Choosing a UK university is usually framed as a question about rankings and entry grades, yet the numbers that describe teaching quality and graduate destinations sit on official dashboards most families never open. The Teaching Excellence Framework (TEF) is run by the Office for Students, and part of its judgement comes from what graduates are doing fifteen months after they leave. This piece sets out how the ratings are built, how the employment data is collected, and what changes from 2027-28.
The TEF is a national scheme run by the Office for Students, the regulator for higher education in England, and it rates undergraduate provision rather than research; providers receive an overall rating of Gold, Silver or Bronze, plus separate judgements for student experience and student outcomes. The 2023 exercise was assessed by the TEF Panel during 2022-23 and published in September 2023, when 227 providers held a rating, and those awards were designed to last four years; checking which exercise a rating comes from matters, because Bronze in 2023 and Bronze under the new scheme are not the same claim.
Each aspect carries its own rating, so a provider may hold Silver for student experience and Gold for student outcomes while its overall award sits at Silver. Student experience is built from what final-year students say in the National Student Survey, while student outcomes draws on continuation and completion records plus survey data on what graduates do next. Reading the two aspects separately tells you more than the single overall label, especially when a course is chosen with a career in mind.
The National Student Survey asks final-year undergraduates about teaching, assessment and feedback, academic support, learning resources and student voice, with answers scored by levels of agreement. The OfS converts those scale scores into the experience indicators used in TEF assessment; the 2026 NSS results were released as official statistics on 8 July 2026. Two cautions apply here: response is voluntary, and the survey records perceptions rather than outcomes; a high score describes how students felt about their course, not what they achieved on it.
The outcomes aspect rests on three timed measures. Continuation counts students still studying, or already qualified, one year and fifteen days after starting; completion counts those who gained a qualification four years and fifteen days in, with longer windows for part-time study. Progression covers qualifiers in managerial or professional work, further study or other positive outcomes fifteen months after leaving. Because each measure has a fixed observation window, the figures you read in 2026 describe cohorts who started years earlier.
Progression data comes from the Graduate Outcomes survey, run by the Higher Education Statistics Agency (HESA) within Jisc, and described as the largest annual social survey in the UK; it asks graduates what they were doing fifteen months after finishing, covering job type, further study, earnings bands and whether the work felt meaningful. The most recent return had 358,045 respondents, with around 88% in work or further study according to Discover Uni. Response rates decide how stable a provider's indicator looks, and small cohorts can swing sharply on a handful of replies.
Employment indicators depend on graduates choosing to answer the survey, and the people who chase responses, explain the data and feed destinations back into course teams are the university careers services and careers advisers; the OfS timeline for the revised scheme includes developing additional employment indicators and consolidating the TEF and B3 data dashboards, with a second consultation in autumn 2026. For applicants, that means the quality of a careers service can shape a provider's rating indirectly, through response rates and data quality, rather than only through marketing copy. Asking about waiting times for careers appointments is a more useful campus question than reading a brochure.
On 11 June 2026 the OfS published the outcome of its consultation and confirmed a revised TEF that merges quality assessment into a single system. Providers meeting the regulator's minimum requirements receive Bronze, while Silver and Gold mark quality above that baseline; Bronze therefore means something closer to a threshold than it did in the 2023 exercise. The new scheme adds stronger incentives and interventions, including student recruitment limits for providers rated Bronze or requiring improvement, with details subject to a further consultation in autumn 2026; assessment becomes cyclical, and lower-rated providers are assessed more often.
The published timetable runs from a second consultation in autumn 2026, covering indicator definitions, assessment method and a new postgraduate taught survey, through to the first outcomes under the new scheme in autumn 2028. Assessors are recruited in spring 2027; guidance and dashboards appear in summer 2027; the first cohort submits in early spring 2028 and is assessed during 2028; the OfS expects to assess up to 150 providers a year and to complete a first assessment of every registered provider by autumn 2030. Until then, 2023 ratings stay valid and will be published alongside new ones with clear labelling.
TEF ratings describe an institution's undergraduate provision as a whole, not a single course. A Gold award does not guarantee that the department you apply to teaches well, since course design, assessment and staff-to-student ratios vary between faculties of the same university. Subject-level evidence sits elsewhere: Discover Uni course pages combine destinations, median earnings and subject-level survey scores, while the OfS TEF data dashboard breaks continuation, completion and progression down by provider and subject. Where a subject cohort is too small, published figures are suppressed by design.
Discover Uni is the government-backed comparison site, and for any course it shows three things worth checking: what graduates were doing fifteen months on, the median earnings for that subject, and student ratings of the course. Earnings figures come from the Longitudinal Education Outcomes dataset, built from tax and benefit records, which is a different source from the Graduate Outcomes questionnaire; the two will not agree, because one records what graduates report and the other what they earn. LEO figures appear only where at least 15 graduates are in the data, which explains why small subjects often show nothing at all; treat both as filters for ruling out options rather than as a ranking.
The most common mistake is comparing figures from different years or different definitions: a destination figure built from 2021 responses cannot be lined up against a 2023 release and still mean anything. Reading only the overall award is the second trap, since a provider with Gold student experience and Bronze student outcomes satisfies two very different sets of applicants. Ignoring response rates is the third, because a provider with a low return rate may be publishing a picture of the students who chose to answer; fixing the year, the definition and the level of the data, then adding a real conversation with the careers service, is the workable order.
