英格兰目前只有四家考试局获得 Ofqual 认可,可以颁授 GCSE、AS 与 A Level,分别是 AQA、Cambridge OCR、Pearson 与 WJEC Eduqas,这份名单写在 Ofqual 的 2026 年《Guide for schools and colleges》里。
Switching exam boards for the same subject is one of the questions parents raise most often at school meetings. In England only four boards are recognised by Ofqual to award GCSE, AS and A Level, and all of them work to the same General Conditions of Recognition while the subject content is set by the Department for Education. The parts that genuinely shift an individual mark are paper structure, assessment weightings and that summer's grade boundaries, so the sections below follow the official documents in the order that helps a real decision.
Ofqual 在 2026 年《Guide for schools and colleges》里把名单写得很短,只有 AQA、Cambridge OCR、Pearson 与 WJEC Eduqas 四家能在英格兰颁授 GCSE、AS 与 A Level。
The Ofqual guide for schools and colleges 2026 lists exactly four boards approved to award GCSE, AS and A Level in England; from September 2025 OCR has traded as Cambridge OCR, and certificates issued from summer 2025 carry the new name. The Joint Council for Qualifications places five awarding organisations on its August 2026 GCSE dashboard, with CCEA appearing only in Northern Ireland. A short list of names says nothing about difficulty, which is the assumption most families make when they first start comparing boards.
Wales and Northern Ireland run their own regulators, with Qualifications Wales overseeing WJEC while CCEA both awards and regulates qualifications in Northern Ireland. Scotland is a different system altogether, built on SQA National 4, National 5, Higher and Advanced Higher rather than GCSE and A Level. The grade letters diverge too, because the gov.uk guide to the 9 to 1 scale notes that England moved to numbers from 2017 while Wales and Northern Ireland kept the A* to G scale.
The comparable outcomes approach keeps standards aligned across boards and over time, and the Ofqual explanation published in June 2016 states that if the ability of students stays the same and nothing else changes, results should be stable, with prior attainment predictions used alongside the summer papers. A switch of board therefore does not lift a candidate of a given ability into a higher grade, because the standard is deliberately held to the same point. The Ofqual inter-subject comparability report for summer 2024 found GCSE grading essentially in line with 2019 and A Level marginally more generous at A*, while warning against reading too much into one year's difficulty ranking.
The difficulty differences that official statistics do support sit between subjects rather than between boards. The Ofqual statistical evidence report on GCSE French, German and Spanish accepts that several methods over more than a decade point the same way, with those languages roughly a third to two fifths of a grade harder than average, and the 2013 Rasch analysis placed art, fine art and English at the easier end while Spanish, German, French, Latin and statistics sat at the harder end. Ofqual decided on 21 November 2018 not to adjust grading standards in A Level physics, chemistry, biology, French, German or Spanish, but it committed to working with the boards so those subjects do not drift towards harsher grading.
England's GCSE scale changed to 9 to 1 in 2017, beginning with English language, English literature and mathematics in that first year. The gov.uk guide fixes three reference points, with the bottom of grade 7 matching the bottom of the old grade A, the bottom of grade 4 matching the bottom of grade C, and the bottom of grade 1 matching the bottom of grade G. Combined science is reported as a double grade such as 9-9 or 8-8, and the upper end of the scale is not a straight conversion from letter grades.
A Level 的 A* 是 90% 规则
A* was first awarded in 2010 to help universities differentiate at the top end. The rule requires a grade A overall plus 90 per cent of the marks on the designated A2 units, a definition confirmed by Ofqual and the awarding bodies at the time, so the highest total mark does not automatically win the starred grade. UCAS tariff points record A* as 56 against 48 for grade A, and each board's specification states which papers count towards the 90 per cent condition.
The practical difference between boards shows up in how many papers a subject has and how long each one runs. AQA's GCSE mathematics 8300 uses three papers of 1 hour 30 minutes and 80 marks worth a third of the total each, with Paper 1 off limits to calculators, while Pearson's GCSE physics 1PH0 uses two papers of 1 hour 45 minutes and 100 marks worth 50 per cent each; at A Level, OCR physics H556 splits into three components weighted 37, 37 and 26 per cent. Board specifications publish all of this, and a candidate whose long answers are shaky gains far more from paper structure than from a board's reputation.
Some subjects award marks for coursework as well as for written papers, and the split varies by board. Pearson's A Level history 9HI0 puts 40 marks, 20 per cent of the total, into coursework of 3000 to 4000 words, and going 10 per cent above the limit loses the top band, while GCSE science carries a practical requirement, with eight core practicals on 1PH0 and practical skills set at a minimum of 30 of 200 marks. Matching your own strengths to those weightings is a more useful exercise than hunting for a board that gives marks away.
A Level 那边,Ofqual 在 2026 年 8 月 13 日的说明里给出 835950 个 A Level 成绩、320505 名学生、57 个科目,A* 与 A 合计占 28.3%,数学这一科的 A* 与 A 合计从 2025 年的 41.6% 升到 42.1%。
Grade boundaries are not fixed numbers, because boards settle them after the papers have been marked and then publish a boundary document for each subject and paper. The Ofqual note of 20 August 2026 reports 21.8 per cent of England's GCSE results at grade 7 or above and 67.0 per cent at grade 4 or above, while the note of 13 August 2026 covers 835,950 A Level results for 320,505 students across 57 subjects, with A* and A together at 28.3 per cent. Regional gaps are wider than board gaps, since London recorded 28.6 per cent at grade 7 or above against 17.7 per cent in the north east.
Two widely used international routes sit outside the Ofqual list and each has its own official scale. In the IB Diploma every course is graded 1 to 7, with up to three further points from theory of knowledge and the extended essay, giving a maximum of 45; the IBO assessment guide states that a diploma needs at least 24 points plus conditions such as 12 points at higher level and 9 at standard level, that fewer than 1 per cent of candidates reach 45, and that the average sits around 30 points. Cambridge International reports IGCSE on A* to G and A Level on A* to E, offers 9 to 1 versions of identical syllabuses such as biology 0610 and 0970, and its Level 1 and Level 2 certificates have not been regulated in England since the end of 2019.
At this stage the useful evidence sits in documents rather than in rumours. Download the specifications of the boards you are considering, check paper structure, assessment objective weightings and calculator rules, then compare three years of published grade boundaries as a percentage of the maximum mark rather than as raw scores; one timed paper from each board is the quickest way to see where your accuracy holds. Finally, confirm that your school is an approved centre for the board you want, because a switch touches lesson planning, practical records and revision timing.
