The Department for Education published its 2026/27 tuition fee and student support guidance on 26 November 2025, and the scope explicitly includes students already part way through a course. Continuing students see the same 2.71 per cent uplift as new entrants from 1 August 2026. The sections below keep fee ceilings, fee loans and maintenance loans on separate tracks, and point out which table a continuing student should be reading.
这些数字来自 DfE 官网 2025 年 11 月 26 日的《Tuition fees and student support: 2026 to 2027 academic year》。
The 2026/27 ceilings rose by 2.71 per cent, a figure taken from forecast RPIX and set out in the explanatory material for the Education (Student Fees, Awards, Support and Loan Repayments) (Amendment) Regulations 2026. At approved (fee cap) providers holding both a Teaching Excellence Framework award and an access and participation plan, the full-time cap reaches £9,790, with £11,750 for accelerated degrees and £7,335 for part-time study. Providers without a TEF award but with a plan are held at £9,525, £11,430 and £7,140 for those same routes; institutions with neither sit far lower at £6,350 for a standard full-time course. Classroom-based foundation years stay frozen at 2025/26 levels, and the new limits apply from 1 August 2026.
The guidance covers two groups explicitly: students starting a course in 2026/27, and continuing students already inside the student finance system. Both carry the same 2.71 per cent uplift, so there is no arrangement under which new entrants pay more while an existing cohort stays on an older price; the 2025/26 settlement had already moved the cap from £9,250 to £9,535 at 3.1 per cent and applied it to students mid-course. Fee loans follow the ceiling, reaching £9,790 for a full-time year in 2026/27 against £9,535 the year before. Maintenance loans run on a separate track yet carry the same 2.71 per cent increase for continuing students.
Fee ceilings come from two conditions crossing: whether a provider holds a Teaching Excellence Framework award, and whether it has an approved access and participation plan. A provider with both may charge up to £9,790 for a standard full-time year in 2026/27, while one with a plan but no TEF award is limited to £9,525, one with a TEF award but no plan drops to £6,525, and one with neither is capped at £6,350. Approved providers sit outside the fee caps altogether; only the fee loan limit applies there, standing at £6,525 with a TEF award and £6,350 without. Registration category is worth checking on the OfS register before comparing published fees.
Continuing students face an extra layer of protection that new entrants do not: the Office for Students states that they cannot be charged more than the lower of the prescribed fee limit or the level to which fees may rise under the inflationary statement recorded in the access and participation plan in force in their year of entry. In practice a provider cannot simply apply the current national ceiling to an existing cohort without checking the terms it signed up to. The OfS also advises institutions to weigh Competition and Markets Authority guidance and consumer protection law when raising fees for students already enrolled. The contract and offer materials a student received set out how fees may change year on year, and that paperwork is the first thing to check.
Fee loans are not means tested: an eligible student can borrow the full published limit, and the Student Loans Company pays it straight to the provider. For 2026/27 the cap is £9,790 for a standard full-time course, £11,750 for an accelerated degree and £7,335 for part-time study, all set out in the 2026 amendment regulations. The following year adds 2.68 per cent, taking the DfE figures to £10,050, £12,060 and £7,530. A final year delivered in fewer than 15 weeks is funded at 50 per cent of the maximum, an overseas or Turing year at 15 per cent, and a sandwich placement year at 20 per cent; those fractions apply to continuing students as well.
Maintenance loans are separate money from fee loans and depend on household income, which fee loans never do. The DfE guidance confirms a 2.71 per cent rise for new and continuing students in 2026/27, with the greatest support going to households earning £25,000 or less. Maximum rates for a full-time year reach £9,118 living at home, £10,830 living away outside London, £14,135 in London and £12,403 for an overseas study year, while the floor rates sit lower at £4,013, £5,048, £7,039 and £5,996. Courses running longer than 30 weeks and three days may add a Long Course Loan, and eligible part-time students on level 6 degrees, level 5 pre-registration healthcare courses or level 4 and 5 higher technical qualifications can borrow at the full-time rates scaled by study intensity, down to 25 per cent.
From the 2026/27 academic year a student who can evidence that they meet or previously met the statutory care leaver definition is entitled to the maximum maintenance loan automatically, exempt from means testing and with no household income calculation; that includes students aged 25 or over who are continuing a course. Targeted grants stay flat this year, frozen at 2025/26 levels: up to £3,545 for adult dependants, £2,024 for the parents learning allowance, 85 per cent of actual childcare costs capped at £199.62 a week for one child or £342.24 for two or more, and £27,783 for the Disabled Students Allowance. Part-time students with a disability can claim the allowance on the same basis, and only the adult dependants grant is means tested.
The table you read depends on when your course began. Students starting in 2026/27 sit in the current system, borrowing up to £9,790 for fees and up to £14,135 for living costs. Those who started on or after 1 August 2016 and are still studying share the same maintenance loan table as new entrants, but anyone who began between September 2012 and August 2016 is funded differently: the fee loan also reaches £9,790 in 2026/27, yet maintenance support tops out at £6,175 at home, £7,764 outside London, £10,833 in London and £9,223 for an overseas year. Final-year rates for that cohort are lower again, at £9,866 in London. The same group can still claim a Maintenance Grant worth £4,473 where household income is £25,000 or less, tapering to nothing above £42,737.
Postgraduate support rises by the same 2.71 per cent, with the master's loan reaching £13,206 and the doctoral loan £31,122 for the whole course rather than per year. Students already partway through a postgraduate programme are not covered by those new figures and are pointed to the Funding for postgraduate study guidance for the year they started. Two dates matter later on: 2027/28 limits are already fixed at up to £10,050 for a standard full-time course, a 2.68 per cent rise, and the government has said it will legislate to make future annual increases automatic when parliamentary time allows. The lifelong learning entitlement starts in January 2027 using the same maximum rates, and the 2027/28 living cost figures will not be confirmed until autumn 2026.
Continuing students have a short to-do list, and each item turns on a document rather than on guesswork. Compare the fee invoice against the ceiling that matches your provider's registration category, because anything above the prescribed limit does not hold up. Then find the inflationary statement in the access and participation plan that applied in your entry year, since that clause decides whether the current national ceiling can be applied to you at all. Reapply for student finance every year, including while continuing a course, and update your term-time address and household income in the gov.uk account so maintenance support is not calculated on out of date information. None of this needs an agent.
Many students assume that continuing a course means the fee is locked at the figure from their first year, yet the undergraduate ceiling has risen annually since 2025/26, so that assumption does not hold. The more common mistake is treating the statutory ceiling as the actual charge: TEF status, the access and participation plan and consumer law all sit in between, and two courses at the same university can carry different prices. Fee loans are also confused with maintenance loans, although the first ignores household income and varies by course type while the second depends on address and income and runs from a maximum to a minimum rate. Check the academic year on any figure you read, since 2026/27 and 2027/28 differ; if a provider announces a rise, compare it with the current ceiling on the OfS website and then with your own plan terms. When in doubt, estimate with the gov.uk student finance calculator rather than working it out by hand.
