The second comes from UCAS, which allocated Tariff points for V Levels at grades A* to E equal to those for A Levels: 56 points at A*, 48 at A, 40 at B, 32 at C, 24 at D and 16 at E. Size is not the same as purpose, however. The government states that V Levels do not deliver occupational competence or threshold competence, and that students who want to be ready for a job should look at a T Level or a level 2 Occupational Certificate instead.

中国学生和家长该怎么看这套改革

先说不受影响的部分。A-Level 的学术路线在这份实施计划里被完整保留，2026 年确认的新一轮 A-Level 内容要到 2031-32 学年才进入课堂，动的是考试局纲目，不是 2027 年的考生。走 A-Level 申请英国本科的学生，考试科目、评分方式和 UCAS 申请流程在 2027 年都没有变化。

会传导过来的是申请池的结构。2028 年之后，英国本土学生的资格组合变多，一部分人会拿两到三门 V Level 加上 A-Level 递交申请。大学给这些组合定入学要求需要时间，最先出现的信号通常是专业页面写明接受哪些 V Level 学科。国内的国际学校申请者，如果学校既开 BTEC 又开 A-Level，选课时要问清开的是哪一版。

另有一类学生要格外注意：打算 2027 年或 2028 年插班到英国读 Sixth Form 的。数字、教育、会计与金融方向两年制的旧资格，只在 2027-28 学年继续招生并获得资助，之后的状态取决于 2027 年年初公布的下一批名单。选课前把资格代码和资助年份一起核对，比看宣传册上的课程名称可靠。

三条路线的分量可以拿来对照，判断一份课程计划是否完整。T Level 相当于三门 A-Level，是单一技术路线；三门 A-Level 是学术路线的常规配置；V Level 加两门 A-Level，或者两门 V Level 加一门 A-Level，都是官方给出的混合方案，总规模也都在三门 A-Level 上下。课程计划总量明显低于这个水平，通常还要用英语和数学补足。

For students following the A Level route, the immediate changes are limited. A Levels remain the academic pathway in the plan, and updated content for reformed A Levels is not due in classrooms until the 2031-32 academic year, so exams taken in 2027 are unaffected. What will shift is the shape of the applicant pool. From 2028 onwards more students in England are expected to apply with a mix of V Levels and A Levels, and universities will need time to set entry requirements for those combinations, which usually appears first as subject-level statements about which V Levels are accepted. Families applying from outside the UK should check the exact qualification code and funding year of any two-year vocational course a school offers, rather than relying on the name printed in a prospectus.

常见的错误理解 停资助不等于资格作废

很多学生以为停资助就是资格被取消、成绩作废，这个理解不对。资助批准只决定学校能不能用政府经费为新生开班，已经考出的成绩和已经颁发的证书都不受影响，大学和雇主也不会因为一门资格退出资助名单就拒绝承认。真正受影响的是 2027 年之后才入学的那批学生。

常见的错误是把 V Level 当成 BTEC 的改名版，以为内容和考核方式照旧。V Level 的内容由教育部指定的共同内容加上行业职业标准构成，评估与评分规则由 Ofqual 统一规范，和旧的 BTEC National 不是同一套设计。

落到动作上，有三件事可以现在做。把手上课程的资格代码拿到 Ofqual 的资格注册信息里查一次，确认资助状态和停资年份；向学校确认 2027-28 学年实际开班的科目，尤其是数字、教育和会计方向；如果目标是 2028 年入学，先确认目标专业是否写明接受 720 GLH 的两年制 Diploma，再决定要不要换成 V Level 加 A-Level 的组合。官方依据在 gov.uk 的 Post-16 pathways implementation plan 页面上，版本日期是 2026 年 7 月 17 日。

Funding withdrawal is widely misread as the qualification being scrapped. It is not. The change only affects whether schools and colleges can claim public funding to enrol new students in that qualification, while grades already awarded and certificates already issued stay valid with universities and employers. The students affected are those who start after the funding change. Reading V Levels as renamed BTECs is another common mistake: their content is built from common content set by the Department for Education plus occupational standards, and their assessment and grading rules are regulated by Ofqual. Three checks are worth doing now. Look up each course code in Ofqual's register of regulated qualifications to confirm its funding status and end date. Ask the school which classes will actually run in 2027-28 in digital, education and accounting subjects. And if the target is entry in 2028, check whether the intended university course states that it accepts a 720 GLH two-year diploma before choosing between that route and a mix of V Levels and A Levels.
