In July 2026 a UK awarding organisation lost its recognition, and a group of security qualifications stopped being accepted in the way learners expected. Ofqual published a Direction issued on 2 July, and the Security Industry Authority announced on 15 July that it had ended its recognition agreement with that awarding body. What matters to learners is narrower than the regulatory detail: whether the course they are paying for still leads anywhere, and what they can verify for themselves on official registers.
2026 年 7 月的两份官方文件

Ofqual's page, published on 9 July 2026, records that on 2 July it issued a Direction to BIIAB Qualifications Limited under section 151 of the Apprenticeships, Skills, Children and Learning Act 2009, restricting the organisation's ability to register new learners for specified private security qualifications. The SIA's announcement, dated 15 July 2026, explains that notice of termination was given on 14 July. The two documents rest on different legal powers, so keeping them apart is the quickest way to separate fact from speculation.
7 月 2 日这条时间分界线
指令把 2026 年 7 月 2 日设成一条分界线，在这天或之前已经注册相关课程的学员，可以继续完成这些资格。SIA 的口径更紧一步，学员必须在 2026 年 8 月 10 日之前完成资格，成绩才会被执照体系接受。两个日期做的是两件事，7 月 2 日决定你还能不能继续考，8 月 10 日决定你的结果还算不算数。已经报名的学生，先找培训中心确认自己的注册日期，再确认结课与考试排期能不能卡在 8 月 10 日之前。卡不住的要尽早和中心谈改期或者换机构，不要等成绩出来再问。日期是家长最容易记错的地方，务必以 gov.uk 与 SIA 公告页上的原文为准。
The Direction draws a line at 2 July 2026: learners already registered on the affected courses by that date may carry on and finish. The SIA's position is tighter, because the qualification has to be completed by 10 August 2026 to stay usable for licensing. The two dates do different jobs, and learners who cannot meet the August deadline should talk to their centre early about rescheduling or switching provider rather than waiting for a result.
SIA 认可与 Ofqual 监管是两套体系

Many learners assume Ofqual recognition settles everything, but licence-linked qualifications have to pass two gates. Ofqual decides whether a qualification is regulated and may be awarded, while the SIA separately decides whether it counts towards a licence. In July 2026 the second gate closed for BIIAB, with the SIA citing serious and persistent breaches that could not be remedied and removing the organisation from its course finder four days earlier.

Condition D6 of the General Conditions of Recognition defines when a qualification is treated as withdrawn: when an organisation stops registering learners, stops delivering or awarding it, surrenders its recognition, or has that recognition withdrawn by Ofqual. The same condition obliges the organisation to take all reasonable steps to protect learners' interests and to notify Ofqual before telling learners, centres or purchasers. That sequence is why official notices can state plainly that already registered learners may finish their course.

Surrender is the other route, and three organisations took it during 2026. In each case Ofqual published what happened to learners: one organisation had two regulated qualifications and no certificates issued in the previous academic year, another had a single qualification with 171 awards but no outstanding students, and a third moved 17 qualifications and all learners to a different awarding organisation on the day the surrender took effect. A published learner arrangement is a useful signal, because it shows the qualifications were handed over rather than abandoned.

A certificate does not turn into waste paper the moment an organisation loses recognition, because it records what you completed at a point in time. What changes is whether the qualification is still accepted elsewhere, and licence-linked awards are the clearest example. Keep the qualification title, its number, the awarding organisation and the date of award together, because employers, universities and licensing bodies tend to ask for all four.

Two official services on gov.uk let learners check this without asking anyone. The first searches the Register of Regulated Qualifications for GCSE, A level, AS and vocational qualifications in England and Northern Ireland, while the second shows whether the awarding organisation itself is recognised. The register also publishes downloadable organisation, qualification and unit data, and Wales and Scotland keep separate directories, so picking the right service matters before drawing any conclusion.

Checking before you enrol costs a couple of minutes. Ask for the qualification number, confirm it on the register, and check the awarding organisation as a separate record, because recognition status and qualification status are two different entries. Many learners assume a matching course title is enough, yet identical titles can be awarded by organisations with very different standing, so the minutes spent beforehand are the cheapest protection in the whole process.

Withdrawal of recognition is only one tool. Ofqual's annual report, published on 9 July 2026, lists six monetary penalties during the reporting year, including three settlement penalties issued to Pearson Education Ltd on 5 December 2025 and a penalty issued to the University of West London on 30 January 2026. The same report records 23 sets of special conditions covering 19 existing and four newly recognised awarding organisations, and notes that such conditions are not always published because publicity could increase the very risk they are meant to manage.

In this case the SIA traced the problem to training centres. Its announcement says intelligence-led unannounced inspections under Operation RESOLUTE uncovered serious concerns at registered centres, and that Ofqual issued its Direction after citing serious concerns about the organisation's arrangements for ensuring the validity of qualifications. Ofqual has written to the awarding organisation about its duty to protect learners and will monitor compliance, which tells learners that control over centres sits squarely inside the regulatory remit.
转资格路径与材料留存
最后是两条容易被忽略的实务。一条是转资格路径，如果原资格无法继续完成，问清替代资格的名称、编号、注册方式以及是否可以承认已完成的单元。另一条是材料留存，把注册通知、中心的书面确认、考试安排邮件、成绩单与证书按日期整理好，扫描成可搜索的文件名。2026 年 8 月 10 日这类期限出现时，材料完整的学员处理起来明显更快。常见的错误是只留一张证书照片，等到要向雇主或颁证机构解释时，拿不出注册日期与完成日期的证据。遇到不确定的情况，直接问颁证机构与培训中心，不要靠社交平台上的解读做决定。
Two practical points are easy to overlook. If the original qualification cannot be completed, ask for the name, number and registration route of a replacement, together with whether completed units can be recognised. Then organise registration notices, written confirmations, exam scheduling emails, results slips and certificates by date, and save them under searchable file names, because learners who had those records ready in 2026 moved far faster when a hard deadline arrived.
