Many students revise the National Economy section of AQA GCSE Economics as a list of terms to memorise: GDP, inflation, unemployment, the balance of payments. What separates grades is whether you can connect indicators, causes and policy tools into one logical chain, and explain the trade-offs in a 9-mark answer. This article works through the specification in order and gives you an answer structure you can reuse in the exam.

The government pursues six macroeconomic objectives: economic growth, full employment, price stability, balance of payments equilibrium, a fair distribution of income, and environmental sustainability. In the UK, price stability is defined as a CPI inflation target of 2%, with a permitted range of 1 percentage point either side, and that figure must be memorised. Note that full employment does not mean zero unemployment, because frictional and seasonal unemployment always exist.

These objectives cannot always be achieved at the same time. When the economy grows quickly, rising demand may push prices up, creating a conflict between growth and inflation. If the government raises interest rates to reduce inflation, investment and consumption fall, and unemployment may rise instead. Evaluation questions usually target exactly this trade-off: you must state which objective a policy improves and which one it sacrifices.

Growth is not an end in itself. Rising real GDP means more goods and services are produced, more jobs are created, and higher tax revenue allows better public services, but growth can also bring pollution, resource depletion and a wider gap between rich and poor. AQA frequently asks for the benefits and costs of growth, so distinguish short-run growth from long-run potential growth. Living standards are better judged by real GDP per head and real household disposable income than by total GDP alone.

名义 GDP(nominal GDP)按当期价格计算,实际 GDP(real GDP)剔除物价变动,衡量真实增长必须用实际 GDP。

GDP is the total value of final goods and services produced in an economy over a period. Nominal GDP uses current prices, while real GDP strips out price changes, so real GDP is the measure used to judge genuine growth. The unemployment rate in the UK comes from the ILO labour force survey, which differs from the claimant count of people receiving unemployment benefits, and the two measures can tell different stories.

Inflation is measured by the CPI, which tracks the price of a representative basket of goods and services. Remember that the CPI excludes housing costs, whereas the CPIH includes them. The current account of the balance of payments covers trade in goods and services, plus income and transfers. A current account deficit means import spending exceeds export earnings, and it must be financed by inflows on the financial account. Naming an indicator earns little credit, so always state the direction of change and its effect on households and firms.

These indicators interact. Faster real GDP growth is usually accompanied by falling unemployment, and falling unemployment tends to push wages and inflation up. When comparing data across years with an index, set the base year to 100 and calculate relative changes, and watch for questions that deliberately mix nominal and real values, so always check the units and the base year first.

There are two main causes of inflation. Demand-pull inflation occurs when aggregate demand exceeds aggregate supply, for example after tax cuts, low interest rates or a surge in exports, so firms raise prices when capacity is nearly full. Cost-push inflation comes from rising production costs such as higher oil prices, raw material costs or wages, which firms pass on to consumers. When wages and prices push each other upwards, a wage-price spiral can develop.

Inflation affects different groups in opposite ways. Borrowers gain because the real value of their debt is eroded, while savers and people on fixed incomes lose purchasing power, and exporters suffer as domestic goods become more expensive abroad and less price competitive. A low and stable inflation rate is usually seen as healthy because it signals growing demand, but high inflation brings menu costs, shoe-leather costs and uncertainty that discourage long-term investment.

A frequently tested calculation is the real interest rate, which equals the nominal rate minus the inflation rate. If a savings account pays 4% while inflation runs at 6%, the real return is -2% and the saver's purchasing power falls. If the rate is 5% and inflation is 2%, the real return is 3% and the saver gains. Showing the numbers and naming who gains usually earns application and analysis marks. Also distinguish inflation, deflation (a sustained fall in the price level) and disinflation (a falling inflation rate that stays positive).

Cyclical unemployment results from insufficient aggregate demand: firms cut jobs during a recession, so expansionary fiscal or monetary policy is needed to boost demand. Structural unemployment comes from changes in the structure of the economy or from technology replacing labour, for instance jobs lost in traditional manufacturing while workers lack new skills. The remedy is education, training and employment support rather than demand stimulus.

Frictional unemployment is the short period between jobs and is normal in any dynamic labour market, so better job information services can shorten it. Seasonal unemployment is concentrated in industries such as tourism and agriculture, with job losses in the low season and hiring in the peak season. The most common exam error is naming a type of unemployment without its cause and the matching policy. The costs of unemployment include lost output, lower tax revenue alongside higher benefit spending, and skills atrophy during long spells out of work.

The unemployment rate is the number of unemployed people divided by the labour force, multiplied by 100. The denominator is the labour force rather than the total population, so students and retirees are excluded. If the labour force is 30 million and 1.5 million people are unemployed, the rate is 5%. Policy choice also involves time lags: fiscal policy may take a year or more from announcement to effect, while an interest rate change normally works faster, and this is a standard point for evaluating policies.

Fiscal policy uses government spending and taxation to influence aggregate demand. Expansionary fiscal policy means raising spending or cutting taxes to fight recession and unemployment, while contractionary fiscal policy means cutting spending or raising taxes to reduce inflation and shrink the budget deficit. A budget deficit is a single year in which spending exceeds revenue, whereas the national debt is the accumulation of past deficits, and the two must not be confused.

Monetary policy is set by the Bank of England's Monetary Policy Committee, which controls the base interest rate and can inject money into the economy through quantitative easing. Lower interest rates reduce borrowing costs and the return on saving, encouraging consumption and investment, and may weaken the exchange rate in a way that helps exporters. Raising rates does the reverse. Supply-side policies do not target demand directly: investment in infrastructure, education and deregulation raises the productive capacity of the economy, easing inflationary pressure over the long run and lifting potential growth.

In the UK, after the 2008 financial crisis the base rate stayed at historic lows of 0.5% and even 0.1%, with hundreds of billions of pounds of quantitative easing. Inflation later exceeded 10% in 2022 and 2023, and the Bank of England raised rates repeatedly to push it back towards the 2% target. This shows that monetary policy has limited room once rates are near zero, which raises the weight of fiscal and supply-side policy. Keeping this real-world thread gives you evidence to cite in evaluation instead of abstract theory only.

The circular flow of income shows income moving between households and firms, with saving, taxation and imports acting as leakages, and investment, government spending and exports acting as injections. When injections rise, national income increases by a multiple, which is the multiplier effect: government investment becomes wages, wages become consumer spending, and further rounds of income follow. The size of the multiplier depends on the marginal propensity to consume and the scale of leakages.

The business cycle has four phases, boom, recession, slump and recovery, with real GDP fluctuating around a long-run trend. AQA 9-mark questions are marked for knowledge, application, and analysis with evaluation. A reliable structure is to state a conclusion in one sentence, develop the analysis over two or three paragraphs with a clear chain of cause and effect supported by data or a case study, then finish with a balanced paragraph that gives a conditional judgement. Frequent errors include treating inflation and a rise in the price level as two separate points, mixing up fiscal and monetary policy, and listing points without ever evaluating them.

A model scenario: suppose inflation rises to 7%, unemployment stands at 4% and the current account deficit is widening. First diagnose whether the cause is demand-pull or cost-push. Second pick tools, for instance an interest rate rise combined with targeted supply-side measures. Third set out the transmission chain: higher rates raise borrowing costs, consumption and investment fall, aggregate demand weakens and inflationary pressure eases. Fourth evaluate the side effects: slower growth, rising unemployment, an appreciation of the pound that damages export competitiveness, and a current account deficit that may even worsen. Finish with a conditional judgement, for example that if inflation is driven mainly by energy prices rather than excess demand, rate rises will achieve little and energy support plus capacity investment should come first.
