What Is Price Elasticity of Supply?
Price elasticity of supply (PES) measures how responsive the quantity supplied of a good is to a change in its price. In simple terms, it answers the question: if the price rises, can the quantity supplied keep up? If a 10 percent price rise causes quantity supplied to increase sharply, supply is elastic. If price rises a lot but quantity supplied barely changes, supply is inelastic. PES is the mirror image of price elasticity of demand (PED), but it focuses on the response of producers rather than consumers. Understanding PES is essential for analysing how markets work, government tax policy and agricultural policy, and it is a core topic in the market system section of the CIE IGCSE Economics syllabus (0455).
二、PES的计算公式与解读 | The PES Formula and How to Interpret It
The formula for PES is: PES = percentage change in quantity supplied divided by percentage change in price, written as PES = %ΔQS / %ΔP. To calculate it, first work out the percentage change in quantity supplied and the percentage change in price separately, then divide the first by the second. Unlike price elasticity of demand, the value of PES is always positive, because price and quantity supplied move in the same direction: when price rises, producers are willing to supply more, and when price falls, they supply less. The value from the formula tells you the degree of elasticity directly: PES greater than 1 means supply is elastic, PES less than 1 means supply is inelastic, and PES equal to 1 means supply is unit elastic. In calculation questions, always write down the formula, substitute the data, and state a clear conclusion, because each step earns marks.
The Five Types of Elasticity Values
Based on its value, PES can be divided into five cases. First, when PES equals 0, supply is perfectly inelastic and the supply curve is vertical: quantity supplied stays fixed no matter how price changes, such as fresh fish that has already been caught in the short run. Second, when PES is between 0 and 1, supply is inelastic: the percentage change in quantity supplied is smaller than the percentage change in price, such as land. Third, when PES equals 1, supply is unit elastic: the percentage change in quantity supplied exactly matches the percentage change in price. Fourth, when PES is greater than 1, supply is elastic: quantity supplied changes proportionally more than price, as with many manufactured goods. Fifth, when PES approaches infinity, supply is perfectly elastic and the supply curve is horizontal: even a tiny price change allows quantity supplied to adjust without limit, which appears in long-run competitive equilibrium. Remembering these five types and the shape of each supply curve earns easy marks in multiple choice and short answer questions.
Worked Example: A Bakery's Supply
Let us master the full PES calculation with two worked examples. Example one: a bakery raises the price of bread from 2 yuan to 2.2 yuan, a price increase of 10 percent. After the price rise, the bakery increases its daily supply from 1,000 loaves to 1,250 loaves, a rise of 25 percent. Substituting into the formula: PES = 25 percent divided by 10 percent = 2.5. Since 2.5 is greater than 1, supply is elastic, showing the bakery can expand output substantially when price rises. Example two: another bakery faces the same 10 percent price rise but quantity supplied only grows from 1,000 to 1,100 loaves, an increase of 10 percent, so PES = 10 percent divided by 10 percent = 1, which is unit elastic. Note the steps: work out the two percentage changes first, then divide them; using decimals instead of percentages gives the same result. Even if you make an arithmetic error in the exam, writing the formula and the substitution earns method marks.
The Time Factor: Momentary, Short Run and Long Run
Time is the single most important factor affecting supply elasticity. In the momentary period, quantity supplied is completely fixed and PES is close to 0: for example, fresh fish already on the market that day, or sold-out concert tickets, cannot be increased no matter how much price rises. In the short run, producers can only adjust some factors of production, such as asking workers to work overtime or buying more raw materials, so quantity supplied can rise a little but remains limited by existing factories and equipment, keeping PES low. In the long run, all factors of production can be adjusted: firms can build new factories, buy new machinery and hire more workers, and new firms can enter the market, so supply elasticity is at its highest. This pattern is a frequent CIE IGCSE exam topic: when answering questions about how supply elasticity changes over time, discuss all three time periods separately and explain why quantity supplied can adjust in each one.
Spare Capacity and Stocks: The Capacity Conditions Behind Elasticity
Whether producers have spare capacity and stocks on hand directly determines the level of supply elasticity. If a factory's machines and workers are not running at full capacity, it has spare capacity, so when price rises it can increase output immediately without building new premises, and supply elasticity is high. If the factory is already producing at full capacity, expanding output requires new buildings, so elasticity is low. Stocks work in a similar way: firms holding large inventories can release goods onto the market quickly, giving high supply elasticity, while goods that cannot be stored, such as fresh milk or cut flowers, have very low supply elasticity. This point is often combined with the time factor in questions: a firm with plenty of spare capacity can achieve high supply elasticity even in the short run. Use concrete examples in your answers, such as a clothing factory with idle production lines that can expand output rapidly when orders increase.
Production Speed and Factor Mobility
The length of the production period affects supply elasticity. Goods with short production periods, such as fast food and ordinary clothing, can be supplied in greater quantities quickly after a price rise, so elasticity is high. Goods with long production periods, such as aged wine, large ships and off-plan housing, take months or even years from the decision to expand output to the product reaching the market, so elasticity is low. The mobility of factors of production is equally important: if labour, land and raw materials can flow into the industry quickly, supply elasticity is high; if factors are hard to obtain, such as a shortage of workers with special skills or a monopoly over raw material supplies, elasticity is low. Agriculture has an additional special feature: the growing period of crops cannot be compressed, and once seeds are planted, several months must pass before harvest, which keeps the short-run supply elasticity of agricultural products very low. Production speed and factor mobility often appear together in application and analysis questions.
Why Is Agricultural Supply Inelastic?
Agricultural supply is usually very inelastic for four reasons. First, the production period is fixed: crops need a set growing time from sowing to harvest, and they cannot be harvested early just because the price has risen, so quantity supplied barely changes in the short run. Second, supply decisions lag behind: when farmers sow seeds, they do not know the market price several months later, so they decide based on today's price, and by the time the price change feeds through to supply, a whole production cycle has passed. Third, land is limited: in the short run the area of cultivated land cannot expand much, so output growth is constrained by land. Fourth, products are perishable: many agricultural goods cannot be stored for long, so farmers cannot hold stocks and wait for higher prices. These four points explain why price fluctuations hit agricultural markets so hard: a small shift in demand causes a large change in price because supply cannot respond in time. This analytical framework is very useful in CIE IGCSE case study questions.
Manufacturing vs Housing: Two Extremes Compared
Comparing manufacturing and the housing market makes the difference in supply elasticity easy to understand. Manufactured goods usually have relatively elastic supply: factories have spare capacity, can add overtime, shifts and production lines, and raw material purchases are fairly flexible, so output can rise quickly after a price increase. The housing market is the opposite, with very low supply elasticity. First, the supply of land is fixed in the short run, especially in city centres. Second, building houses requires planning permission, and the approval process is long and uncertain. Third, the construction period lasts one to two years and requires huge amounts of capital. As a result, when urban population growth pushes up housing demand, house prices often rise sharply because supply cannot keep up quickly. To relieve housing shortages, governments find it hard to increase supply in the short run; in the long run they need to simplify approval procedures, release land and encourage developers to build. Using this comparison in an answer shows both depth of knowledge and analytical ability.
十、PES如何影响税负分担?| How Does PES Affect Tax Incidence?
When a government imposes a tax on a good, how the burden is shared between producers and consumers depends on the relative sizes of supply elasticity and demand elasticity. When supply is inelastic, producers find it hard to avoid the tax by cutting output, so producers bear most of the burden. When supply is elastic, producers can adjust output flexibly or even leave the market, so most of the burden is passed on to consumers. For example, if a tax is placed on fresh vegetables, farmers cannot change what they plant in the short run, so farmers bear most of the tax. If a tax is placed on factory-made electronic goods, factories can cut production, and consumers pay higher prices. Note that the actual burden sharing also depends on demand elasticity: the more inelastic the demand, the larger the share borne by consumers. This point is a common entry angle in CIE IGCSE tax policy analysis questions, and answers should explain the roles of both supply elasticity and demand elasticity.
十一、CIE IGCSE答题要点与常见错误 | Answering Tips and Common Mistakes for CIE IGCSE
For the CIE IGCSE Economics exam, here are five answering tips and four common mistakes. Tips: first, calculation questions must show the formula PES = %ΔQS / %ΔP before substituting data; second, when judging the type of elasticity, state how the value compares with 1; third, analyse explanation questions by time dimension, short run and long run; fourth, use concrete industry examples such as agriculture, housing and manufacturing in questions worth 6 marks or more; fifth, refer to diagrams showing how the shape of the supply curve changes. Common mistakes: first, confusing PES with PED and forgetting that supply elasticity is always positive; second, reversing the direction of the percentage calculation, putting the percentage change in price in the numerator instead of the denominator; third, writing only the conclusion without the reasoning process and losing method marks; fourth, ignoring demand elasticity when analysing tax incidence and discussing only supply elasticity. Master both lists, practise with past papers, and PES questions can be answered for full marks consistently.
