A supported internship is a full-time study programme in England for young people aged 16 to 24 who hold an education, health and care plan. Most of the timetable sits with an employer, with roughly 30 per cent of it kept for college-based study. Programmes run for at least six months and up to a year, and success is measured in one way only: whether the young person moves into sustained paid work. Department for Education guidance updated in October 2025 treats interns as full-time students, so the placement counts as part of the course rather than as a job.
A supported internship is a structured work-based study programme, and it is quite different from an ordinary internship. The placement sits at the centre of the course, with a trained job coach supporting the young person on the employer's premises. In most programmes the week splits into four days with the employer and one day in a classroom, which is sometimes based at the workplace itself; English and maths continue throughout the year.
Eligibility comes down to two conditions: being aged between 16 and 24, and holding an EHC plan. There are no entry requirements, so the real question is not whether a young person can pass a test but whether the programme fits their goals. Guidance expects applicants to have met the world of work already through careers provision, and to want most of their week spent with an employer; parents and carers are part of that conversation from the start.
Interns are not paid, which is often the first thing families query. Because supported interns are in full-time education and the placement forms part of their course, the programme is exempt from national minimum wage rules; the expectation is that anyone ready for paid work moves into a paid role as soon as possible. The unpaid stage describes the design of the course rather than the young person's ability, and the work records gathered on placement carry genuine weight in later job applications.
Job coaches are what make the word supported meaningful. They are arranged by the learning provider, trained against national occupational standards for supported employment, and they use systematic instruction: breaking a task into small steps and teaching each one until the intern can do it unaided. Coaches also work with employers, explaining strengths and communication needs, and their support tapers off as independence grows.
Matching starts with vocational profiling rather than with a vacancy. A vocational profile gathers what the young person has done, what they can do, what they enjoy and what they need, and that picture guides the search for a suitable role. Employers can use job carving, which reshapes a job around one person's strengths, and guidance recommends induction, settling-in support and a workplace mentor during the first weeks.
Planning needs to start early, and the guidance points to the year 9 annual review of the EHC plan. From that point the plan has to address preparation for adulthood explicitly, covering education and employment, independent living, community and friendships, and health. Raising supported internships at that stage buys time for travel training and workplace routines, and the review itself is the meeting where the student, family, school and local authority sit together.
Applications do not run through a national system. The young person, or the provider acting for them, applies directly to the college, and most providers publish a window during the autumn term; separately, the local authority's SEND team sends the EHC plan to the proposed placement as a consultation. A consultation is not an offer, so the application still has to be made and any college conditions met.
The first place to look is local. Every local authority in England must publish a Local Offer setting out the services available for children and young people with SEND, and guidance expects supported internships to appear in it. A second route is the local SEND employment forum, which brings colleges, councils, employers, parent groups and employment services into one room so that employers are not approached repeatedly by different providers.
Funding follows the 16 to 19 study programme, with the Department for Education as the main source. To attract that funding a provider must timetable at least 580 planned learning hours, and it must record on the individualised learning record that the student is on a supported internship. English and maths continue as part of the funding conditions, although students with an EHC plan can be exempted from the required hours after assessment.
Two funding streams cover day-to-day costs. The 16 to 19 bursary fund targets students facing the greatest financial barriers and can help with travel, meals and equipment, while students aged 19 and over who continue in education with an EHC plan can apply for a discretionary bursary. Free meals are available to eligible students, and some councils add their own post-16 travel support.
Access to Work:唯一覆盖的实习资助
Access to Work is a discretionary grant run by the Department for Work and Pensions, and supported internships are a named exception to its usual paid-work rule: interns on a Department for Education programme can claim for the duration of the placement only. The grant can cover job coach hours, extra travel and specialist equipment, which is why families are usually told to apply early rather than after the placement has started.
Success is measured by sustained paid employment, so guidance asks providers and councils to track outcomes six and twelve months after the programme ends. If an intern is ready for paid work sooner, the placement can finish early and the provider must tell the Department for Work and Pensions that job coach funding is no longer needed. Where no job follows, the duty is to point the young person and their family towards further support rather than to close the case.
Supported internships are often confused with apprenticeships and traineeships, and the difference lies in pay and structure. An apprenticeship is a paid job with off-the-job training, while a traineeship usually runs from six weeks to six months and aims to move someone quickly into an apprenticeship or into work. A supported internship is reserved for students with an EHC plan, lasts at least six months and up to a year, and comes with a job coach.
Quality is supported by the Supported Internships Quality Assurance Framework, which covers leadership, planning, partnership, preparedness, progress and results and is self-assessed by the provider. Nationally, the Department for Education invested 18 million pounds between 2022 and 2025 through the Internships Work consortium of NDTi, BASE and DFN Project SEARCH, doubling provision in England from roughly 2,250 to about 4,500 placements. That programme closed in March 2026, but the expectation on providers and councils to keep offering and reviewing supported internships remains.
