England's post-16 qualification landscape is being reshaped, though not by scrapping A levels. The plan narrows level 3 down to three routes and gives level 2 two clearer pathways with defined destinations. The direction was set out in the Post-16 education and skills white paper on 20 October 2025, and the implementation plan published on 20 May 2026 fixed the years and the subjects. For a student in Year 11 or Year 12 right now, the practical question is which year the change lands and whether it reaches their own cohort. Everything below can be checked on gov.uk.
The previous attempt at reform has been dropped. The Advanced British Standard, announced in October 2023 to merge A levels and T Levels, was cancelled on 29 July 2024 on budget grounds. The current direction comes from the Curriculum and Assessment Review, commissioned in July 2024 under Professor Becky Francis, whose final report and the government response appeared on 5 November 2025 and confirmed that GCSEs, A levels and T Levels stay. The rolling timetable came from the white paper of 20 October 2025 and the implementation plan of 20 May 2026, updated on 17 September 2026.
T Level
At level 3 the white paper narrows the offer to three routes: A levels for the academic path, T Levels for the technical path, and the new V Levels for the vocational path. Students will be able to mix them, taking two A levels alongside a V Level, for instance, or pairing V Levels with each other. The stated aim is that V Levels become the only level 3 vocational route for 16 to 19 year olds, with today's vocational and technical qualifications folded into that single line. Apprenticeships sit outside this reform and remain a separate route. DfE has set two ambitions for V Levels, namely equal likelihood of level 4 progression and equal completion rates against A levels, with no rules of combination in 2027 to 2028 so providers can timetable both side by side.
Accounting and Finance、Digital Systems and Data 与 Education,2028 年再加入 Health、Social Care、Legal Services、Marketing and Retail 等科目。
A V Level is 360 guided learning hours, the same size as an A level, and takes two years. It is designed as applied learning covering the core knowledge and skills of an employment sector, and it does not confer occupational competence, so students who need that should take a T Level or a level 2 Occupational Certificate instead. Content is set by DfE and linked to occupational standards from Skills England, which separates it from a rebadged BTEC. The first three subjects, from 2027, are Accounting and Finance, Digital Systems and Data, and Education, with Health, Social Care and Marketing and Retail following in 2028. In exceptional cases two V Levels in one subject area can be partnered into a 720 GLH programme, much as Maths and Further Maths are taught together, though no 2027 subject met the criteria.
Whether a new qualification carries weight with universities depends on its tariff points rather than its marketing. UCAS confirmed in September 2026 that V Level tariff points at grades A star to E will match those of A levels. Ofqual published its consultation response in September 2026, setting the regulatory conditions awarding organisations must follow when designing V Level specifications and assessments, with accreditation expected to open in autumn 2026. Qualifications taught from 2027 need to be accredited and on Ofqual's register by 3 May 2027 to be guaranteed funding from 1 August 2027, and later accreditation is still fundable but may start later. DfE has also published example progression pathways for the 2027 V Levels.
Child Development and Wellbeing、Teaching and Lecturing、Direct Learning Support
The change students will actually feel is the funding list. From 1 August 2027 the first V Levels, Foundation Certificates and Occupational Certificates become fundable, while most level 3 vocational and technical qualifications in Digital, and in Accounting and Finance, lose 16 to 19 funding approval. Level 2 and level 3 qualifications in Child Development and Wellbeing, Teaching and Lecturing, and Direct Learning Support lose approval in the same year. Plans to remove funding during the 2026 to 2027 academic year were dropped, and 720 GLH qualifications, the size of two A levels, stay funded through 2027 to 2028. Legacy catering and hospitality qualifications keep funding until at least 2029 to 2030.
This is the most misread line in the whole reform. Removing funding approval only affects new starts, so a student who begins a course before the removal date stays funded to the end of that course, even if the qualification later drops off the list. Many parents read a headline about a qualification being defunded and assume their child must switch course, which is not how the rule works. The real risk sits with later cohorts, since a qualification defunded on 1 August 2027 is closed to students starting it in September 2027. The reliable check is the DfE funding list and the Find a learning aim service, which show a qualification's status for a given year.
T Level Foundation Year 从 2027 年 9 月起改名为 Foundation Year,角色从专门准备 T Level 扩大到准备三条 level 3 路线。
At level 2 the reform compresses a crowded list of qualifications into two routes. Students heading on to further study take a one-year Foundation Certificate of 240 to 300 GLH aimed at level 3 progression, while those heading towards work take a two-year Occupational Certificate of 540 to 720 GLH leading to a level 2 role or an apprenticeship. Both mix DfE-set sector content with occupation-specific content from occupational standards. The two-year length is deliberate, giving students in trades such as construction or hairdressing time to build hand skills. From September 2027 the T Level Foundation Year is renamed Foundation Year, and it stops running in a subject once the Foundation Certificate is available there, with full replacement expected by 2030 to 2031.
T Level
Catering and Hospitality、Hair and Beauty、Protective Services 与 Creative and Design 等。 V Level in Accounting and Finance
T Levels are not being scrapped; their range is expanding. New T Level subjects arrive from August 2028, starting with Social Care and Sport, with Catering and Hospitality, Hair and Beauty, Protective Services and Creative and Design following in later years. The T Level in Finance is being withdrawn, with its final cohort starting in September 2026, on the grounds that Accounting and Management and Administration already cover broad finance content. Funding for large legacy Health and Social Care qualifications ends in 2028 to 2029, timed to the Social Care T Level, and more than 11 million pounds of equipment funding is available for providers delivering a T Level in a route for the first time. From autumn 2027 T Levels also open to young adults without a level 3 qualification.
A levels stay, but their content and timing shift. The government response says updated AS and A levels in national curriculum subjects should be ready to teach from 2031 and 2032, following reformed GCSEs in 2029 and 2030. The revised national curriculum comes first, published in 2027 for first teaching in 2028. The implementation plan adds that duplication between an A level and a V Level covering similar content should be reduced so the two routes stay distinct. A student in Year 10 now will most likely sit A levels on the current specifications, while someone in Year 7 or 8 is likely to meet the updated ones. Checking the exam board's specification page is the quickest way to confirm which version applies.
English and maths get their own line in the government response. Students reaching 16 with a GCSE grade of 2 or below in English or maths will get a new level 1 qualification consolidating foundational skills before they move on to the GCSE. Those holding a grade 3 continue straight to the level 2 GCSE rather than taking the new stepping stone. Consultation on the new qualifications is planned for 2026, with the government response expected later that year. Current funding rules already require 16 to 18 year olds in study programmes to keep working on English and maths until grade 4, which is why the stepping stone exists. Many students assume a grade 3 at 16 closes off level 3, but the rule requires continued study rather than exclusion.
The white paper adds several guarantees around the transition at 16. Schools will be given duties to support young people moving into post-16 study, with an automatic college place for every 16 year old. Secondary education will include two weeks of work experience, and outcome information will be published so students can choose by results rather than reputation. On money, the white paper commits to 1.2 billion pounds a year by 2028 to 2029 to keep per-student funding for 16 to 19 year olds level in real terms. The implementation plan adds a more immediate reassurance: no qualification loses funding during the 2026 to 2027 academic year.
Matching the years to your own position matters more than the names. A student in Year 13 now is unaffected and will sit current specifications. Year 12 students also complete their two-year courses under existing rules, because funding removal protects those who have already started. A student in Year 11 will begin post-16 study in September 2027 and should check whether their qualification is funded that year, especially in Digital and Accounting and Finance. Those in Year 10 or below will move through the reformed system, choosing between A levels, V Levels and T Levels, with two level 2 routes beneath. The common mistake is asking only what a qualification is called, rather than which year it runs from, who awards it and where it leads.
