The second paper of Edexcel IGCSE Economics puts macroeconomic objectives and policy tools side by side, and fiscal, monetary and supply-side policy carry the heaviest mark weighting in that part of the course. The definitions are not the hard part; the marks usually go missing when a candidate cannot explain why one policy suits a particular situation better than another. What follows follows the two content strands of the official Pearson specification, 3.2 and 3.3, and unpacks the tools, the transmission chains, the strengths and the limitations, together with how the 9-mark evaluation questions are marked.
Pearson 官方 spec 把 International GCSE Economics 拆成两张卷子:Paper 1 是 4EC1/01 Microeconomics and Business Economics,Paper 2 是 4EC1/02 Macroeconomics and the Global Economy。
Pearson splits the International GCSE in Economics into two papers, 4EC1/01 Microeconomics and Business Economics and 4EC1/02 Macroeconomics and the Global Economy. Each paper lasts 1 hour 30 minutes, carries 80 marks and is worth 50% of the qualification, and both consist of four compulsory questions worth 20 marks each that mix multiple-choice, short-answer, data response and extended open-response items. Paper 2 covers government and the economy, that is macroeconomic objectives, the three policy tools and the way the two interact, followed by a global economy part on globalisation, trade and exchange rates; with AO2 carrying 48 to 49% of the whole qualification, the policy questions are where applied economics is tested most heavily, and the current specification, Issue 3 of 2026, now offers June and November series only.
Macroeconomic objectives are usually listed as growth, low unemployment, low and stable inflation and a sustainable balance of payments, a group textbooks often call the magic quadrilateral. They do not move together, because expansionary policy that cuts unemployment also lifts total demand, strengthens firms' pricing power and feeds inflation, while faster domestic growth pulls in imports and widens the current account deficit; tightening works the other way, cooling prices at the cost of slower growth and higher unemployment. Examiners expect candidates to name the trade-off and then judge which objective a government is prioritising, rather than listing four objectives and stopping there.
Fiscal policy means using government spending and taxation to influence the economy, and it is run by the finance ministry rather than the central bank. On the spending side, current spending covers wages and day-to-day running costs, capital spending covers investment in roads, schools and hospitals, and transfer payments cover pensions and welfare. On the tax side, direct taxes fall on income and profits, such as income tax and corporation tax, while indirect taxes fall on spending, such as VAT and duties on fuel, alcohol and tobacco; spending above tax revenue creates a budget deficit financed by borrowing, which accumulates into the national debt.
Expansionary fiscal policy raises spending or cuts taxes in order to lift total demand, and it is the standard response when growth is weak and unemployment is rising. Contractionary fiscal policy does the reverse in order to cool an overheated economy, since less spending and higher taxes both reduce demand and ease price pressure. The multiplier is the point that separates strong answers, because money the government spends is re-spent by its recipients, so the final effect on demand exceeds the initial injection; the multiplier equals 1 / (1 - MPC), where MPC is the marginal propensity to consume, so an MPC of 0.8 gives a multiplier of 5 and turns 100 million of spending into 500 million of demand in theory. That same arithmetic explains why an identical package works less well in economies with high saving or heavy import leakage.
Fiscal policy can be targeted at particular regions, industries or households, and tax cuts or higher benefits change the distribution of income directly. The limits matter just as much: planning and delivering a project takes months, so by the time work begins the recession may be over, and a large expansion has to be financed by borrowing whose interest bill crowds out future public spending. Heavy government borrowing can also push interest rates up and drive private investment out, which is the crowding out argument, while higher taxes weaken the incentive to work and invest and cuts to benefits hit the households that need support most.
Monetary policy works through interest rates and the money supply, and in most countries it is run by the central bank rather than the government. In the United Kingdom the Bank of England's Monetary Policy Committee sets the base rate against a 2% CPI inflation target, and that base rate then feeds through into mortgages, consumer credit and business loans. When the base rate is already close to zero, the central bank can inject liquidity by buying assets, known as quantitative easing; because the setting can be changed within a month and without legislation, it is the tool most often used against short-run swings in demand.
A rate cut travels through the economy in a recognisable chain: borrowing becomes cheaper and saving pays less, households spend more and firms invest more, total demand rises, and output and employment follow, although prices may rise too. A rate rise reverses every link, making credit dearer and saving more rewarding, so consumption and investment fall, demand cools and inflation pressure eases at the cost of slower growth. Two side channels are worth naming, because lower rates lift house and share prices and the resulting wealth effect supports spending, while capital flowing abroad weakens the exchange rate, making exports cheaper and imports dearer so net exports improve.
Monetary policy is fast and reversible, since a rate change can be made within weeks and reversed as soon as the data turn, with no parliamentary process in the way. Its weakness is precision, because one base rate applies to the whole country, so households with large mortgages and highly indebted firms feel it most while savers without loans are barely helped or are actively hurt. Lower rates do not guarantee more investment either, since a firm expecting weak demand will not expand simply because credit is cheap, and a long spell of cheap money can inflate asset prices whose eventual collapse is paid for by the wider economy.
Supply-side policy aims to raise the productive capacity of the economy by improving the quantity, quality or efficiency of resources, so it works on aggregate supply rather than on demand. Interventionist measures include education and training that raise skills, infrastructure such as roads, ports and broadband that cuts business costs, and research support or industrial policy that pushes particular sectors up the value chain. Free-market measures include lower income and corporation taxes to sharpen incentives, deregulation that cuts compliance costs, privatisation and weaker trade unions for a more flexible labour market, and grants or simpler rules for start-ups; real policy packages usually mix the two.
Supply-side policy has one property the other two lack, because it can raise output and ease inflation at the same time, lifting what the economy is able to produce rather than only how much is being spent. The price is time, since education takes a generation to work through the workforce and infrastructure takes years from approval to operation, which makes supply-side measures useless against a recession happening now. Cost is the other constraint, because investment in skills and transport needs tax revenue, and the free-market version carries a distributional argument, since cutting benefits sharpens the incentive to work but can widen inequality and hit the poorest households hardest.
Matching a policy to an objective is the core evaluation skill. Cyclical unemployment and weak growth call for expansionary fiscal and monetary policy with effects in months to two years, demand-pull inflation calls for tighter monetary policy first because its time lag is shortest, and cost-push inflation or structural unemployment calls for supply-side measures such as retraining, labour mobility or energy efficiency that work over years. A current account deficit needs both supply-side competitiveness and expenditure switching through a weaker exchange rate, while inequality needs progressive taxation, welfare and education together; since no single tool delivers all four objectives, examiners reward answers that discuss the policy mix and the sequence rather than a pile of instrument names.
Each paper contains two Assess questions worth 9 marks, and Pearson publishes the split as 3 marks for AO2, 3 for AO3 and 3 for AO4. The AO2 marks require a clear definition of the mechanism, the AO3 marks require analysis built on the data or context given in the question, and the AO4 marks require a weighed judgement, so an answer that lists advantages and disadvantages without deciding stops in the lower band. A workable routine is to define the policy and the objective first, walk through the transmission chain, use the figures or the country context to size the effect, then finish with a conditional conclusion, for example that a tax cut multiplies less in an economy where households save a lot or import heavily; in the Pearson results for summer 2026, 40.5% of IGCSE Economics candidates reached grade 7 and 71.2% reached grade 4, which is where a well-argued evaluation separates candidates.
