T Levels are the technical route for 16 to 19 year olds in England, and the first courses started in September 2020 with the official claim that one T Level is worth three A Levels. How much students actually learn depends on how much targeted training the person at the front of the room received before teaching began, which is why the Department for Education funded the T Level Professional Development programme, known as TLPD, from May 2019. The initial phase evaluation, carried out by CFE Research and published on gov.uk in March 2021, is the first public account of what that support looked like, and the 143 page report shaped the questions later evaluations had to answer.
T Level
A T Level combines classroom theory, practical work and an industry placement of at least 315 hours, with most learners completing around 350. Getting that balance right is a teaching problem rather than an admissions problem, because staff move between theory, workshop practice and current industry practice in the same week, and the occupational specialism is assessed separately from the core. Learners who expect a light academic load often find the opposite once term starts.
The programme was funded centrally by the Department for Education and designed and delivered by the Education and Training Foundation, starting in May 2019 and aimed at providers planning to teach T Levels from 2020. A centrally commissioned programme of this kind is judged on reach and take-up rather than on the enthusiasm of an individual college, and the Foundation secured a further four year contract in February 2020 to keep the offer running. That structure explains why so much of the evaluation is devoted to who engaged and who stayed away.
Delivery of the initial phase ran from May 2019 to March 2020, while the evaluation fieldwork took place between May and November 2019 and the report appeared on gov.uk on 4 March 2021. Its 143 pages rest on interviews, surveys and self-assessment data rather than learner outcomes, and the authors state plainly that the pandemic stopped them covering the whole rollout. Holding on to that scope limit makes the later findings easier to read.
Four areas were treated as core: pedagogy, subject practice, professional knowledge of industry and employability, and the embedding of maths, English and digital skills into technical teaching. The first two are familiar to anyone who has taught A Level, but the third expects teachers to stay current with workplaces, which takes full days out of a timetable rather than a twilight session. The industry element is usually the first to be squeezed when cover is short.
The first strand placed a professional development adviser with each provider, supported by organisational and practitioner self-assessment tools that turned gaps into a written plan instead of an impression held by a manager. It is a slower route than letting staff pick a course they fancy, but it forces the question of who actually needs what, and providers that let advisers in early produced plans that looked much closer to their own classrooms.
One strand was about comprehension, giving staff a structured way to understand how the qualification is built and assessed, while another organised knowledge hubs, regional improvement projects and professional practice around groups of colleges. The Harlow College project, run with several partner colleges, used that space to sharpen the advice given to learners and parents about where a T Level leads. Teachers who took part understood the course better, though the time cost was real.
The fifth strand addressed organisational readiness, covering timetabling, staffing and employer relationships, all of which take a year or more to change. The report devotes a separate chapter to barriers against early engagement, which amounts to a warning that leadership work gets postponed until it is nearly too late. Readiness starts in a timetabling meeting, not in September.
Three problems recur in the evidence: not enough time, training clashing with teaching duties, and staff who could not attend everything on offer. Teachers also wanted more worked examples and ready-made materials to carry a training room idea into a real lesson, and the pandemic pushed some face to face sessions and industry placements back. Treating training as a one-off event is a mistake, because the technical content keeps moving and refreshers have to be scheduled rather than hoped for.
The second evaluation, published by the Department for Education on 23 February 2023 and carried out by SQW, drew on monitoring data, satisfaction surveys, an impact survey, senior and route leader questionnaires and 71 case study interviews across 11 providers. Its verdict was that TLPD is broadly the right model, being comprehensive, free to access, flexible and built with quality assurance in place. The report also noted that new providers, new staff and existing staff in new roles will keep needing the offer, which is why the programme continued rather than winding down.
Ofsted
Ofsted published its interim review of T Level course quality on 24 October 2022, based on visits to some of the earliest providers. It found that while some teachers were well prepared, many had not received comprehensive training and found the new curriculum hard going, and some providers lacked basic resources such as textbooks and practice papers. Learners valued the teaching, but staff were stretched across competing demands, and the watchdog planned to revisit in 2023.
A Level teachers normally hold a subject degree and a teaching qualification, with the specification fixed by the awarding organisation and training supplied alongside it. T Levels add a second requirement, current industry experience, which has to be maintained through placements and employer projects, and the evaluation recorded that recruiting staff with both strong subject knowledge and good teaching practice is a sector wide problem. Two providers could not run a course at all for want of suitable staff, while the National Audit Office added the money side in March 2025, noting 25,508 students starting in September 2024 and per student funding of roughly 5,500 to 7,000 pounds against up to about 4,800 pounds for other level three qualifications.
These evaluations measure reach, engagement and reported effects rather than linking staff training to learner results, so they should not be read as proof that better training produced better grades. The National Audit Office recorded a central estimate of 66,100 students a year starting by September 2029 against 25,508 in September 2024, and that gap decides whether a college can keep a specialist route running. Questions worth asking on a visit are concrete: which subject specific training has my teacher completed, when were they last in industry, and how does the college handle content that moves faster than the specification.
