Overpayments are rarely a one-off administrative error; they are the routine consequence of paying termly in advance and settling later. The same official framework covers the 16 to 19 bursary used in schools and colleges and the student loan and grant system in higher education, so a change of address, income or course can start a recovery even when nobody set out to claim too much.
Entitlement is estimated first and confirmed later, so a reassessment that reduces an award creates a debt that sits outside the loan repayments taken from your salary, and SLC writes to you with the amount and the methods available. Grants and bursaries are normally not repayable, yet an overpayment of them is, which is where most of the confusion begins.
Students still on their course are normally recovered through the instalments they have not yet received, so remaining payments for the year are reduced; the alternative is to repay separately, as a lump sum or in agreed instalments. One documented exception is a Childcare Grant overpaid on or after 1 September 2019, which is repaid after the course ends; SLC decides which route applies, so confirming the arrangement early matters.
Leaving the course does not remove the obligation; the official page states that repayment must be arranged as soon as possible and that there is no minimum amount you must be earning before you have to repay. That is deliberately different from salary deductions on the loan itself, where nothing is taken below the repayment threshold, and ignoring the letter does not stop the process.
For postgraduates the trigger list is shorter but sharper: leaving or suspending the course, or losing eligibility for a Master's or Doctoral loan because of your own status or the course itself. The amount borrowed is what was requested before the course began, capped at the official maximum, so eligibility rather than the figure is what usually changes mid-year.
SLC's published guidance for repayment customers is plain: contact them if you are struggling with an agreed arrangement or have stopped paying, and staff will listen and agree an affordable arrangement rather than simply escalate. Having monthly income and outgoings to hand speeds that conversation up, and the page signposts free independent advice from MoneyHelper, National Debtline, StepChange and Citizens Advice. For customers who have left their course, repayments may be paused or delayed in cases of financial hardship.
While you are still studying, the first stop is the university or college rather than the national loan system, because that is where help, advice or a referral can be arranged. If difficulties continue after that conversation, the official guidance points to Student Finance England, whose general enquiries number published on gov.uk is 0300 100 0607; the adjustments that help most mid-course are usually made locally.
A hardship fund is held by the university or college itself, so the amount, the payment pattern and the decision sit with student services rather than with SLC. The money is usually not repayable, though it is sometimes offered as a loan, and it normally is not counted as income when benefit entitlement is worked out, unless it covers day-to-day living costs. The official page names students with children, mature students with existing commitments, low-income students, disabled students, care leavers, and those who are homeless or living in a foyer.
The 16 to 19 bursary comes in two forms: an award for students in defined vulnerable groups worth up to £1,200 depending on circumstances and benefits, and a discretionary bursary whose value and permitted uses are decided by the school or college, with students over 19 limited to the discretionary route. Bursary money is meant to cover participation costs such as transport, lunch on study days, and essential books or equipment, so payments can be stopped if the provider's rules on attendance or use of funds are broken.
The DfE bursary guide for 2026 to 2027, published on 11 May 2026, states that students and families must be told that giving false or incomplete information which leads to an incorrect payment can result in future payments being stopped and money already paid being recovered. The same rules bind institutions: the full vulnerable-group criteria must be verified before a claim, awards must follow assessed need rather than an automatic £1,200 figure, and significant fraud has to be reported.
Two emergency routes sit inside the funding rules: a small retained emergency fund for students whose circumstances change mid-year in a way that affects their ability to keep studying, with evidence kept for audit, and a temporary ability to cover same-day meals and travel from the discretionary bursary without the usual income and evidence checks. That second route is explicitly temporary and a full assessment still has to follow.
Complaints run on two separate tracks. Bursary decisions start with student services and then the provider's own complaints process, before the DfE customer help centre; repayment disputes go through Student Finance England for advice, while complaints about repayment itself go to SLC. Each stage is owned by a different body, and framing the case around the grounds of the decision is what moves it forward.
Most recovery cases trace back to a small set of changes: moving out of London, moving back in with parents, switching course or withdrawing part-way through the year. Updating your online account as soon as any of those happens is the practical defence, and the same applies to income information, since a current year income assessment that understates real earnings creates an overpayment by design. Treating each termly payment as provisional until the year has been reassessed is the habit that matters most.
