用 A-Level 或 IB 成绩申请欧盟的大学，要准备的手续和申请英国不是一回事。英国走 UCAS 一条线，欧盟则按国家分开：德国先看 APS，荷兰先进 Studielink，法国先过 Études en France，意大利先做 Universitaly 预注册。这些平台不是可选项，缺一步，录取通知书也换不来签证。下面把四个主流目的国的手续按先后顺序拆开，标出每一步的官方出处与时间窗口。所有金额与日期都以 2026 年各机构官网公布的口径为准，递交前请再核对一次。
Applying to an EU university with A-Level or IB results is not one application, because each country runs its own portal and its own credential check. Germany wants an APS certificate before it looks at your file at all, the Netherlands routes you through Studielink, France works through Études en France, and Italy requires Universitaly pre-enrolment. Miss one step and an offer letter will not convert into a visa, so the sections below follow the order in which the paperwork actually falls due.

欧盟没有统一的本科入学资格认定机构，每个国家各有一套规则。德国由文化部长联席会议下属的外国教育中心维护 anabin 数据库，你的 A-Level 或 IB 文凭能不能直接对应德国大学入学资格，要在这个数据库里查。荷兰由 Nuffic 的国别模块决定你的高中文凭等同于 VWO 还是 HAVO。意大利对应的是 CIMEA，也就是意大利的 ENIC-NARIC 中心，它负责出具学历可比性证明。ENIC-NARIC 网络覆盖 56 个国家，是欧洲学历互认的官方渠道。很多学生以为拿着 A-Level 成绩单就可以直接申请，其实第一步是确认这份文凭在目标国被归到哪一档。IB 与 A-Level 在 anabin 里都带条件：IB 要满足规定的科目组合，A-Level 通常要凑够指定数量的科目。
Recognition inside Europe is a national matter, so each country publishes its own rules instead of sharing one table. Germany maintains the anabin database, the Netherlands relies on Nuffic country modules, and Italy works through CIMEA, its ENIC-NARIC centre. A-Level and IB holders usually qualify, but only when the subject combination matches what anabin or Nuffic expects.
德国 APS 审核证书是申请与签证的共同前提
德国驻华使领馆的签证须知写明，持中国学校毕业证、计划在德国学习超过三个月的人，必须在申请签证前完成留德人员审核部（APS）的审核程序。没有 APS 证书，德国大学不会受理申请，签证也不会签发。APS 官网把申请人分成几类：有中国高校学习经历的人走一般国内申请人程序，凭高考成绩直接申请本科的人走高考程序，由德国高校按州法律发起的走 N 程序。官网说明材料审核通常需要四到八周，期间要常看 APS 账户里的消息。审核费按程序收取，一般程序与高考程序为 2500 元。APS 官网 2026 年 8 月更新的申请人须知还把小学与初中毕业证从材料清单里去掉了，同时新增学信网出具的高考成绩报告。这一步是整个时间线上最长的等待，很多学生卡在这里错过冬季学期。

Most public German universities route international applications through uni-assist, which evaluates documents for around 180 institutions. Fees are 75 euros for the first chosen course and 30 euros for each additional course in the same semester, payable whether or not you are admitted. Asia-based documents take six to seven weeks to review, so the portal advises applying at least eight weeks before the deadline of 15 July for winter entry or 15 January for summer entry.

A blocked account is the standard way for a non-EU student to prove living costs in Germany. For 2026 the required amount is 11,904 euros, released at 992 euros a month once you arrive, and the money stays in your own name throughout. 法国对居住在其名单内 72 个国家和地区的非欧盟学生，把 Études en France 程序设为必经流程，中国在名单内，英国也在。这个平台从报名一直管到拿到签证，材料全部线上提交。本科一年级的路径分两种：持法国或欧洲高中毕业文凭（含 A-Level）的人先进 Parcoursup，再配合 Études en France；持其他文凭的人提交预先入学申请（DAP）。Campus France 官网的 2027/2028 入学时间表显示，DAP 报名在 10 月 1 日开放，12 月 15 日截止。申请会同时送交你填的三所大学审核。大学在 4 月 30 日前给出录取建议，学生须在 5 月 31 日前回复，逾期不回视作拒绝。平台上的材料不完整时，Campus France 办事处会先联系补件，而不是直接退回。
France makes the Études en France procedure compulsory for non-EU applicants living in the 72 listed countries and territories, China and the United Kingdom included. First-year bachelor applicants holding a French or European school-leaving diploma, A-Level among them, register on Parcoursup and then follow Études en France, while other diplomas go through the preliminary admission request known as DAP. 意大利 Universitaly 预注册是签证前提
意大利大学与研究部把 Universitaly 设为唯一的官方预注册门户，并且免费。国际学生只要需要办理学习签证，就要先在平台上注册账号、填写预注册申请、上传学历与语言材料。提交后由你申请的院校在线确认。院校确认之后，信息同步到对应的意大利使领馆，你才可以预约递签。平台每次只能上传一个文件，材料要翻译成意大利语或英语。每位学生每年只能提交一次预注册申请，提交前要把院校与课程定下来。签证类型是 D 类长期学习签证，事由写大学注册，有效期 365 天，可以多次入境。
Italy requires international students to complete pre-enrolment on Universitaly, the only official portal for this step and a free one. Your chosen institution confirms the application online, the confirmation then reaches the Italian embassy or consulate, and only after that can you book a visa appointment. Each applicant may submit one pre-enrolment per year, so the choice of institution and programme has to be settled before you start.
意大利学历证明：CIMEA 与价值声明
申请意大利本科或研究生课程，还要提交学历证明文件。意大利驻华使领馆的口径是：中国取得的学历证书须附 CIMEA 出具的学历可比性证明与学历真实性核查证明。如果可比性证明没有写明真实性核查，可以用学历价值声明替代。这些文件由使领馆教育处或 CIMEA 办理，都需要时间，最好和预注册同步启动。语言方面，意大利语授课课程一般要求 B2，持 B2 证书的部分美院可以免入学考试。通过马可波罗与图兰朵计划申请的中国学生，要求高考成绩不低于 400/750 分。常见的错误是把预注册当成普通报名，其实它是签证流程的一部分。
Italy also asks for credential documents alongside the application, and the consular rule for Chinese qualifications requires a comparability statement plus a verification of authenticity issued by CIMEA. Where the comparability statement does not cover authenticity, a declaration of value can be used instead. Students applying through the Marco Polo and Turandot routes must show a gaokao score of at least 400 out of 750.

The document sets differ by country, but three groups appear everywhere: academic records, translations, and identity documents. Academic records means the school-leaving certificate, transcripts, and the Chinese verification report issued in both Chinese and English. Passport validity must cover the whole course, and the spelling of your name and your date of birth must match across every file you submit.

Language tests and portal registration sit in the middle, while funding and the visa can only come last because they depend on the offer.
