A-Level JCQ

Parents often ask during exam week whether extra time can still be added for their child, and under JCQ rules the answer is no, because access arrangements have to be approved before the exams begin. JCQ is the joint council whose regulations AQA, Edexcel and OCR all follow, and its guidance sets out who qualifies, what evidence a centre must hold and when everything has to be submitted. The one route that does exist for a sudden problem on the day is covered later in this article.

Access arrangements are pre-exam adjustments, while special consideration is a post-exam adjustment to marks, and the two are frequently confused in conversation. Extra time, a separate room, a reader or a scribe all belong to the first category, and their purpose is to let a candidate show what they can do against unchanged assessment standards. Special consideration sits after the exams and is capped at 5% of the total raw marks under current JCQ guidance, with the size depending on how long and how badly performance was affected. A diagnosis on its own does not deliver extra time, because the centre still has to evidence a genuine difficulty under timed conditions, which is why the timing of the two processes differs so sharply.

The JCQ website states that arrangements must be processed and approved before the assessment, no later than the published deadline for that series. For the June 2026 series the deadlines were split in two, with 31 January 2026 for modified papers such as large print or braille and 21 March 2026 for every other access arrangement. Those dates are the last point at which a centre can submit through Access Arrangements Online, so a family who starts asking in exam week is already far too late. Centres normally collect evidence earlier, because assessor reports, teacher feedback and the signed profile all have to be assembled first, and a late request cannot be forced through by urgency alone.

One condition in the JCQ regulations is easy to overlook, and it is written as normal way of working. In plain terms, the arrangement has to be something the candidate already uses in lessons and in timed internal tests, not something invented shortly before an exam series begins. Centres keep class-based evidence such as teacher comments, internal test timings and examples of work produced with the arrangement in place. A request for a laptop that no teacher has ever seen the student use is difficult to defend, and evidence gathered only days before the exam is easily challenged as unrepresentative of how that student normally works.

Extra time of 25%, which works out at fifteen extra minutes in every hour, is the application centres make most often. The evidence sits in Form 8, the JCQ/AA/LD profile of learning difficulties, and for the 2025 to 2026 academic year Part 1 has to carry teacher feedback as well as evidence of normal way of working. Assessment material normally comes from a qualified assessor and measures processing speed or reading efficiency, the factors that actually drive slow working under timed conditions; low exam marks on their own prove nothing, since they can have many causes. Speed of processing is the real question here rather than general ability, and the centre also has to explain why the arrangement is reasonable, practicable and capable of addressing a specific difficulty in the exam room.

Extra time above 25% falls into a separate band covering 26% to 50%, and the bar there is noticeably higher. A centre has to present a compelling and substantial picture of need, drawing on classroom performance, timings from internal timed tests and teacher observation collected over a period of time. One assessment report will not carry this band on its own, because the awarding body wants several strands of evidence pointing in the same direction. The full 50% is not granted automatically either, since the centre must show why 25% is not enough, and reasons such as absence, lateness or unfinished revision are simply not part of the judgement.

One note added for the 2025 to 2026 academic year deserves attention. JCQ states that supervised rest breaks may be more effective and more appropriate than 25% extra time for candidates who experience anxiety or attention difficulties, a group that includes ADHD, autism spectrum conditions, some medical conditions and mental health needs. A rest break means stopping the clock briefly and then continuing, so working time is protected without one long unbroken stretch of writing. For many candidates a break addresses the real problem in a way that forty extra minutes at a desk does not, and centres are now expected to weigh both options rather than treating extra time as the default.

Access arrangements divide into two categories, and the handling time differs a lot. Coloured overlays, a separate room, supervised rest breaks, a word processor and a desk timer are decisions a centre can take itself, provided the arrangement is recorded and matches the candidate's normal way of working. A reader, a scribe, extra time of 25% or more, modified papers and requests such as listening to music or white noise all need prior approval from the awarding body. Misreading which category applies wastes weeks, and the two mistakes run in opposite directions, since some families wait for board approval on an arrangement the centre could have granted, while others assume a centre decision is enough for a reader or a scribe.

The rule that no arrangement can be added on exam day has one narrow exception worth spelling out. JCQ allows a centre to put an arrangement in place first and submit the online application afterwards where a temporary injury or impairment is involved. If a candidate breaks an arm shortly before an exam, the centre can arrange a scribe or a computer on the day and then file the application with medical evidence as soon as possible. Long-term conditions still follow the normal approval process, and a diagnosis produced on the morning of the exam does not unlock extra time, so an emergency request is a fast track for paperwork rather than a way around the rules.

When something goes wrong on the day, the route is special consideration rather than an access arrangement. The JCQ special consideration guide lists eligible circumstances such as temporary illness or injury at the time of assessment, a family crisis, or a failure by the centre to implement arrangements it had already had approved. Ineligible cases are listed just as clearly, and they include long-term illness, a disability or learning difficulty in itself, and a centre that missed the published application deadline. A broken limb typically falls in the 3% band, with the awarding body deciding the final figure, and applications have to be submitted at the time of the assessment rather than months afterwards.

Private candidates have no school coordinator running the process for them, so the deadlines are their own responsibility. The first step is finding a centre that accepts private entries, and JCQ publishes a list of centres for this purpose. Difficulties under timed conditions and any likely arrangements should be declared on the entry form, after which the centre will ask for supporting evidence such as a specialist assessment report or records of arrangements granted in earlier exams. Everything has to arrive before the centre's own internal deadline, which normally sits earlier than the JCQ date, and candidates who only raise the question after entering often find the assessment diary already full.

Laid out on a calendar, the process is easier to follow. The autumn term is when needs are raised and assessments booked, and earlier is always better. Internal mocks in the winter term supply the timed evidence that carries the most weight, because they show how the candidate actually performs under exam conditions. The modified-paper deadline falls in late January for large print or braille, and centres submit everything else through Access Arrangements Online in the second half of March. Once approval comes through, the arrangements still have to reach seating plans, invigilation notes and paper orders well before the June exams begin.

The hardest scenario is a genuine need that a centre simply missed. The JCQ special consideration guide treats a failure to implement already approved arrangements as eligible, but lists a centre missing the application deadline as ineligible. That distinction matters, because an approved arrangement that was not delivered can lead to a post-exam adjustment, while an arrangement that was never approved cannot be granted retrospectively. Families facing this situation should keep written records, raise it promptly with the centre's exams officer and head of centre, and use the awarding body or regulator complaint route where necessary.
