A-Level
Global Distribution and Water Scarcity
Around 71 percent of the Earth's surface is covered by water, yet freshwater accounts for only about 2.5 percent of the global total, and less than 1 percent is readily available in rivers, lakes and shallow aquifers. The most striking feature of this supply is its uneven distribution. Countries such as Canada and Brazil enjoy per capita renewable water resources above 80,000 cubic metres, while the Middle East, North Africa and the North China Plain fall below 1,000 cubic metres per person. According to the United Nations, roughly two billion people currently live under conditions of water stress. A common A-Level question asks candidates to distinguish between physical water scarcity, where natural supply is genuinely insufficient, and economic water scarcity, where adequate water exists but infrastructure or management capacity prevents people from accessing it.
Drivers of Rising Water Demand
The rapid growth of water demand is the other half of the story. With the global population now above eight billion, urbanisation and industrialisation have pushed per capita water consumption steadily upwards. Agriculture is by far the largest consumer, taking roughly 70 percent of global freshwater withdrawals, and in parts of Asia the share reaches 85 percent. Changing diets amplify the pressure: producing one kilogram of beef requires about 15,000 litres of water, whereas one kilogram of grain needs only about 1,500 litres. In developing countries, population growth combines with economic expansion to enlarge irrigated farmland, while tourism, energy generation and manufacturing compete for the same finite supply. Examiners expect candidates to explain water shortage through the interaction of demand and supply, and to argue that demand-side management is central to any solution.
三、衡量水资源压力的Falkenmark指标 | Measuring Water Stress: the Falkenmark Indicator
A widely used measure is the Falkenmark indicator, which classifies water stress according to per capita renewable water availability: below 1,700 cubic metres per person per year means water stress, below 1,000 cubic metres means water scarcity, and below 500 cubic metres indicates absolute scarcity. A second common measure is the withdrawal ratio, which expresses annual water withdrawals as a percentage of total renewable resources; a figure above 40 percent is regarded as severe stress. Both indicators have limitations. They ignore water quality, seasonal variability and differences within a country, and they cannot capture economic water scarcity. Examination questions frequently ask candidates to calculate per capita availability from rainfall and population data, assign a stress category, and then evaluate critically how far single-number indicators reflect real conditions on the ground.
Groundwater Overdraft and Aquifer Depletion
Groundwater accounts for about 30 percent of the world's liquid freshwater and is the only reliable supply in many arid regions, yet over-extraction is creating serious ecological and geological problems. The North China Plain now contains the largest groundwater depression cone on Earth, with water tables falling by one to three metres per year; the Indian states of Punjab and Haryana and the Ogallala Aquifer in the American Midwest face similar risks of depletion. Over-pumping triggers knock-on effects: land subsidence cracks buildings, saltwater intrusion contaminates coastal aquifers, and wetlands and river baseflow disappear. Because groundwater recharges slowly, once an aquifer is over-abstracted, recovery can take decades or even centuries. Exam questions frequently use India or northern China as case studies, asking candidates to evaluate the long-term sustainability of groundwater management.
Water Pollution and Supply Security
Water quality problems are just as damaging as quantity problems. Agricultural non-point source pollution is the leading cause: fertilisers and pesticides run off into rivers and lakes, triggering eutrophication, algal blooms, collapsing dissolved-oxygen levels and fish kills. Industrial effluent carries heavy metals and persistent organic pollutants, while domestic sewage adds pathogens and excess nutrients. China's Taihu Lake, Dianchi Lake and parts of the Yangtze have all experienced severe pollution episodes. Deteriorating quality directly shrinks usable supply, because polluted water must undergo expensive treatment before use, and the cost is usually borne by downstream cities and farmers. Candidates should be able to contrast point source and non-point source pollution, and to show with concrete examples how pollution intensifies regional water scarcity.
Climate Change and the Hydrological Cycle
Climate change is reshaping water availability on the supply side. Mountain glaciers are retreating worldwide, and the Himalayan glaciers that feed the Ganges, the Indus and the Yangtze with summer meltwater face a future of initially increased runoff followed by long-term decline. Precipitation patterns are becoming more extreme: dry regions grow drier, wet regions wetter, and more intense storms raise flood risk while reducing infiltration and groundwater recharge. Higher temperatures also increase evapotranspiration, so reservoirs and irrigation systems lose more water to the atmosphere. A-Level questions often ask candidates to explain how climate change alters river flows through the hydrological cycle, and to compare the adaptive capacity of different regions, for example high-mountain South Asia against the plains of western Europe.
Dams and Transfer Schemes: Costs and Benefits
Large-scale engineering is the classic response to water shortage, but it remains deeply controversial. Supporters point to multiple benefits: reservoirs store floodwater, generate hydropower and provide reliable irrigation, and China's Three Gorges Dam combines flood control, power generation and navigation. Critics emphasise the heavy costs. Dams trap sediment, so downstream deltas erode without replenishment; the Aswan High Dam on the Nile has reduced soil fertility in Egyptian farmland. Reservoirs also force mass resettlement, with the Three Gorges project displacing more than 1.3 million people, and dams block fish migration and alter river ecosystems. On transboundary rivers, schemes easily provoke international disputes, as shown by tensions over Ethiopia's Grand Ethiopian Renaissance Dam with Egypt and Sudan. Exam answers should weigh these costs against the benefits systematically.
Irrigation Efficiency and Water-Saving Agriculture
Raising agricultural efficiency is the most immediate lever in demand management. Traditional flood irrigation delivers less than 50 percent of applied water to the crop, whereas drip irrigation places water directly at the root zone; Israel pioneered drip technology on a large scale and achieved agricultural self-sufficiency in the desert. Complementary measures include sprinkler systems, laser-levelled fields, plastic mulching to reduce evaporation and adjusted cropping patterns, and the water-saving irrigation and integrated water-fertiliser management promoted across northern China have cut water use per hectare substantially. Water pricing reform matters just as much: free or heavily subsidised water encourages waste, while tiered tariffs and metering nudge farmers towards conservation. The virtual water concept is also worth mastering: by importing water-intensive food, arid countries transfer their water pressure to exporting nations, a strategy used by both Jordan and Israel.
Integrated Water Resources Management
Single engineering projects cannot cure a water crisis on their own, so the international community promotes Integrated Water Resources Management. The core idea is to break down sectoral barriers, treating surface water, groundwater, quantity and quality as one system, and coordinating the competing demands of agriculture, industry, cities and ecosystems at the river basin scale. Australia's Murray-Darling Basin water-trading market is a celebrated example of market mechanisms: the government caps total extractions and farmers buy and sell water entitlements, so scarcity signals travel through prices. At the urban scale, measures include rainwater harvesting, grey-water recycling, permeable paving and efficient fixtures, and Singapore's Four National Taps strategy integrates rainfall, imported water, recycled water and desalinated water into one resilient supply. Candidates should be able to explain how integrated management balances efficiency, equity and ecological sustainability.
Case Studies: South-North Transfer and Jordan
Case studies reveal the depth of analysis examiners reward. China's South-North Water Transfer Project operates on three routes that move water from the Yangtze basin to the parched north; the Middle Route draws from the Danjiangkou Reservoir and delivers roughly 9.5 billion cubic metres a year to Beijing and Tianjin. The scheme has eased groundwater overdraft in the North China Plain, but it also raises questions about resettlement, water quality protection and enormous investment costs. Jordan is among the most water-scarce countries on Earth, with less than 100 cubic metres of renewable water per person per year; its response combines the Disi fossil aquifer, the Red Sea-Dead Sea conveyance plan, heavy reliance on imported virtual water, and recycling about 90 percent of municipal wastewater for irrigation. Comparing the two cases demonstrates the contrasting logic of mega-engineering and demand-side management.
Exam Technique for Water Resource Questions
Water resource questions in A-Level geography papers usually take the form of data-response items and case-study essays. Start by defining key terms precisely, for example distinguishing water stress, water scarcity and absolute scarcity. Second, cite specific data and named places: a vague statement that shortage is serious earns few marks, whereas writing that the groundwater depression cone on the North China Plain covers more than 40,000 square kilometres is persuasive. Third, evaluation questions require both sides of the argument, setting the merits of engineering schemes against demand-management measures and supporting each point with examples from different countries. Finally, separate short-term emergency measures from long-term sustainable strategies, and link both to the framework of integrated water resources management. A useful revision habit is to build one case-study card per week, each with four columns: data, causes, responses and evaluation.
