Whether a child gets the right support at school often depends less on one teacher than on how an entire local area is organised. England inspects that arrangement through area SEND inspections, run jointly by Ofsted and the Care Quality Commission, and the evaluation criteria behind them are unusually specific. Parents who understand those criteria can usually tell where their own child's support has stalled. This article unpacks the standards one by one: what inspectors examine, what local areas must produce, and where families can make their voice count.
Area SEND inspections in England are carried out jointly by Ofsted, which covers education, and the Care Quality Commission, which covers health and social care. One team is drawn from all three professions and is normally led by His Majesty's Inspector; the legal footing is section 20 of the Children Act 2004, under which the Secretary of State can request a full inspection. The framework and handbook have been in use since 2023, were revised in June 2025 and came into force on 6 June 2025, with the full text published on gov.uk. The unit of judgement matters for families: inspectors weigh how the local area partnership performs as a system, not how one teacher or one school scores.
Inspections cover everyone aged 0 to 25 who falls under the SEND code of practice, whether they hold an education, health and care plan or receive SEN support in a mainstream school; children who live in the area but are educated or cared for elsewhere are included, while children who live elsewhere but attend a setting inside the boundary are not. Inspectors then test five things about lived experience: whether needs are identified and assessed accurately and on time, whether families help shape individual plans, and whether help arrives at the right moment. The remaining questions are whether young people are prepared for their next steps and whether they are visible and included in their community.
The first standard covers identification and assessment. At school level, SEN support follows a cycle of assess, plan, do and review, normally once a term, and an EHC needs assessment is considered when what a child needs goes beyond a school's usual resources; the statutory clock is precise, in that a local authority must say within six weeks whether it will assess, and a final plan must be issued within 20 weeks of the request under the Special Educational Needs and Disability Regulations 2014. Many families assume a diagnosis unlocks support automatically; in practice the test is educational need, and medical evidence is only one part of it. A common mistake is waiting for the school to push things forward and losing every date along the way.
The second standard is about participation, and it means shaping decisions rather than being told about them afterwards; inspectors ask how plan meetings are arranged, whether draft documents reach families in advance, and whether the young person was asked directly what they want. In the framework review Ofsted and the Care Quality Commission published in 2025, co-production was named as one of three recurring themes that shape the quality of support, alongside strategic governance and oversight, and joint commissioning. The opposite of co-production is paperwork theatre: the meeting happens, and nothing a parent said reaches the final document; one plain test is whether any target in the plan came from the family's own words.
Three standards sit together here: the timing of help, preparation for next steps, and inclusion in the community. Inspectors track individual children to see whether support arrives when it is needed, whether young people are ready for what follows, and whether they are visible and included where they live; the themes they sample include health and wellbeing, communication, independence, positive relationships, community participation, progress into further or higher education and employment, and preparation for adult life. The judgement that matters is ambition, since a plan that quietly settles for very little will not read as strong provision. A common mistake is treating one calm term as the finish line, leaving no measurable progress recorded anywhere, and then finding the same gaps reappear at the transition after 16.
A further set of criteria sits with leaders, covering six areas of judgement. Inspectors ask whether leaders hold high expectations for children with SEND, engage actively with families, share an accurate picture of local need, commission services that match needs and aspirations, evaluate provision and drive improvement, and create conditions in which multi-agency practice can work. The focus is how the local authority and the integrated care board plan services together, while the duties of other partners are also considered. One element is very concrete, in that the local authority must commission and oversee alternative provision properly under section 19 of the Education Act 1996. System failures reach families as long waits for a speech and language therapist or too few specialist places, and the report is expected to name the body responsible for fixing each one.
A full inspection produces a single overall judgement, and the three possible outcomes lead to very different timetables; where arrangements typically deliver positive experiences and outcomes, the next full inspection falls within five years. Where experiences and outcomes are inconsistent, partners must improve jointly and can expect another full inspection in about three years. Where there are widespread or systemic failings, the area must submit a priority action plan, face a monitoring inspection after roughly 18 months and a further full inspection within three years; the threshold for this outcome is the identification of an area for priority action, meaning systemic or widespread failures that clearly damage children's experiences and outcomes. Ofsted's own blog in July 2025 confirmed that the first cycle covers all 153 local area partnerships and finishes in 2027.
Evidence comes from far more than documents and reports. Before inspectors arrive, surveys go out to children and young people, to parents and carers, and to practitioners; during the visit there are tracking meetings, sampling visits to schools and services, and meetings with the parent carer forum and other representative groups. The review Ofsted and the Care Quality Commission published in 2025 put numbers on this: 54 inspections in the first two years, with more than 67,000 survey responses, over 43,000 of them from parents and carers, more than 6,000 from children and young people and 17,000 from practitioners; notification reaches local leaders 10 working days before fieldwork begins, and on-site evidence gathering falls in week three. Families whose records are sampled may be contacted directly by an inspector.
涉及安全风险,联系本地社会照护团队,或者 NSPCC(0808 800 5000),未满 18 岁可以打 Childline(0800 1111)。
The routes for families are set out clearly. Fill in the survey while it is open and describe the education and health support your child receives, their social life and how prepared they feel for what comes next; if you would rather speak in person, contact your local parent carer forum, which inspectors meet during the visit. The limits matter too: neither Ofsted nor the Care Quality Commission can investigate an individual case, although complaints are kept on record and may inform later inspections, and formal complaints follow local processes. Where safeguarding is a concern, contact the council's children's social care team, the NSPCC on 0808 800 5000, or Childline on 0800 1111 if you are under 18; these routes come from the gov.uk guide for parents and carers, updated in May 2026, which also has a version written for children and young people.
On 23 February 2026 the Department for Education laid the schools white paper, Every child achieving and thriving, before Parliament and opened its SEND reform consultation the same day, closing it on 18 May 2026. The published direction includes a legal duty for schools to publish an annual Inclusion Strategy in place of the current SEN Information Report, individual support plans for every child with SEND, and a retained but improved EHC plan, extended through specialist provision packages; funding attached to the plan includes a 1.6 billion pound inclusive mainstream fund over three years, more than 200 million pounds for national SEND training, and 3.7 billion pounds of capital investment to 2030. On inspection the white paper is explicit, in that inclusion is now an evaluation area in the renewed school inspection framework, and the area SEND framework will be updated to align with the clarified statutory roles of local authorities and integrated care boards. Local area partnerships were also asked to submit local SEND reform plans in June 2026.
It helps to treat these standards as a checklist rather than as reading material for the final report. Keep one folder for the key dates: when the assessment was requested, whether the reply arrived inside six weeks, and when the 20-week deadline falls; transitions are where support most often slips, because responsibility changes hands, and the move from primary to secondary is the sharpest example. Access arrangements for exams follow JCQ rules and need evidence built up over time, so last-minute requests rarely succeed. Many students assume an existing package simply continues; in practice it has to be reconfirmed at each stage, and a new subject teacher will not automatically know what an old file contains. Once the local report is published, it is worth checking whether the problem it names is the one your own family keeps hitting.
