A-Level
What is Business Structure?
Business structure refers to the internal framework that a business uses to organise its day-to-day operations, divide responsibilities and allocate authority. It determines who reports to whom, who makes key decisions, how profits are shared among owners, and the legal identity under which the firm deals with the outside world. In the Cambridge A-Level Business syllabus, business structure is one of the core topics of the first unit, because it directly affects a firm's ability to raise finance, its tax burden, its methods of expansion and its management efficiency. Choosing the right structure can determine whether a start-up grows smoothly and whether a large company operates effectively. Understanding structure is also the foundation for later units on human resource management, finance and corporate strategy.
Sole Trader: The Simplest Business Form
A sole trader is a business owned and run by one person, who keeps all the profits but bears all the losses. Set-up costs are minimal and there is little paperwork, decisions can be made quickly and flexibly, and the owner has complete control. The main drawback is unlimited liability: if the business makes losses or cannot pay its debts, the owner must use personal assets to settle them, which is very risky. In addition, a sole trader has a single source of finance, limited capacity for large projects, and the business may stall if the owner falls ill or retires. Cambridge textbooks typically use local hairdressers, florists and takeaways as examples; such businesses make up more than half of all firms in the UK.
Partnership: Shared Capital, Shared Management
A partnership is a business owned and run by two or more partners, common in professions such as law, accountancy and medicine. Partners sign a deed of partnership that sets out how capital is contributed, how profits are shared and how decisions are made. Compared with a sole trader, a partnership pools more capital and a wider range of skills, allows division of labour and spreads the pressure of running the business. However, partners also face unlimited liability, and in an ordinary partnership each partner is jointly liable for all the firm's debts. Partners may also disagree about strategy, and such conflict can destroy the business. Cambridge exams often ask candidates to compare partnerships with limited companies and to judge when a partnership is the most suitable structure.
Private Limited Company: The Benefit of Limited Liability
A private limited company, or Ltd, has shares held by a small number of shareholders and does not offer shares to the general public. Transfers of shares are restricted by the company's articles of association. Its key feature is limited liability: the company is a legal entity separate from its owners, and each shareholder is liable for the firm's debts only up to the value of the shares they hold. Even if the company goes bankrupt, shareholders' personal property cannot be seized, which reduces investment risk and makes it easier to borrow from banks. The disadvantages are that incorporation involves more paperwork and publication of accounts, profits are taxed at the corporate level before dividends, and the share register is closed, so raising large amounts of capital remains difficult.
Public Limited Company: Raising Capital on the Stock Market
A public limited company, or PLC, can be listed on a stock exchange and sell shares to the general public, raising very large amounts of capital. Listing brings higher profile, greater credibility and access to a wide range of finance, which suits businesses planning major expansion. But there are significant costs: the company must publish detailed financial statements and face strict regulation, so its affairs become transparent; shareholders expect regular dividends and put constant pressure on management; shares trade freely on the market, making the firm a target for hostile takeovers; and flotation itself is expensive, with sponsor, audit and compliance fees. Cambridge questions often use companies such as Huawei or HSBC to explore the differences in control and accountability between a PLC and an Ltd. Firms usually convert from Ltd to PLC when they need capital for expansion.
Franchise: Replicating a Brand for Rapid Growth
A franchise is a business format that allows rapid expansion. The franchisor owns the brand, the product and a proven operating system, and grants a franchisee the right to use them in exchange for an initial fee and a share of sales revenue. McDonald's, KFC and Starbucks are familiar examples. For the franchisee, the advantages are an established brand, training and supply support from head office, and a lower risk of failure; the drawbacks are high fees, profit sharing and limited freedom under the contract. For the franchisor, franchising allows national or global growth with relatively little of its own capital, but poorly managed outlets can damage the whole brand. Franchising is a high-discrimination topic in A-Level examinations.
Cooperative and Public Sector Enterprise
A cooperative is a business owned and run by its members, who may be employees, consumers or producers, and profits are shared according to each member's contribution. Cooperatives emphasise democratic control, with one vote per member regardless of capital invested, and are common in agriculture, retailing and worker production. Public sector enterprises are owned and operated by the government, such as state railways, postal services and electricity companies. Governments run them to guarantee essential services or to control key industries. The strength of public enterprises is that they provide socially essential services without pursuing profit as the sole aim; the weakness is that they lack competitive pressure, tend to be less efficient than private firms and may be influenced by political decisions. Both forms appear regularly in Cambridge Paper 1 multiple-choice and short-answer questions.
Chain of Command and Span of Control
The chain of command is the line of authority running from the most senior manager down to shop-floor workers. The more layers there are, the slower communication becomes and the greater the risk of messages being distorted, while the cost of communicating with the top rises. Span of control is the number of subordinates directly managed by one superior. A narrow span creates many layers and a tall structure; a wide span creates few layers and a flat structure. A narrow span allows close supervision, which suits complex tasks or inexperienced staff, but requires more managers and higher salaries. A wide span lowers management costs and delegates more authority, but managers can become overloaded and give subordinates less support. Cambridge questions often supply an organisation chart and ask candidates to identify spans, count layers and analyse the effects on communication and decision-making.
Centralisation and Decentralisation: Where Decisions Are Made
Centralisation keeps decision-making authority in the hands of senior managers, with junior staff simply carrying out instructions. The benefits are consistent policies, strong head-office control and a uniform image, which suits chains that must look the same everywhere; the drawbacks are slow decisions, senior managers overwhelmed by routine matters and low motivation at lower levels. Decentralisation delegates authority to middle managers, department heads and even front-line staff. It speeds up decisions, raises employee involvement and develops future managers, but departments may pursue their own agendas, standards can become inconsistent and head office loses overall control. Most large modern firms use a compromise: strategic decisions stay centralised while routine operational decisions are decentralised. In exams, weigh the pros and cons in relation to company size, industry and the skills of the workforce.
Tall and Flat Organisational Structures
A tall structure has many levels of management and narrow spans of control, typical of the military, government departments and large traditional firms. It offers clear promotion ladders, firm discipline and close supervision, but communication chains are long, decisions are slow, junior staff feel remote from the top and innovation is suppressed. A flat structure has few levels and wide spans of control, common in start-ups and technology companies. It allows direct communication, fast decisions, strong employee empowerment and low management costs, but supervisors carry heavy workloads, promotion opportunities are scarce, and control can slip as the firm grows. Many technology firms deliberately stay flat to preserve innovation, yet most are forced to add layers as they expand. Candidates should be able to match structure to company size and stage of development.
Matrix Structure and Cross-functional Teams
A matrix structure breaks the traditional single chain of command: employees report to both a functional manager and a project manager, creating a dual reporting system. It is common in project-based industries such as construction, consulting and aerospace. The advantages are efficient use of resources, flexible deployment of specialists across projects and broader experience for employees; the disadvantages are conflicting instructions, unclear accountability and stress for staff who answer to two bosses. Cross-functional teams draw members from marketing, research, production and other departments into project groups, promoting information sharing and innovation, and they are a key tool for handling complex projects. Both arrangements reflect a shift from rigid hierarchy towards flexible collaboration, and both frequently appear as the context for Cambridge case-study questions.
How to Choose the Right Business Structure
Choosing a structure requires weighing several factors: the size of the business, the nature of the industry, financing needs, the founders' attitude to risk and their management capability. At the start-up stage most firms choose a sole trader or partnership to keep costs low and stay flexible; when external finance is needed they incorporate as a private limited company; and if they wish to raise capital from the public they convert to a PLC. At the operational level, skilled staff, non-standard tasks and small size favour flat structures and decentralised management, while the opposite conditions favour tall structures and centralisation. In exams, state the stage and objectives of the business first, then analyse the pros and cons of each structure, and finish with a justified recommendation. This analyse-then-recommend pattern is exactly what the Cambridge mark scheme rewards with top analysis marks.
