In the Cambridge International AS and A Level Business (9609) coursebook, Chapter 40, Strategic Implementation, closes the strategic management unit. Students who finish the chapter worksheet often feel they understand the answers yet cannot reproduce them under exam conditions, usually because they treat implementation as pure memorisation. In reality the chapter combines calculable tools such as critical path analysis and Gantt charts with analytical frameworks covering planning levels, communication and contingency management, all of which appear regularly in case-study questions. This guide maps every core concept in Chapter 40, explains how to approach each worksheet question type, and provides a self-check list for verifying your answers before moving on.
一、Chapter 40在9609考纲中的位置 | Where Chapter 40 Sits in the 9609 Syllabus
The A-Level portion of the 9609 syllabus is organised into six units, and the strategic management unit contains four chapters covering what strategy is, strategic analysis, strategic choice and strategic implementation. Chapter 40 answers the question of what happens after a strategy is chosen, namely how top-level decisions are actually put into practice. The syllabus concentrates on five areas: the difference between corporate and operational plans, critical path analysis and network diagrams, project management tools such as Gantt charts, channels and barriers in strategic communication, and contingency planning. These ideas appear most often in Paper 3 case-study questions, where candidates must combine data, diagrams and theory in a single answer, so simply quoting definitions earns very few marks.
Implementation versus Choice: What Changes After the Decision
Strategic choice answers the question of which direction the business should take, while strategic implementation answers how the business will actually get there. A useful comparison is that choice draws the map, but implementation walks every step. The implementation stage involves resource allocation, timetables, staffing, budgets and monitoring mechanisms, and a breakdown in any one of these can destroy an otherwise sound strategy. Examiner reports repeatedly note that candidates analyse strategic options fluently yet rarely discuss implementation difficulties such as insufficient finance, employee resistance or poor communication. Adding an implementation dimension to case-study answers is a reliable way to separate top-band responses from average ones, because it demonstrates the evaluation skills that the mark scheme rewards.
Corporate Plans and Operational Plans
A corporate plan is the long-term master plan of the whole business, usually covering three to ten years, and it sets out the mission, vision and overall objectives; it is drawn up by the board and senior management. An operational plan breaks the overall objectives down into departmental targets, typically over a period of one year or less, covering sales goals, production volumes, budgets and staffing. The two are linked by a cascade: the corporate plan sets the direction and operational plans handle the execution details. Exam questions usually take one of two forms: classifying statements from a case study as corporate or operational with justification, or analysing how operational plans help achieve corporate objectives. Strong answers compare the three dimensions of time horizon, level of authority and degree of detail.
Core Concepts of Critical Path Analysis
Critical path analysis, also called network analysis, is a project management tool that identifies the longest chain of activities in a project. A network diagram is built from nodes, which represent events, and activities, each with an estimated duration and with dependency relationships between them. The earliest start time is the earliest moment an activity can begin, and the latest finish time is the latest moment it can end without delaying the whole project. The longest route from the start node to the end node is the critical path, and any delay to an activity on this path delays the entire project, so these activities receive first claim on resources. The tool is popular in exams because it combines data handling with business judgement, and candidates who master the mechanics can secure several marks very quickly.
A Four-Step Method for Network Analysis Questions
A fixed four-step routine makes network analysis questions reliable. First, draw the network from the dependency information in the question, placing predecessor activities before successors and avoiding crossed arrows. Second, perform the forward pass, moving left to right and entering the earliest start time of each node as the largest value arriving along any incoming activity. Third, perform the backward pass, moving right to left and entering the latest finish time as the smallest value leaving along any outgoing activity. Fourth, link the nodes where the earliest start equals the latest finish, which traces the critical path, and every activity on it has zero float. You should show each calculation on the diagram, because marks are awarded for method steps, and a correct method with a slip in arithmetic still earns most of the available credit.
Calculating Float and Reading the Critical Path
Float, also known as slack, is the amount of time an activity can be delayed without delaying the whole project, and it is calculated as latest finish time minus earliest start time minus duration. Activities with zero float lie on the critical path, while activities with positive float offer some flexibility, so managers can transfer resources from them to critical activities. Two question types dominate. The first asks for the float of a named activity; the second asks whether the project will be delayed if an activity slips by a given number of days, and the answer depends on comparing the delay with the activity's float. Past papers also ask about the value and limitations of the technique, so be ready to discuss identifying bottlenecks, allocating resources and predicting completion dates, balanced against uncertain duration estimates and the static nature of the diagram.
Gantt Charts and Monitoring Project Progress
A Gantt chart presents the schedule of a project as horizontal bars, with time along the horizontal axis, activities down the vertical axis and bar lengths representing durations. It works alongside the network diagram: the network reveals dependencies and the critical path, while the Gantt chart shows when each activity actually runs. Examiners look for two advantages, namely that progress is easy to read at a glance and delays are spotted quickly, and two limitations, most notably that complex dependencies between activities are not clearly shown. Comparing the Gantt chart with critical path analysis and arguing that the two tools complement each other earns more credit than describing either chart in isolation. In worksheet drawing tasks, full axis labels and bar lengths that match the stated durations are what separate full marks from partial credit.
Channels and Barriers in Communicating Strategy
A brilliant strategy cannot work if employees neither understand nor accept it. Strategic communication is the process by which management conveys the objectives, rationale and methods of a strategy to the workforce, through channels such as formal meetings, internal emails, company briefings, training sessions and one-to-one conversations. Effective communication reduces uncertainty and lowers resistance to change, while common barriers include excessive jargon, information overload, poor timing, filtering through management layers and distorted messages. A-Level questions frequently ask candidates to identify communication problems in a case company and recommend improvements, and strong answers match each barrier with a specific remedy, such as simplifying language, establishing two-way communication, scheduling regular feedback and providing training. Relating each recommendation back to the case data is what examiners reward.
Contingency Planning and Risk Management
Contingency planning means preparing backup responses for unexpected events, such as a supplier stopping production, a key employee leaving, a sharp exchange-rate movement or a natural disaster. The process usually involves identifying the main risks, assessing the likelihood and impact of each, designing responses for high-risk events and reviewing the plan regularly. The benefits are shorter downtime, protection of brand reputation and greater investor confidence, while the costs are the time and money needed to prepare and maintain the plan, together with the impossibility of covering every eventuality. Answers should stay balanced: for a small business, over-preparation can drain resources from day-to-day operations, so management must weigh the risk exposure against the cost of preparation. Demonstrating this trade-off is exactly the evaluation skill that distinguishes top-band case-study answers.
十、Worksheet答案自查与常见错误 | Checking Worksheet Answers and Common Mistakes
Use this checklist to mark your own Chapter 40 worksheet answers. For calculation questions, verify that the forward pass took the largest value at each node, the backward pass took the smallest value, the float formula was latest finish minus earliest start minus duration, and every activity on the critical path has zero float. For definition questions, distinguish corporate from operational plans by time horizon, level of authority and degree of detail, and when explaining critical path analysis, give the definition first, then the uses, then a limitation. For essay questions, read the command word carefully: explain requires reasons, analyse requires links to the case material, and evaluate requires both sides of the argument and a justified conclusion. The most common reason students lose marks is not lack of knowledge but answering to the wrong command word, which no amount of content can repair.
Exam Technique and Revision Advice
Three revision tasks will secure Chapter 40 marks. First, practise the four-step network method until you can reproduce it from memory, timing one past-paper question each week and always labelling the earliest start times, latest finish times and the critical path on the diagram. Second, build bilingual flash cards for the core definitions, including critical path, float, corporate plan, operational plan, contingency planning and Gantt chart, so definition questions become guaranteed marks. Third, complete case-study questions in full, drafting a point plan before writing, to train the habit of combining case data with theory. In the exam itself, circle the command words and figures before starting, spend two minutes planning, and structure answers as knowledge, application, analysis and evaluation, finishing with a conditional judgement such as the outcome depending on the company's financial position and the willingness of employees to accept change. That final judgement is what examiners look for when placing an answer in the top band.
