Edexcel GCSE

卷子分成 Section A 与 Section B 两截,Section A 是史料题,Section B 是史家解释题。

This guide works through Option 31 of the Edexcel GCSE History modern depth study, Weimar and Nazi Germany 1918-39, which Pearson introduced for first teaching in September 2016 with first assessment in 2018. It is examined in Paper 3, coded 1HI0/31, in one hour and twenty minutes for 52 marks and 30 per cent of the qualification, with Section A given to sources and Section B to interpretations. The six parts carry 4, 12, 8, 4, 4 and 16 marks plus four marks for spelling, punctuation, grammar and terminology, and the questions reward what a source or an interpretation can be used for rather than how much of the textbook can be repeated.

Section A opens with a four mark inference question and a twelve mark explain why question, and the mark scheme splits those twelve marks evenly between the second order concept and the knowledge behind it. Section B then runs through source utility at eight marks, a four mark difference of view, a four mark reason for that difference, and a sixteen mark judgement question carrying four extra marks for spelling, grammar and terminology; the weakest of those parts across all four options was the reason for difference question, where the average award was 1.83 out of 4. Candidates restated the sources instead of naming a date, an author or a purpose, which is exactly what the top level descriptors ask for.

The republic began with a naval mutiny at Kiel in late October 1918, which spread into strikes across Germany and ended with the Kaiser's abdication on 9 November and the armistice two days later. Ebert's Council of People's Representatives arranged elections for a National Assembly on 19 January 1919, when men and women over twenty voted on equal terms; the assembly met in Weimar, away from the street fighting in Berlin, and the constitution signed in August 1919 set a seven year presidential term, a Reichstag elected every four years by proportional representation and emergency powers under Article 48. That clause was used sparingly at first, which is why rule by decree after 1930 is usually presented as a break with the republic's design rather than a continuation of it.

The treaty was signed on 28 June 1919 without German negotiators in the room, and its terms fell into three groups. Territory was transferred or placed under outside control, including Alsace-Lorraine, the Polish Corridor, the free city of Danzig and a demilitarised Rhineland, while the army was capped at 100,000 men with no tanks, submarines or aircraft and no more than six battleships. Article 231 assigned responsibility for the war to Germany and reparations were fixed in 1921 at 132 billion gold marks, against losses of about 13 per cent of territory and 10 per cent of population that appear in almost every twelve mark explanation of German anger.

Three episodes define the early crisis years: the Spartacist rising of January 1919, which the government crushed with Freikorps units and which ended with the deaths of Rosa Luxemburg and Karl Liebknecht; the Kapp Putsch of March 1920, when the army refused to fire on the putschists and only a general strike broke the revolt within four days; and Hitler's Munich Putsch of 8 and 9 November 1923, which failed at the Feldherrnhalle but gave the Nazi Party national publicity. Taken together they show a republic that leaned on right-wing force to survive and used it without hesitation against the left. Assassinations ran through the same years, with foreign minister Walther Rathenau shot in June 1922.

Hyperinflation followed the Franco-Belgian occupation of the Ruhr in January 1923, when the government called for passive resistance and paid striking workers with printed money. The exchange rate fell from roughly 18,000 marks to the dollar in January to 4.2 trillion by November, a loaf of bread cost 200 billion marks, and wages were paid twice a day so that families could spend them before they lost value; savings and pensions were wiped out in weeks. Stresemann became chancellor in August 1923 and the Rentenmark, worth one trillion old marks, restored confidence almost immediately, though the political damage to middle-class support for the republic lasted much longer.

The Dawes Plan of 1924 rescheduled reparation payments and brought an 800 million gold mark loan from American banks, which helped German industry recover between 1925 and 1929. Diplomacy followed the same line, with the Locarno Pact of 1925 confirming Germany's western borders and the demilitarised Rhineland, membership of the League of Nations in 1926 and the Kellogg-Briand Pact in 1928; culturally the years are remembered for Berlin, the Bauhaus move to Dessau in 1925 and films such as Metropolis in 1927. Yet the recovery rested on short-term foreign loans and on coalitions that rarely lasted a full term, so the stability of 1924 to 1929 was shallower than it looked.

The German Workers' Party was founded by Anton Drexler in January 1919, Hitler joined in September and the Twenty-Five Point Programme of February 1920 gave the movement its first full statement of aims. Hitler took over as leader in 1921 and set up the SA in the same year to protect meetings and disrupt rivals, before the failed Munich Putsch of 9 November 1923 sent him to trial in February 1924 and then to Landsberg, where he dictated Mein Kampf during roughly nine months of a five year sentence. After the ban was lifted the party was refounded in February 1925 and the Bamberg Conference of February 1926 settled the leadership question in Hitler's favour, so the programme stayed fixed while the tactics changed.

The Wall Street Crash of October 1929 cut off American short-term loans, and German unemployment rose from about 1.4 million in 1928 to roughly six million by 1932. Nazi seats climbed from 12 and 2.6 per cent in May 1928 to 107 and 18.3 per cent in September 1930, then peaked at 230 seats and 37.3 per cent in July 1932 before slipping to 196 seats and 33.1 per cent in November; even at that peak the party could not win a majority, since Hindenburg took about 53 per cent against Hitler's 36.8 per cent in the second round of the presidential election in April 1932. That gap is why the route to power after January 1933 ran through intrigue rather than the ballot box.

Bruening became chancellor in March 1930 and governed through presidential decrees, and by the end of 1932 Germany had run through Papen and then Schleicher without a stable majority in the Reichstag. On 30 January 1933 Hindenburg appointed Hitler as chancellor in a cabinet where the Nazis held only three posts; the Reichstag fire of 27 February was followed the next day by the Decree for the Protection of the People and the State, which suspended civil liberties and gave the election campaign of 5 March its legal cover. The Nazis won 288 seats and 43.9 per cent, still short of a majority, and on 23 March the Enabling Act passed by 444 votes to 94 with only the Social Democrats against it, transferring legislative power to the cabinet for four years.

On 30 June 1934 the SS carried out the Night of the Long Knives on Hitler's orders, killing the SA leadership around Roehm, the former chancellor Schleicher and others, with about 85 deaths admitted officially at the time. The army accepted the purge because Hitler promised to cut the SA down and expand the regular armed forces, and after Hindenburg died on 2 August 1934 Hitler merged the offices of president and chancellor and took a personal oath from the army within weeks. Behind that lay the Gestapo as political police, an SS expanded by Himmler since 1929 and an emerging camp system whose first permanent site was Dachau, opened in March 1933.

Goebbels became Minister of Propaganda in March 1933 and the Reich Chamber of Culture brought newspapers, radio, film and theatre under one censorship system that excluded Jewish and politically unreliable workers. The People's Receiver sold for 76 marks in 1933 and later sets cost about 35 marks, so that by 1939 roughly seven households in ten had a radio and the spoken word reached further than any newspaper; the Nuremberg rallies and the 1936 Berlin Olympics were stage-managed showcases, filmed by Riefenstahl in Triumph of the Will in 1935. Against that, the Concordat with the Vatican in July 1933 and the pro-Nazi German Christians were met by the Confessing Church after Barmen in 1934 and by Niemoeller's arrest in 1937 and transfer to Dachau in 1938.

Nazi policy towards women was summed up in the slogan children, kitchen and church, supported by the 1933 marriage loan of 1,000 marks with a quarter written off per child and by the Mother's Cross introduced in 1938. Labour service became compulsory for men aged 18 to 25 in June 1935, the autobahn programme and rearmament absorbed workers, and registered unemployment fell from about six million in 1932 to under one million by 1936, although women and Jews pushed out of work were never counted in those figures; youth policy ran through the Hitler Youth, which grew from about 50,000 members in 1933 to nearly eight million by 1939. Persecution of Jews moved from the boycott of April 1933 to the Nuremberg Laws of September 1935, the Kristallnacht pogrom of 9 and 10 November 1938 and the exclusion of Jews from economic life altogether.
