Alevel
The Frankfurt Parliament was one of the most symbolic events of the 1848 revolutions in Europe and a core topic in the German unification unit of Edexcel A-Level History. This bilingual guide covers its background, composition, the three great debates, the reasons for its failure and its historical legacy, giving you a clear framework for revision. Whether you are studying German unification, the revolutions of 1848 or the growth of German nationalism, this assembly is a pivotal event you cannot avoid.
What Was the Frankfurt Parliament?
After the March revolutions of 1848 swept across the German states, liberals and nationalists pressed for a nationwide assembly. On 18 May 1848 delegates gathered in the Paulskirche in Frankfurt to form the Frankfurt National Assembly, the first all-German elected parliament in German history. Its task was to draft a constitution and create a unified German nation state, replacing princely absolutism with constitutional government. The Paulskirche became the symbol of German liberty and unity, and it is still regarded today as one of the birthplaces of Germany's democratic tradition.
Why Did the Revolutions of 1848 Break Out?
The revolutions of 1848 resulted from a combination of crises. Economically, between 1846 and 1847 potato blight and food shortages drove up prices and unemployment, hitting the poor hardest. Politically, the Paris revolution of February 1848 toppled the July Monarchy and ignited revolt across Europe. Within Germany, the Metternich system had suppressed the press and nationalist organisations since the Carlsbad Decrees of 1819, and students, professors and the urban middle classes had long accumulated grievances, demanding press freedom, jury trials and a written constitution, while peasants wanted the abolition of feudal dues. In the March revolutions uprisings broke out in Vienna and Berlin, Metternich himself was forced to flee to London, and the old order began to crack.
Who Sat in the Assembly? The Origins of the "Professors' Parliament"
The assembly had about 586 deputies, almost all drawn from the educated bourgeoisie: professors, lawyers, doctors, officials and merchants, with virtually no workers or peasants and no women at all. Because intellectuals dominated it, the body was nicknamed the "Professors' Parliament". The deputies were eloquent and skilled in legal theory, but they lacked practical political experience, and above all they commanded no army, a weakness that ultimately sealed the assembly's fate. Moreover, the individual states still controlled taxation, armies and police, so any decree the assembly passed was meaningless unless the states cooperated.
The First Great Debate: Greater or Lesser Germany?
The first fundamental question was the boundary of the new state. The Greater German solution wanted Austria included together with its German lands, supported mainly by the southern Catholic regions and the Austrian delegates; the Lesser German solution excluded Austria and placed Prussia at the head of the remaining states, favoured by the northern Protestant areas and most liberals. A majority of deputies eventually leant towards a Lesser Germany, but the Austrian delegates resisted fiercely, and the deadlock seriously delayed the constitutional work while the assembly consumed its energy in endless debate.
The Austrian Problem: A Multi-National Empire versus a Nation State
Austria's situation made the Greater German solution almost unworkable. The Habsburg Empire contained Hungarians, Czechs, Poles, Italians and many other peoples; if the whole empire joined a German nation state, those nations would rebel, while the Austrian emperor would never agree to dismantle his empire by joining only its German-speaking lands. In 1848 national uprisings broke out simultaneously in Hungary and northern Italy, leaving Austria unable to take part in German unification as a single entity. The conflict between Germans and Czechs in Bohemia was a microcosm of this problem: the Slav Congress in Prague stood in direct opposition to the German nationalism of the Frankfurt assembly.
Monarchy or Republic? Who Should Wear the Crown?
The assembly also had to decide the form of government. Radical democrats such as Friedrich Hecker wanted a republic, and Hecker's uprising in Baden in April 1848 had already shed blood for the republican ideal; liberals, fearing that a republic was too radical, preferred a constitutional monarchy. After heated debate the assembly chose a hereditary constitutional monarchy: an emperor with real power but bound by a constitution, while the legislature held the power to tax and legislate. In March 1849 a narrow majority voted to offer the crown to the King of Prussia, hoping to harness Prussia's army and prestige to achieve unification.
The Draft Constitution and the Declaration of Basic Rights
While the debate over government continued, the assembly first passed the Declaration of the Basic Rights of the German People, proclaiming equality before the law and guaranteeing freedom of speech, press, assembly and association, while abolishing serfdom and noble privileges. The draft constitution also created a federal structure: a central government responsible for foreign policy, defence and customs, with the individual states keeping autonomy over internal affairs; the legislature had two chambers, with the lower house elected by popular vote according to population. By the standards of the time this constitution was remarkably liberal, writing the ideals of 1848 into legal text, even though it was never put into effect.
The Refusal of the Crown: Frederick William IV
On 3 April 1849 a delegation of the assembly travelled to Berlin to offer Frederick William IV of Prussia the German imperial crown. The king refused on the ground of divine right, declaring that he could not accept a crown "picked up from the gutter", one offered by a revolutionary assembly. He despised the revolution, feared opposition from Austria and Russia, and had no wish to share power with a parliament. After the refusal the Prussian deputies were recalled, the assembly lost the support of the most important state, and it effectively fell into paralysis.
Why Did the Parliament Fail?
The refusal of the crown marked the collapse of the assembly's political authority, but its failure had deeper roots. The assembly never controlled an army and could not force the states to obey its decrees, and after suppressing the Berlin uprising in 1848 the Prussian army remained a reliable bulwark of the old order; Austria and Prussia competed outside the assembly; liberals and democrats quarrelled over the crown and the constitution; and in May 1849 uprisings in Saxony and Baden to defend the constitution were crushed by Prussian troops. By the summer of 1849 the Frankfurt Parliament had effectively ceased to exist, with most deputies recalled by their states. From opening to collapse the assembly lasted barely a year.
Historical Significance: The Legacy for German Unification
Although the Frankfurt Parliament failed, its legacy was profound. For the first time an all-German assembly had debated unification and liberty, and the Lesser German solution became the blueprint for the future. The 1849 constitution and the Basic Rights served as a model for the Weimar Constitution of 1919. More importantly, its failure showed that the liberal road was not viable at the time: Prussia defeated Austria at Koniggratz in 1866, and in 1871 Bismarck proclaimed the German Empire at Versailles, so Germany was ultimately unified through "iron and blood", not parliamentary debate. The assembly thus became the symbol of liberalism's failure and of the Prussian path to unity, and a core case study in historians' debates over the German Sonderweg.
十一、Edexcel A-Level 考试要点 | Key Exam Points for Edexcel A-Level
In the German unification topic of Edexcel A-Level History, the Frankfurt Parliament is a frequent exam question. Typical questions include: analyse the reasons for the failure of the 1848 revolution, using the army, the princes and internal divisions; compare the advantages and disadvantages of Greater and Lesser Germany; and assess the assembly's role in the unification process, distinguishing short-term failure from long-term legacy. In your answers, build the argument around three levels: lack of military force, the refusal of the princes to cooperate, and the internal tension between liberalism and nationalism. Use the key terms accurately: Frankfurt National Assembly, Paulskirche, Grossdeutschland, Kleindeutschland, Frederick William IV. For a strong conclusion, close with a contrast: the assembly pursued unity through speeches and resolutions, while Bismarck achieved it through iron and blood.
