In A-Level Economics, the part students find hardest is not drawing diagrams or memorising definitions, it is Evaluation. Many people write evaluation as a bare "However, it depends" and expect marks, yet their 20-mark essays stay stuck at 13 or 14 out of 20. The real gap between an A and an A star is precisely the quality of the evaluation section.
First, understand the rules of the game. Edexcel, AQA and CIE all split essay ability into Analysis and Evaluation. In an Edexcel 20-mark question, the final 8 marks belong to Evaluation. In an AQA 25-mark essay, evaluation carries roughly one third of the weight, and CIE marks discussion and evaluation as a separate strand.
考试局官方评分表反复出现的关键词是judgement(判断)、significance(重要性)、prioritisation(排序),这三点是评估的核心动作。
The implication is blunt: without an evaluation section, an essay tops out near the pass boundary. The keywords that keep appearing in official mark schemes are judgement, significance and prioritisation, and these three actions are the core of evaluation.
Evaluation is not a flash of inspiration but a reusable sentence structure. The standard move has four steps: state your view, identify the conditions under which it holds, add the limiting factors, then land a conditional conclusion.
Take the question of whether cutting interest rates stimulates consumption. Your view is that it works in the short run. The condition is that consumer confidence has not collapsed and banks pass on the cut. The limitation is inflation expectations and income uncertainty. The conclusion: when households expect future income to fall, the effect is offset by a stronger desire to save.
The first high-frequency angle is time. Every policy effect changes over time: short run differs from long run, and time lags intervene. Raising corporation tax increases revenue in the short run, but in the long run it may deter investment, shrink the tax base and eventually reduce revenue, which is exactly the logic of the Laffer curve.
Build the habit of asking, for every effect you mention, how long it takes to appear. The transmission lag of monetary policy is often 12 to 18 months; by the time the effect shows up, the cycle may have turned. Pointing this out lifts your evaluation well above vague comment.
The second angle is to ask who gains. Rarely does one policy affect all groups equally. A higher minimum wage helps low-paid workers in work, yet may cut job opportunities for the young. Subsidising renewables benefits producers while the cost falls on taxpayers or consumers.
Stakeholder analysis should connect to equity: if a policy benefits the rich more and harms the poor, total welfare may rise yet social costs follow. Listing at least three stakeholder groups and weighing their relative gains and losses is a reliable source of marks in an evaluation section.
The third angle is to return to model assumptions. Every economic conclusion rests on simplifications: perfect competition, rational behaviour, perfect information, ceteris paribus. In reality each assumption is violated, so evaluation must ask whether the conclusion still holds once assumptions break down.
The classic case is behavioural economics challenging rational man: anchoring and status quo bias mean price elasticity of demand is often lower than textbooks predict. Write directly that the model assumes rationality while in reality loss aversion drives behaviour away from the model, and you turn a theoretical weakness into marks.
The worst evaluation is vague talk of "perhaps, roughly, to some extent". Strong evaluation carries a sense of magnitude: judge whether demand is elastic or inelastic before applying the diagram; compare how far private and social benefits diverge before discussing externalities; weigh the cost of intervention against the size of the market failure loss.
Marginal analysis is another weapon. To decide whether to keep expanding output, the test is not whether total profit is positive but whether marginal revenue still exceeds marginal cost. To decide whether further tax cuts are worthwhile, ask whether the marginal propensity to consume is still high. Swapping marginal thinking for total thinking sharpens every argument.
The final step of evaluation is prioritisation and judgement, the most heavily weighted part of AO3. After listing three or four points you must answer: which factor matters most, and under what conditions? Naming the decisive factor and explaining why it outweighs the others is what real judgement looks like.
For example, on whether to impose a price ceiling, the decisive factor is price elasticity of supply, because it determines the severity of the shortage. Supply is inelastic in the short run, so a ceiling causes queues and black markets; in the long run supply becomes elastic and the shortage worsens. Setting elasticity as the spine of judgement gives the whole essay a skeleton.
Mistake one: evaluation as a pile of however clauses. Four consecutive "However" statements without comparison or trade-off reads as padding. Mistake two: evaluation disconnected from the body. Evaluation must respond to the points you actually made, not introduce a brand new factor out of nowhere.
Mistake three: critique without a conclusion. Exposing a policy flaw while refusing to commit leaves evaluation soulless; after every criticism add "therefore I judge that... is preferable under... conditions". Mistake four: ignoring the data and context in the question. Figures, years and the economic environment given in the paper are evaluation material, and context-specific analysis always beats a generic template.
Model answer on whether a higher minimum wage does more good than harm. The body argues that it raises incomes and cuts in-work poverty, but also raises labour costs and reduces demand for low-skilled workers, especially when the minimum sits above the market equilibrium wage.
Evaluation: whether the statement holds depends on the elasticity of labour demand and industry structure. In inelastic sectors such as healthcare and education, job losses are small and the net benefit of a higher minimum wage is positive. In elastic sectors such as hospitality and retail, job losses are significant. In the short run wage rises directly improve household cash flow; in the long run, if firms respond with automation, low-skilled jobs shrink structurally. My judgement: a higher minimum wage does more good than harm in sectors with inelastic labour demand, but in labour-intensive, elastic sectors it should be paired with training subsidies and tax credits to soften the shock, otherwise the harm outweighs the benefit. This judgement threads elasticity, time and industry structure into one complete chain of reasoning.
A final reminder: evaluation cannot be crammed in the last few days before exams. It must be deliberately practised in every essay you write. Turn today's angles, time, stakeholders, assumptions, marginal analysis and prioritisation, into a self-check list, run it against every essay, and two terms later your evaluation sections will look completely different from today.
