GCSE A Level
Every mark on a results slip comes out of a documented process rather than one examiner's impression. Exam boards mark GCSE and A-Level papers, while Ofqual oversees that work as the regulator so standards hold across boards and across years. This piece follows the order of the process: how examiners are trained, how on-screen and paper marking are checked, where coursework is moderated instead, and what a student can actually ask for once results are published.
All written papers are marked by examiners whom exam boards recruit and pay; Ofqual states this plainly in its marking guidance for GCSE and A Level. Most examiners are serving or former teachers with roughly two decades in the classroom and about ten years of examining behind them. Names, schools and candidate numbers never reach the marker, so an answer is judged on what is written rather than on who wrote it. Coursework and other non-exam assessment follow a different route, and where a teacher marks their own students the board checks a sample against national standards afterwards.
Before anyone touches a live paper they have to show that they can apply the mark scheme correctly to real student answers. That check is run by the senior examining team, and it is the point at which a whole cohort is calibrated to one standard rather than many private ones. Ofqual's 2026 guide for schools and colleges puts this expectation on boards directly: every assessor must understand how to mark, and marking must be accurate and consistent. A marker who cannot match the sample is not let loose on candidate scripts.
On-screen marking begins with scanning, so a script travels once from the centre to the scanning hub and afterwards exists as an image. The system can then split a paper into separate questions, which means an examiner may mark nothing but question four for weeks; familiarity with one mark scheme grows quickly that way. Ofqual's review of quality of marking noted that item-level marking of this kind supports closer monitoring than a paper workflow ever allowed. Totals are added by the system instead of by hand, which removes a whole class of arithmetic mistakes.
Seeding works because the standard answers are prepared before marking opens and then hidden inside ordinary batches. A one-mark response leaves an examiner no room to differ, while a longer response may carry a tolerance of a mark either side of the agreed figure. Tolerance exists because two trained examiners can reasonably read a borderline answer differently, not because the mark scheme is loose. Where a response is used as a seed, the definitive mark is what the candidate receives, so the check never costs a student anything.
A marker whose seed mark falls outside tolerance can be stopped from that question while the senior team retrains and rechecks them. Work already marked may then be pulled back, reviewed and corrected, so the pause is not merely a warning. Repeat offenders on one item can lose that item permanently, and the remaining scripts are redistributed. Because marking happens on screen, senior examiners see all of this while the series is still running rather than weeks later.
Paper marking relies on samples sent to a senior examiner at agreed points rather than on continuous monitoring. Backreading is a related practice in which supervising examiners re-mark responses that already carry a mark and an annotation; the first judgement stays visible throughout, so the second is not independent. Ofqual's data submission guide for quality of marking keeps seeded items, daily qualification items, sample double marking and backread items in separate categories for exactly this reason. The distinction matters whenever a board quotes accuracy figures, because a backread and a blind double mark are not the same kind of evidence.
Each qualification is marked by a team headed by a chief examiner, with principal examiners owning particular units. The mark scheme those examiners apply is written by the same senior staff who set and revise the papers, which is why a question's wording and its mark scheme tend to move together. Ofqual's review recorded the usual span of control: teams of five to ten examiners supervised by a team leader, who is in turn supervised by a principal examiner. Disagreements about a response travel up that chain instead of being settled between two markers.
Where teachers mark their own students, the board moderates a sample to see whether the centre's marking sits in line with national standards. Moderation can move marks up or down, since the problem may be a centre that is too strict as well as one that is too generous. Boards also watch for odd patterns through centre visits, subject-targeted visits and statistical monitoring, which flags coursework marks that sit oddly against the same students' exam performance. A review of moderation is requested for a cohort rather than an individual, and no priority version exists.
Grade boundaries are set after the marks are in, not written in advance. Ofqual's grading toolkit, first published in April 2025 and updated in August 2026, exists to explain this to schools and parents, including why boundaries move from year to year while standards stay comparable. A harder paper can carry a lower boundary without the qualification itself becoming easier, and the reverse holds too. Senior examiners bring their reading of how candidates coped with each question, and the statistics test that reading rather than replace it.
Three services exist after results day, and they answer different questions. An administrative error review checks that every question was marked and every total added correctly, with an outcome inside ten calendar days; a review of marking asks an independent reviewer to test the original marking against the mark scheme, in fifteen days on the priority route and twenty days otherwise. A review of moderation looks at coursework marking and can take up to thirty-five calendar days from the moment the reviewer receives the sample. For summer 2026 the key dates are A Level results on 13 August, GCSE results on 20 August, priority review requests by 20 August, and standard reviews and moderation requests by 24 September.
Ofqual's official statistics for summer 2025 show 389,730 GCSE reviews, down 11.5 per cent on the previous summer, and 101,100 at A Level, down 0.5 per cent. Reviews touched 2.9 per cent of the 17,523,265 component entries, and most reviewed marks came back unchanged: 62.7 per cent at GCSE and 55.7 per cent at AS and A Level. Across all grades awarded, 4.6 per cent were challenged and 1.1 per cent changed, which works out at about one grade in a hundred moving after a review. Where a challenged GCSE grade did change, 24.2 per cent of those cases ended differently, almost always by one grade.
If a centre is unhappy with the outcome of a review, the case can go to appeal. In the 2024 to 2025 academic year, 2,170 of the 6.7 million GCSE, AS and A Level results were challenged that way, which is 0.03 per cent and 18.3 per cent fewer than the year before. Appeals upheld led to 720 grade changes, or 0.01 per cent of results, and the most common ground was a marking error found at review. GCSE appeals were upheld in 59.2 per cent of cases and AS and A Level in 52.8 per cent.
The mark schemes are public, so the most controllable part of this system sits on the student's side. Structuring an answer around the assessment points in the mark scheme scores better than writing down everything known about a topic, and method marks require the working to be visible. Reviews do not exist to push marks up: about three quarters of challenged grades come back unchanged, and a review can leave a mark lower. Anyone weighing up a review should work to the August deadlines rather than wait for late September, and the candidate has to give consent before a centre can submit anything.
