Boarders rely on their school for meals, evening routines and medical care in a way day pupils never do. Every year the education inspectorate in England asks them directly what living in a boarding house is really like. In the results published in October 2025, boarders rated their safety highly but came last of all residential settings for feeling listened to. This article unpacks those official figures and explains how inspectors hear from pupils on the day.
Two inspectorates cover boarding in England, and which one arrives depends on the school type. Ofsted inspects the residential provision of maintained and academy boarding schools under the social care common inspection framework, while the Independent Schools Inspectorate inspects boarding in independent schools against the Independent School Standards and the National Minimum Standards. The gov.uk framework page states that it does not apply to boarding inspected by ISI, so the two routes work from different documents. Ofsted inspects boarding without regulating it, so hot water, night duty and medical records are judged against statutory guidance rather than turned into enforcement action.
Student views are first collected not on the day of the visit but in an annual questionnaire. Ofsted published the 2025 round on 6 October 2025, with 48,240 responses in total and a record 8,880 from children and young people, up 27 per cent on the 6,995 received in 2024 and 34 per cent above the 6,615 in 2023. Providers forwarded the survey on Ofsted's behalf and 5,520 settings took part, covering children's homes, foster homes, residential special schools, boarding schools and further education accommodation. The gov.uk page is explicit that responses sit alongside previous inspection findings, complaints and concerns when deciding when to inspect and what to focus on.
Safety is the first question in every residential survey, and this year the answers were consistent. Overall, 95 per cent of children said they feel safe where they live always or most of the time. Children in foster care were the most positive, with 89 per cent choosing always and 99 per cent giving a positive response, in line with the previous two years. Boarding schools and further education colleges, by contrast, were placed among the least likely groups to feel listened to, to get on with others or to do fun activities.
One question asks whether staff ask about the things that matter to the individual, which tests whether daily conversation reaches anything concrete. Overall, 83 per cent of children said staff ask always or most of the time, with foster care and supported accommodation at 93 and 91 per cent. Boarding schools and further education colleges came in at 63 per cent, an improvement on the 58 per cent recorded for boarding schools a year earlier, while colleges slipped one percentage point. That figure means roughly one in three boarders says staff rarely ask about what matters to them, a gap that grows in larger houses where duty rotas move quickly.
The listening question is the one boarding schools should read most carefully. One in five boarders, or 20 per cent, said staff listen to them only sometimes or never, the highest share of any residential setting, while 96 per cent in foster care and 93 per cent in supported accommodation reported being heard always or most of the time. In the round published in 2024 the boarding figure was 22 per cent, and in both 2023 and 2022 it stood at 19 per cent, so the number has been broadly stable rather than spiking once. Stability of that kind points away from a single year group or house and towards staffing ratios and duty structures that are much harder to change.
Questions about getting on with staff and doing something enjoyable produced blunter gaps in the round published in 2024. Fifteen per cent of boarders said they got on with staff only sometimes or never, up from 12 per cent in 2023, and 18 per cent said they had done nothing fun in the previous week, the highest of any setting. The same year, 42 per cent of boarding responses said staff asked about things that mattered only sometimes or never. Those items look trivial but they describe the texture of house life, and a full activity timetable does not prove participation because the survey asks the pupil what they actually did.
Pupil voice is not an optional extra in boarding, because it sits inside the national minimum standards. The current gov.uk version of the National Minimum Standards for boarding schools runs to 14 standards, and Standard 13, Securing boarders' views, requires a school to encourage boarders to contribute their views on how boarding runs, to make sure they can raise concerns and complaints and know the procedure, to give those views appropriate weight in decisions, and to give feedback on what happened. The same standard states that boarders must not be penalised for raising a concern or making a complaint in good faith. First published in November 2012, revised in March 2015 and in force since 5 September 2022, with the gov.uk page updated again on 18 May 2026, the wording puts collection and response on the same footing.
Inspection of boarding is rarely announced weeks in advance. Under the gov.uk framework, a standalone boarding inspection is notified by a telephone call from the lead inspector at least one hour and no more than four hours before the team arrives, with a letter following by email. During that call the school is asked to pass on written information to pupils, including the inspector's contact details and a short survey of their views, so pupils can decide whether to complete it or contact Ofsted directly. Inspectors then walk the houses, check medical and safety records and interview pupils, and where what pupils say does not match the paperwork they usually follow that thread further.
住宿督查的结论用四级量表,分别是 outstanding、good、requires improvement to be good 与 inadequate,再叠加两个专项判断。
Boarding judgements sit on a four point scale: outstanding, good, requires improvement to be good and inadequate. Two further judgements sit alongside it, and the first, how well children are helped and protected, is a limiting one, so a judgement of inadequate there makes the overall judgement inadequate as well. The second covers the effectiveness of leaders and managers, where an inadequate finding usually pulls the overall judgement down to inadequate, or at best leaves it at requires improvement. A boarding school judged requires improvement to be good is re-inspected within two years, while an inadequate judgement brings monitoring and further visits.
The size of the inspection team follows the number of boarders rather than a single template. According to the gov.uk guidance, provision with ten or fewer children usually gets one inspector for no more than two days and one evening; eleven to fifty children get one inspector for up to three days and two evenings; fifty-one to a hundred children, or several houses, may get two inspectors on the same timetable; and a provision with more than a hundred children gets three or more inspectors. Evenings matter most, because dinner, prep, lights out and the night duty handover all fall in those hours, so inspectors join night duty and sit in on house meetings. Pupils who meet an inspector only during the school day are usually in a school where evenings were timetabled differently.
Independent schools are inspected under the ISI framework, effective from 1 September 2023 and updated in September 2025. Reports follow a fixed shape: a summary of findings, then four sections covering leadership and governance, pupils' education and recreation, pupils' physical and mental health and emotional wellbeing, and pupils' social and economic wellbeing and contribution to society, with safeguarding reported separately and boarding findings integrated where relevant. ISI does not grade schools, it states whether the standards are met, notes significant strengths and identifies serious or multiple failings, which are notified to the Department for Education. Inspectors normally give one day's notice and spend most of the visit talking to pupils and walking the houses.
It is tempting to read these percentages as satisfaction scores, but the wording measures something narrower. The options are always, most of the time, sometimes and never, so the 20 per cent quoted for boarding adds the last two and describes how often staff listen, not how pupils rate their house overall. Response is voluntary, and pupils who fill in a survey may hold stronger views than those who do not, in either direction, which is why year-on-year comparison is safer than a single figure. Choosing the middle option to stay safe is a common mistake, because it removes the issue from the report altogether.
Standard 13 gives boarders several things they can use directly, a route to raise views, a complaints procedure, appropriate weight in decisions and feedback on the outcome. In practice those routes are house meetings, the school council, suggestion boxes, pupil bodies and a named complaints contact, and the standard requires the school to make sure pupils know how to use them. Writing something down beats mentioning it in passing, because minutes and records are exactly what inspectors read, and a single line in the minutes becomes evidence. The common mistake is to raise a concern only with friends in the same house, and if internal routes run out pupils and parents can use the contact details issued before an inspection to approach Ofsted directly.
