How schools in England handle knife-related risk is set by statutory guidance, local strategies and each school's own policies, not by a headteacher's personal judgement. Searches of bags, metal-detector screening at the gate and exclusions after a knife is found all rest on specific legal provisions and published official documents. This article follows four threads: the statutory guidance, the criminal law on possession, the powers schools have to search and screen, and what inspection research recommends.
In England, safeguarding is not a matter of headteacher discretion. Keeping children safe in education (KCSIE) is statutory guidance issued by the Department for Education under section 175 of the Education Act 2002, and schools and colleges must have regard to it when carrying out their duties to safeguard and promote the welfare of children. The 2025 edition took effect on 1 September 2025, replacing the September 2024 version, and defines a child as anyone under 18; all staff must read part one. The guidance lists involvement in anti-social or criminal behaviour, gangs, county lines and serious violence among the signs that a pupil may need extra support, which is why knife-related concerns rarely sit with one member of staff.
Bringing a knife onto school premises is already a criminal offence in England, so schools do not wait for an injury before acting. The Home Office and Ministry of Justice factsheet for the Crime and Policing Act 2026, updated on gov.uk on 19 May 2026, sets out several changes: a new offence of possessing a knife or offensive weapon with intent to use unlawful violence, carrying up to seven years, and a rise from six months to two years for offences such as private possession, importation, manufacture and sale of prohibited offensive weapons and selling knives to under-18s. Police also gain powers to seize, retain and destroy knives held in private where they lawfully enter premises and suspect unlawful violence. Online rules tightened too, with bulk sales of six or more bladed articles reportable to the police within 30 days.
Department for Education guidance on searching, screening and confiscation was first published on 14 February 2014 and last updated on 19 July 2023, and it covers maintained schools, academies, free schools and pupil referral units in England. It separates three actions: a search, where authorised staff look at a pupil or their possessions with reasonable grounds and, in defined circumstances, without consent; screening, which uses a walk-through or hand-held metal detector at the entrance and should be discussed with the local police before equipment is installed; and confiscation of what is found, whether as a disciplinary measure or for safety. The list of prohibited items that may be searched for is fixed and includes knives and offensive weapons; age, special educational needs and reasonable adjustments must all be considered.
Ofsted 的报告《Safeguarding children and young people in education from knife crime: lessons from London》在 2019 年 3 月发布,报告编号 190005。
Ofsted published Safeguarding children and young people in education from knife crime: lessons from London in March 2019 as report 190005. The research covered 29 schools, colleges and pupil referral units in London and included focus groups with parents and children, while the survey behind it drew 107 responses. Its central judgement was blunt: no single agency can solve knife crime, and schools cannot either, so the boundary between what schools can and cannot do has to be stated clearly. Ofsted grouped its recommendations under five headings, covering partnership working and strategic planning, exclusions and managed moves, early help and prevention, information-sharing, and teaching the curriculum.
Ofsted, the Care Quality Commission, HMICFRS and HMI Probation published a joint report on 20 November 2024 drawing on six joint targeted area inspections carried out between September 2023 and May 2024. It found that too many children, some as young as 11, carried knives because they felt unsafe, treating the knife as protection, and that in some inspected localities carrying a knife had become close to normal for certain children. Inspectors were alarmed at how routinely both children and professionals described knife-carrying, and the report stressed that children who carry knives are often being exploited themselves rather than simply offending.
The 2019 report recorded what parents said: children who were both victims and perpetrators had been encouraged by adult gang members to carry weapons into school purely to trigger an exclusion. Once excluded, a child loses protective factors, including regular contact with trusted adults, and becomes more exposed to criminality if no mainstream school or good alternative provision takes them. Pupil referral unit headteachers raised concerns about younger pupils, those with special educational needs and disabilities, and vulnerable girls arriving after exclusion, while receiving schools said they were not always given the information needed to meet those pupils' needs.
Teaching and academic support form one of the five recommendation areas in the 2019 Ofsted report, on the reasoning that achievement at school is itself a protective factor. The report describes schools raising knife-related risk through core subjects, drama productions, case studies, assemblies and tutor time. A separate qualitative study commissioned by the Department for Education and published in September 2025, Schools' response to knife crime in schools, interviewed strategic leads in 40 schools in England between October and December 2024; it states plainly that findings from 40 schools cannot be generalised to the whole country. Attendance, classroom participation and mental health support are the long-term indicators that sudden-lockdown drills tend to obscure.
Parents can ask three concrete questions. How does the school's searching and screening policy work in practice, who is authorised, when are metal detectors used and how long are records kept? Does every member of staff complete KCSIE part one training each year, and who is the designated safeguarding lead? And how does the school's arrangement with the police and the local authority on serious violence actually run? Each question points to a document rather than a promise, since the Serious Violence Duty created by the Police, Crime, Sentencing and Courts Act 2022 has been in force since 31 January 2023 and treats educational authorities as bodies that must be consulted and, on request, must collaborate.
Section 8 of the Police, Crime, Sentencing and Courts Act 2022 requires specified authorities in a local government area to collaborate and plan a strategy to prevent and reduce serious violence, and section 15 makes educational authorities relevant authorities that must collaborate when asked and may also ask to join. The statutory guidance published on gov.uk states that educational authorities, including maintained schools, academies, independent schools and further education providers, must be consulted when the strategy is prepared, and that strategies have to be reviewed annually. The November 2024 joint report offers a working example from Coventry, where school leaders felt heard by the police and used multi-agency panels to obtain intelligence about local hotspots.
Learn the vocabulary first: safeguarding covers the whole system, the DSL is the designated safeguarding lead, the LADO is the local authority designated officer who handles allegations against staff, and managed moves differ from exclusions. A line saying police were informed usually means the school has already followed its referral route rather than failed. Speculating about who was involved in a parent chat group is the error to avoid, because data protection and privacy rules usually prevent the school from sharing details, and guesswork harms the families caught up in it. Put concerns in writing to the DSL or headteacher, ask for a written reply and keep a timeline.
