In England, the rules that govern how schools handle safeguarding were rewritten in 2026. Keeping Children Safe in Education, usually shortened to KCSIE, is the statutory guidance issued by the Department for Education, and the 2026 edition replaced the 2025 version on 1 September 2026. It sets out the legal duties that schools and colleges must meet when they are worried about a student, and it now applies to every member of staff, including those who never work directly with children. For international students and their families the practical questions are simple: who is responsible, what happens after a concern is reported, and what a student can do personally.
The guidance applies to every maintained school, academy, independent school and further education college in England, and it covers young people under the age of 18. Each setting has to name a designated safeguarding lead, a senior member of staff whose role is to take concerns forward, while everyone else is expected to pass on anything that worries them instead of investigating it personally. That division of labour matters for students who arrive from another education system, because the reporting route is deliberately low-threshold: an unclear worry is enough to start a conversation with the right person.
The revision followed a public consultation rather than a quiet internal update. The Department for Education issued the draft on 12 February 2026, closed responses on 22 April 2026, and published the final documents on 7 July 2026 so that schools had the summer to prepare. All three documents, the full guidance, part one and the short overview, came into force together on 1 September 2026, and earlier versions stopped applying on that date. Many schools therefore spend the last weeks of the summer term rewriting their own child protection policies and retraining staff, which is why families often see a new policy pack early in the autumn term.
The most visible change in part one is what was removed rather than added. Earlier editions kept a shortened version in the annexes, and some schools used that shorter text for whole-staff training; the 2026 edition drops it and asks every member of staff, including catering, premises and administrative teams, to read the full version instead. Governing bodies are responsible for making sure this genuinely happens rather than being confirmed on paper. Part one runs to about 50 pages and covers how to recognise abuse and neglect, what to do with a first concern, and the situations in which a student might ask an adult for help.
The guidance now uses the term Family Help in place of Early Help, aligning its language with the wider reform of children's social care. The change is not purely cosmetic, because it shapes the route a school takes when a student's difficulties look serious enough for targeted support but not for a formal child protection referral. Two groups were added to the description of children who may need that support, namely pupils repeatedly removed from the classroom and pupils placed on a part-time timetable. In both cases the expectation is earlier recording and earlier contact with families and partner agencies, rather than waiting for behaviour to escalate into a crisis.
Online harm is described in far more concrete terms in the 2026 edition. Preventive education is expected to cover the sharing of intimate images, deepfakes, pornography and misogynistic online influencers, not just bullying. Generative artificial intelligence gets its own discussion, and schools are told to weigh the risks it introduces when they review their filtering and monitoring systems. The technical baseline comes from the Department for Education's digital and technology standards, which require a review of filtering and monitoring at least once every academic year, covering all relevant devices. Installing a filter without anyone reading the monitoring reports does not meet that description.
Part five, which covers child-on-child sexual violence and sexual harassment, was rewritten around the idea of harmful sexual behaviour. Serious violence was added as a distinct concern as well, covering physical assault and the carrying, threatening use or actual use of weapons, often in the context of peer conflict and sometimes linked to criminal exploitation. Staff are asked to pass such worries to the designated safeguarding lead, who assesses the risk to the pupil involved and to others before deciding what to do. Serious cases may call for a safety and support plan, and the guidance asks schools to consider how to de-escalate peer conflict rather than treat one incident on its own.
Mental health is treated as a safeguarding matter rather than a separate pastoral topic. Self-harm, eating disorders and suicidal ideation are named as signs that call for early identification and targeted support, and schools are expected to think about how mental health concerns interact with their wider duties. The guidance also notes that a student's medical condition does not by itself indicate a greater risk of abuse, while asking schools and health professionals to judge together whether a clinical incident has triggered a safeguarding duty. In boarding settings this matters more, because staff see the same students across the whole day and small changes are easier to notice.
Children with special educational needs, disabilities or health conditions face extra barriers when abuse has to be recognised. The 2026 edition lengthens the list of those barriers, including the fact that these pupils are more likely to depend on adults for care, which makes daily contact both frequent and private. Limited communication, behaviour that gets attributed to a diagnosis, and difficulty finding an adult to speak to alone can all keep a concern in the ignored stage. The guidance asks schools to cover these factors in staff training, and to keep information flowing between the school and health professionals where a medical condition is involved.
Cyber security appears in the guidance as a safeguarding concern for a straightforward reason: if an attacker takes a student's sensitive data, safety and wellbeing are affected at the same time. The digital and technology standards ask schools to carry out a cyber risk assessment every year and review it each term, and to report serious attacks rather than absorb them quietly. Information sharing has been updated too, so that when a pupil moves to a new school the designated safeguarding lead may consider passing on more than the child protection file if the records suggest a risk to the pupil or to others. Systems and mailboxes that carry safeguarding information are expected to be genuinely confidential, not confidential in name only.
For a student in England, the first practical step is knowing who the designated safeguarding lead is, since the name and contact route normally appear on the school website and on staff noticeboards. Reporting a concern does not require proof, and staff are expected to take an unclear worry seriously rather than filter it out. Where the concern involves an adult, the local authority designated officer coordinates the response, and the guidance is explicit that abuse can be reported no matter how long ago it happened. Parents who are unhappy with how a school has handled a matter usually start with the school's own complaints procedure, and the Department for Education publishes which body takes it further depending on the type of school.
