The funding that carries Chinese doctoral students to the UK is not a single award but a framework run by two governments. On the Chinese side the China Scholarship Council selects students and pays them; on the British side the British Council builds partnerships and UK Research and Innovation funds research. A visit by thirteen UK university leaders to Shanghai, Beijing and Tianjin in April 2025 put doctoral scholarships on the agenda with both the scholarship council and the National Natural Science Foundation of China. Doctoral funding between China and the UK is handled by three organisations with very different jobs. The British Council has worked on the ground in China since 1979 and builds partnerships between universities on both sides. UK Research and Innovation runs a China office that has operated since 2007, negotiating joint programmes with the National Natural Science Foundation of China, the Ministry of Science and Technology and the Chinese Academy of Sciences. The CSC guide published on the national study-abroad website in January 2026 sets the standard length: a doctoral programme funded for 36 to 48 months. Funding stops at 48 months, so any extra year beyond that is paid by the student. Selection favours well-known institutions and research groups in educationally and technologically advanced countries. Chinese universities that recommend candidates look at academic potential and the feasibility of the research plan, and securing an offer or an invitation letter from the UK side is the applicant's own job.
联合培养博士：6 到 24 个月与导师合作项目

Students already enrolled in a Chinese doctoral programme use the joint-training route, which funds six to 24 months abroad. This route leans heavily on the relationship between the two supervisors, and the guide gives priority to visits built on an existing research agreement. The application requires a formal invitation letter from the British supervisor and a joint training plan signed by both sides. Candidates in their final year are usually advised to think twice, because placement dates and graduation dates collide easily.

The application channel has changed in recent years, and this detail catches people out. University notices state that the flagship doctoral programme now runs through the applicant's own institution or personal contacts, so arranging a UK host is the student's responsibility. What used to be a bilateral cooperation channel has been moved into a separate overseas programme. The China Scholarship Council does not accept applications from individuals, because paperwork travels through the recommending institution and the designated handling body.
三月报名窗口与提交材料清单

The 2026 timetable put preparation before 10 March and online registration around 20 March, with exact dates published on the national study-abroad website. Documents include the offer or invitation letter, a study plan signed by both supervisors, the host supervisor's CV, transcripts from undergraduate level and evidence of language ability. Identity documents and degree certificates are submitted as scans, and materials written in a language other than English need a Chinese translation. Late applicants wait a full year, because there is no catch-up window.

The award has two parts: one return international airfare and a stipend for the funded period. The stipend can go towards living costs, registration, medical insurance, books and visa extensions, with amounts set by current national rules. The most practical route on the British side is a joint scholarship between a UK university and the China Scholarship Council. Oxford's own page states that its CSC scholarship covers full course fees, a living-cost grant and one return flight from China to the UK. Manchester advertised 52 joint awards for 2025/26, split across science and engineering, humanities, and biology, medicine and health. Lancaster requires applicants to approach the university first and the scholarship council only after being nominated.

The split is fairly consistent: the university pays tuition and the scholarship council pays living costs and travel. Oxford lists a living-cost grant of at least £19,237 a year plus one return flight. Manchester's programme runs for up to 48 months, with the standard offer at three years and a fourth year of allowance where the offer letter requires it. Birmingham and Lancaster follow the same pattern, and in each case the student must win a place and a nomination before submitting a CSC application.

British government money for research partnerships flows through the International Science Partnerships Fund, known as ISPF. The British Council's own site records more than 125 young researcher workshop projects jointly funded with the National Natural Science Foundation of China since 2015, involving over 4,600 participants. Its 2018 project page for doctoral research visits describes a scheme commissioned by the UK government and the Chinese Ministry of Education, funding placements of three to twelve months. That page dates from 2018, so current arrangements should be checked on the national study-abroad website and on the partner university's pages.
常见误解：志奋领不资助博士、公派不等于全免

A common mistake is to submit paperwork without checking that the dates in the invitation letter match the funded period.

Which route fits depends on one question: are you applying for a doctorate, or already enrolled in one. An applicant heading to the UK should find the supervisor and the project first, then check whether that university has a joint scholarship page with the scholarship council, because the two sources cover tuition and living costs separately. A student already enrolled in China depends on whether the two supervisors have a cooperation agreement, which changes the odds of a six to twenty-four month placement. Keep three documents on the desk and make sure their dates and amounts agree.
