Schools in England collect parent views through several different channels, and each one has its own rules. Some surveys are open all year, some only open while a school is being inspected, and others are run by the school itself. Knowing which channel does what makes it far easier to raise something in the right place and to see what happens next.
Ofsted Parent View is the inspectorate's standing online survey for parents and carers in England. Anyone with parental responsibility can complete it at any time, not only while a school is being inspected, and an account needs a verified email address plus a password of at least eight characters. Each parent may register for up to nine different schools; inside one academic year the latest submission replaces earlier ones, so only one version per parent per school is kept. Ofsted changed the questions on 10 November 2025 to match its renewed inspection framework, which means answers given before that date sit on a different scale.
The core survey is ten fixed statements plus one free-text box that opens only during an inspection. Parents are asked whether their child is happy and feels safe, whether behaviour is managed well, whether bullying was dealt with quickly and effectively, and whether support for special educational needs and disabilities is good enough. Other statements cover communication, how concerns were handled, whether decisions put the child first, learning support, and whether the parent would recommend the school. Answers range from strongly agree to strongly disagree with a don't know option, and schools with boarding provision add five further statements about residential care.
Ofsted publishes a result for a single question only once it has at least ten responses, so a school with quiet parents can look blank for months. What appears is a set of percentages and graphs, identical for the school, for parents and for the public. Results are archived at the end of each academic year, which lets a headteacher or governing board compare one year with the next, and schools can sign up for email alerts when new results arrive. Ofsted also publishes management information covering submissions from the previous 365 days, broken down by phase and region; releases from March 2026 contain only answers given after November 2025.
Once a school is notified of an inspection, the headteacher is expected to tell parents and invite them to take the survey. Inspectors read the responses at several points during the visit so that views received while they are on site are taken into account, and where the response rate is low they may gather more parental views themselves. The free-text box stays open for a limited window only. Ofsted warns parents not to use it for urgent issues, safeguarding concerns or formal complaints, and states that comments are confidential, anonymised, and will not lead to anyone contacting the parent.
Parent View responses do more than inform a conversation; they also feed Ofsted's annual risk assessment, which helps decide whether and when a school should be inspected. A headteacher who questions the published figures is directed to email Ofsted with the school name and its URN in the subject line. Since 10 November 2025 inspected schools receive report cards covering up to nine evaluation areas. The survey produces no grade of its own, because judgements rest with inspectors on the evidence they see, and that distinction is widely misunderstood.
Outside inspection, schools run their own surveys, and the format varies from one school to another. Typical examples are an annual parent questionnaire, a short form issued after parents' evening, and a communication survey when a new headteacher arrives. Parents' evenings offer a face-to-face slot of five to ten minutes, which is long enough for homework volume, classroom participation, extra support and exam arrangements if the parent prepares questions in advance. The statutory duty sits in the DfE governance guide, where section 38 of the Education and Inspections Act 2006 requires a governing body to have regard to any parental views expressed.
In maintained schools the governing body must establish procedures for dealing with complaints, as set out in section 29 of the Education Act 2002, and those procedures cover the school plus any community facilities it runs. The Department for Education considers some complaints under sections 496 and 497 of the Education Act 1996, looking at whether a governing body has followed statutory guidance and education law. Standing as a parent governor is another route into decisions, and the governance guide expects boards to make clear how parents can put their views forward. A complaint that only describes frustration, without saying what should change, gives a school very little to act on.
The Department for Education also funds a standing panel of parents, pupils and learners recruited from the National Pupil Database and run by Verian, with several short survey waves across a year. The wave in March 2026 ran from 11 March to 7 April and reached 1,096 primary parents, 1,511 secondary parents and 601 parents of pupils in special schools. The same wave heard from 2,323 secondary pupils and 3,575 pupils and learners aged 16 to 19. The published report was updated on 25 June 2026 and covered uniform, attendance, belonging, behaviour, wellbeing and bullying.
In January 2026 Parentkind published a parent guide with the Department for Education, Ofsted and 13 education bodies. It sorts everything a parent wants to say into three categories: feedback, which asks a school to listen, a concern, which needs an answer, and a formal complaint, which signals dissatisfaction with the school's action or inaction and a demand for change. Mixing the three into one letter that both complains and demands a new teacher is where parents most often go wrong. Parentkind's 2025 survey found one in five parents had made at least two formal complaints in the previous year, and one in four said trust between home and school had broken down.
The guide's route starts with the person closest to the child: a class teacher or form tutor for something that happened in a lesson, and a pastoral or senior leader for bullying and behaviour. Headteachers come in for whole-school issues, serious concerns, or when earlier steps have failed. Keeping a written record matters as much as choosing the right person, so the account stays factual, dated and free of accusations against individual staff, and parents can ask for written acknowledgement while the school's policy sets the expected timescale. Escalation to the governing body, the Department for Education or Ofsted follows the school's own process, not a shortcut around it.
The same guide names the behaviours that slow a resolution down. Posting a dispute on social media, aiming it at an individual member of staff, or building a crowd of parents around the issue all make it harder to settle, and drafting a complaint with artificial intelligence carries its own risk because generated text often misquotes the law. Schools can pause a complaint, issue a written warning, or in extreme cases bar a parent from the site. Ofsted does not settle disputes between families and schools, though it may keep a complaint on file for the next inspection. Treating formal complaint as the only exit ignores the faster route of ordinary conversation.
Feedback lands when it is specific enough to act on, so a request for a progress note every fortnight works better than a general complaint about communication. Surveys about special educational needs deserve priority, because the quality of support shapes a child's daily experience in class. The Education Endowment Foundation's 2018 guidance on working with parents reports that effective parental engagement is associated with about three months of additional progress over a year. Reading results across several years is more informative than a single snapshot, and concrete examples in a child's own words carry more weight than a general verdict.
