退考能不能把钱拿回来，答案不取决于理由有多充分，而取决于你退考的时间点。英国几大考试局把每个考季的时间轴切得很细：报名截止、晚报名费、非常晚报名费、退费闸门，每一步的代价都不一样。本篇按 AQA、Pearson Edexcel、OCR 与 Cambridge International 官网公布的收费手册，把退费规则逐条拆开，也把中国考生通过 British Council 报名的退费口径写清楚。站在考点一侧看，报名一提交，考位、试卷印制与阅卷排期就开始产生成本，这解释了他们为什么对晚退考如此吝啬。
Whether you get an exam fee back has little to do with how good your reason is and almost everything to do with timing. Every UK awarding body splits its series into stages: the entry deadline, the late fee date, the very late or high late fee date, and the point at which refunds stop. Once an entry is submitted the board has already booked a seat, printed papers and scheduled markers, which is why late withdrawals are treated so harshly. This article sets out the withdrawal and refund rules published by AQA, Pearson Edexcel, OCR and Cambridge International, plus the separate route taken by private candidates in China.
报名截止与晚报名费的四个节点
先记住每个考季的四个节点，后面的退款判断都建立在这条时间轴上。AQA 的 2026 年 6 月系列里，报名截止是 2026 年 2 月 21 日，从 2 月 22 日起的新报名按原报名费的 100% 加收晚报名费，2026 年 4 月 21 日起再报就进入非常晚报名，加收比例升到 150%，同一天也开始收修改费。Pearson Edexcel 的结构一样，只是名字不同，2026 年 6 月英国本土考点的报名截止同样是 2 月 21 日，2 月 22 日起报名费翻倍，2026 年 4 月 22 日起翻到三倍，这一天叫高额晚报名费日期。OCR 把 2026 年 11 月系列的报名截止定在 2026 年 10 月 4 日，晚报名费从 10 月 21 日起算。三家考试局的规律一致：报名费本身不动，动的是附加费，而附加费永远不参与退款。
Each series has four dates worth writing down. For AQA's June 2026 exams the entry deadline was 21 February 2026, entries from 22 February carry a late entry fee equal to 100 per cent of the entry fee, and from 21 April 2026 the charge becomes a very late entry fee of 150 per cent, with amendment fees starting the same day; Pearson Edexcel uses the same structure under different labels, with a deadline of 21 February for UK centres, a doubled fee from 22 February and a trebled fee from 22 April, the date known as the high late fee date. OCR sets its November 2026 entry deadline at 4 October 2026 with stage one late fees from 21 October; in all three cases the entry fee itself stays fixed, the surcharges move, and surcharges are never refunded.
截止日之前退考能退回多少
在退费闸门关闭之前退考，报名费基本能拿回来，只是拿回的形式各家不同。AQA 的做法是开 credit note，也就是把已缴的报名费冲抵到你下一笔费用里，2026 年 6 月系列的这条线是 4 月 21 日。Pearson Edexcel 更直接，2026 年 4 月 22 日之前退考的报名费自动退回。OCR 按资格规模给窗口，GCSE 及同类规模的科目在报名截止后一个月内退考可退，A Level 及同类规模给两个月。晚报名费、非常晚报名费和修改费不在这条通道里，AQA 的收费手册写明这三项不退还。很多学生以为退费是按报名时交的钱全额退，实际上考点那一层管理费会先被扣掉，这笔钱的规则在下面单独讲。
Withdraw before the refund cut-off and the entry fee normally comes back, though each board returns it in its own way. AQA issues a credit note, so the fee already paid offsets your next invoice, and for the June 2026 series that line fell on 21 April; Pearson Edexcel refunds the subject or unit fee automatically if the entry is withdrawn before the high late fee date, which was 22 April 2026; OCR works by qualification size, refunding GCSE or similar-sized entries withdrawn within one month of the entry closing date and A Level or similar-sized entries within two months. Late, very late and amendment fees sit outside this route and are explicitly excluded from refunds in the AQA fees booklet.
退费闸门关闭之后为什么一分不退
过了退费闸门，报名费就留在考试局账上了。AQA 的收费手册写明，超过该日期不再提供 credit note，唯一的例外是医疗原因可以考虑部分退款，已缴费用也不能从一个考试或一个考季结转到下一个。Pearson 的规则更硬，在高额晚报名费日期当天或之后退考，原则上不发退款，除非能提交证明考生无法完成单元的医疗证据。OCR 同样写明，截止后的退考不再自动进入退费流程。很多学生以为反正考位空着，钱应该退，可考试局的成本发生在报名提交那一刻，而不是考试当天。如果确实已经决定不考，越早动手越好，晚一天就可能多付一笔附加费。
Once the cut-off passes, the fee stays with the board. AQA states that no credit notes are provided for entries withdrawn after the published date, that medical grounds are the only route to a partial refund, and that fees already paid cannot be carried forward from one exam or series to another; Pearson takes a similar line, issuing no refund for withdrawals on or after the high late fee date unless medical evidence shows the candidate could not complete the unit; OCR also stops automatic refunds after its deadline. The cost the boards are protecting is not the empty seat on exam day but the printing, examiner allocation and administration triggered the moment an entry lands.
医疗与丧亲这一条通道的证据要求
医疗与丧亲是唯一能穿过闸门的理由，但证据要求很具体。AQA 要求任何部分退款申请附上合格的医疗证明，理由写得含糊的申请会被退回。OCR 写明，因病无法考试或考生丧亲、去世的情况，可以在成绩公布前一周内申请退费，医疗要医疗证明，丧亲要中心抬头的信函。Pearson 要求提供医疗证据，并强调这类申请按个案处理。Cambridge International 的措辞类似，退考截止日之后仍可申请，理由限定为医疗、丧亲或其他特殊情况，非医疗原因逐个评估，成绩公布之后一律不再受理退考。所有申请都要通过考点或学校提交，考试局不接受考生个人直接申请。
Illness and bereavement are the two reasons that still get through the gate, and the evidence bar is specific. AQA asks for satisfactory supporting medical evidence with any request for a partial refund, OCR accepts withdrawals on medical grounds or following bereavement up to one week before results are published with a medical certificate or a letter on centre-headed paper, and Pearson describes the same exception as medical evidence handled case by case; Cambridge International allows requests after its withdrawal deadline for medical reasons, following bereavement or in other exceptional circumstances. In every case the request must come from the centre, and Cambridge stops accepting them altogether once results are released.
缺考不等于退考 当天要做的事
缺考和退考是两回事，前者一分不退。AQA 的收费手册写得很直白，学生单纯缺席考试，不出 credit note。想保护成绩，正确的工具是特殊考虑而不是退款，JCQ 的流程允许在生病、受伤或家庭变故之后按比例补偿分数，考的是等级，不是钱。常见的错误是考完当天就回家休息，既没有向监考老师说明情况，也没有留下当天的医疗记录，等成绩出来才想起要申诉，证据早就断了。如果考试当天身体不适，第一件事是通知考点，让监考写进报告，随后尽快补医疗证明。
Missing an exam is not the same as withdrawing from it, and the first costs you the whole fee. AQA's booklet says plainly that no credit note is issued where students are simply absent; the tool that protects a grade is special consideration, which sits in the JCQ system and can add a small percentage of marks after illness, injury or a family emergency, working on the result rather than on the money; a common mistake is to go home after a bad morning without telling the invigilator and without collecting any medical record that day. If you feel unwell on the day, tell the centre first so the invigilation report captures it, and gather medical evidence within the week.
晚报名费与修改费为什么不退还
晚报名费和修改费属于手续费，从设计上就不退还。AQA 的收费手册明确写 late, very late and amendment fees are not refunded，也写明晚报名之后退考，只处理报名费本身。Pearson 的说明是，如果一笔晚报名在高额晚报名费截止日前退掉，退的只是报名费，晚报名附加费留在考试局。改科目选项或改等级在截止日之后同样要花钱，AQA 的修改费是原报名费的 100%，而且是在原有报名费之外加收。Pearson 的修改费通常是报名费的两倍。只有考生个人信息写错这种改动，在证书印制前不收钱。
Late and amendment charges are administrative fees, and by design they never come back. AQA's booklet states that late, very late and amendment fees are not refunded and that where a late entry is withdrawn only the entry fee itself is returned; Pearson explains the same rule from the other direction, so withdrawing a late entry before the high late fee deadline recovers the entry fee while the late surcharge stays with the board. Changing a subject option or tier after the deadline also costs money, with AQA charging an amendment fee equal to the full entry fee on top of what you already paid and Pearson charging roughly double the entry fee; the one free change is correcting a candidate's personal details before a certificate is printed.
中国考生走 British Council 报名怎么退
在中国以私人考生身份报 Cambridge International，报名和退费都走 British Council 的线上系统，规则与其他地区不同。自 2025 年 7 月 1 日起，在标准报名截止日前提交退考申请，退考试服务费的 80%，另外 20% 作为管理费不退。截止日之后只按特殊情况受理，要有有效证明，比如医疗原因必须在考试日之前提交医疗证明，申请获批后仍是退 80%。退款在申请获批后约四到六周原路退回。考试日当天及之后不再接受任何退考申请，一科含多个 component 的，第一份卷子开考之后就不再受理。2026 年 5 月与 6 月系列的标准报名截止是 2026 年 2 月 11 日 17:00（北京时间），晚报名截止 2026 年 4 月 9 日 17:00。
Private candidates in China who enter through British Council China follow a different schedule from school candidates, and the current rules have applied since 1 July 2025. A withdrawal request submitted before the standard registration deadline returns 80 per cent of the test service fee with the remaining 20 per cent kept as an administration charge; after that deadline only exceptional circumstances are considered, a medical withdrawal must be filed with a medical certificate before the test day, and an approved request still returns 80 per cent; refunds are processed roughly four to six weeks after approval through the original payment channel. No withdrawal request is accepted on or after the exam date, and for a subject with several components the cut-off is the date of the first scheduled paper; for the May and June 2026 series the standard deadline was 11 February 2026 at 17:00 China time, with late entry running to 9 April 2026.

在校考生面对的退考期限由剑桥国际直接定给学校。官方考官指南写的是，6 月系列在 2026 年 2 月 21 日之前退考，11 月系列国际学校首次报名的退考期限是 2026 年 8 月 16 日，重考报名是 2026 年 9 月 21 日，英国本土学校统一用 9 月 21 日。超过期限之后仍可申请，理由只能是医疗、丧亲或其他特殊情况，医疗要医疗证明，丧亲要中心抬头的信，非医疗原因按个案处理。成绩公布之后，剑桥不再接受任何退考申请。这笔钱退不退、退多少，最后还要看学校和考点自己的规定，因为考试局是与考点结算，不是与考生结算。
School candidates work to withdrawal deadlines that Cambridge International sets for centres rather than for families. The official exams officers guide puts the June series cut-off at 21 February, the November series at 16 August for first-time entries from international schools and 21 September for retakes, and UK schools on 21 September for both; requests after those dates are still possible for medical reasons, following bereavement or in other exceptional circumstances, with a medical certificate or a letter on centre-headed paper as evidence. Once results are released no further withdrawal requests are accepted, and whether any money reaches the candidate depends on the centre's own policy because the board settles its invoice with the centre.
改等级换考季转考点的退款差别
退考之外，改等级、换考季和转考点是三种更常见也更省钱的操作。改 tier 从 Foundation 换到 Higher 这类调整，OCR 写明原报名费全额退还，只按 Stage 2 收一次非常晚报名费。AQA 在 2026 年 4 月 21 日之后改选项或等级要收修改费。换考季这条路在 AQA 走不通，官网写明已缴费用不能从一个考试或考季结转到另一个，想从 6 月系列挪到 11 月系列，就得重新报名并重新缴费。换考点要付转中心的管理费，OCR 的收费表里单列了这一项。这些操作都有时间窗，最好在 4 月中下旬的退费闸门之前一次做完。
Beyond withdrawal there are three cheaper moves that solve most timetable problems. OCR states that a tier change refunds the original entry fee in full and attracts only the stage two very late charge, while AQA charges an amendment fee for option or tier changes made after 21 April 2026; moving to a later series does not work at AQA, which says fees already paid cannot be carried forward from one exam or series to another, so a candidate shifting from June to November has to be entered and paid for again; transferring to another centre carries an administration fee, listed separately in the OCR fees schedule. Each operation has its own window, and the practical advice is to finish them before the refund cut-off in mid to late April.
成绩之后复议费只有等级变了才退
成绩出来之后的退费规则和报名阶段完全不同，只有等级变了才退钱。JCQ 体系下的成绩复议分照卷复核、阅卷复核和优先阅卷复核三类，照卷复核只核对分数加总与记录，阅卷复核才看评分标准用得对不对。AQA 官网写明，服务费用在等级发生变化时全额退还，等级没变就不退，即使分数上调但没跨过等级线，费用也一样留在考试局。2026 年夏季系列的申请要赶在 8 月中下旬和 9 月下旬两条截止线之前，具体日期以 AQA 官网 post-results services 页面为准。申请必须由考点代为提交，考试局不直接受理考生的电话与邮件。阅卷时看到的情况是，同一科里只查一份卷子命中率有限，多份一起复核更容易跨线，但等级上调与下调的概率是双向的。
Refunds after results follow a completely different rule, since the money moves only if the grade does. Post-results services in the JCQ system cover clerical re-checks, reviews of marking and priority reviews, and AQA publishes the key condition clearly: the service fee is refunded when the grade changes and not otherwise, even where marks rise but stop short of the next boundary; requests for the summer 2026 series have to clear deadlines in late August and late September, with exact dates on AQA's post-results services pages, and they must be submitted by the centre. In practice, asking for a review of every paper in a subject gives a better chance of crossing a boundary than reviewing one paper, though grades can also move down.
考点自己的管理费是另一笔账
除了考试局收的钱，考点往往还会收一笔自己的费用，这笔钱不归考试局管。AQA 在面向私人考生的页面上提醒，学校或学院可能另收管理费或场地费，这些费用由学校自行决定，也直接付给学校，与考试局无关，退款规则自然由学校自己写。现实里的做法差别很大，有的学校在报名时就说明退考不退管理费，也有私立考点公开写明退费时每科扣 100 英镑管理费，截止日之后一分不退。很多学生以为报名费会全额回来，实际到手的金额往往要先扣掉这一层。拿到报价时，把管理费和报名费分开算，才知道退考的真实损失。
On top of what the board charges, a centre usually adds its own fee, and that money sits outside the board's control. AQA warns private candidates that schools and colleges may charge additional administration or accommodation fees, decided by the school and paid to the school rather than to the board, which means the refund policy for that part is written locally; practice varies widely, with some centres stating at entry that administration charges are never refunded and others publishing a fixed deduction per subject, such as one London centre that keeps 100 pounds when a candidate withdraws before the deadline and returns nothing afterwards. Candidates who expect the full entry fee back are usually surprised by this layer, so ask for the administration element separately when you are quoted a price.
动手退考前的凭证与先后顺序
真到要退考那一步，按固定顺序走会少很多麻烦。先把三份材料找齐：考试局官网该考季的收费手册或 key dates 页面、退费闸门的准确日期、以及学校自己的退费政策文件，三者不一致时以考试局的截止日为准，学校通常只能比它更严。需要留在手上的凭证包括医疗证明（写清日期、诊断和医生签名）、中心抬头的说明信，以及与考点往来的书面邮件，口头沟通在退费争议里几乎无效。申请尽量用报名时登记的邮箱发出，走 British Council 中国区报名的考生要按官方指引发到 Globalexams.China@britishcouncil.org.cn 并附退考表格。动手之前先算一遍账，重考一次要交的报名费加晚报名费，很可能比退费本身更高，这一步算清楚再决定退不退。
When withdrawal becomes a real decision, following a fixed order saves most of the friction. Collect the board's fees booklet or key dates page for that series, the exact refund cut-off date and the centre's own refund policy, remembering that where the three disagree the board's date governs and a centre can only be stricter; keep medical certificates stating the date, the diagnosis and the doctor's signature, letters on centre-headed paper and every email exchanged with the exams office, because verbal assurances carry almost no weight in a refund dispute; send the request from the email address used at registration, and candidates who entered through British Council China should use the published service mailbox with the withdrawal form attached. Before submitting anything, price the alternative, since re-entering for a later series with late fees can easily cost more than the refund you are chasing.
