1. Measuring Economic Activity
Gross Domestic Product (GDP) is the total market value of all final goods and services produced within a country over a given period — usually one year. IB students must distinguish between nominal GDP (measured at current prices) and real GDP (adjusted for inflation, using a base-year price level). A rising real GDP signals economic growth, but GDP alone tells us nothing about income distribution or environmental costs.
IB考试中必须能区分名义GDP(按当年价格计算)和实际GDP(剔除通胀影响,以基年价格计算)。
Beyond GDP, IB covers Gross National Income (GNI) — GDP plus net income from abroad (profits, interest, dividends). For countries with large foreign workforces, GNI can diverge sharply from GDP. The Philippines, for example, has a GNI significantly larger than its GDP due to overseas remittances.
Other indicators: GDP per capita (total GDP ÷ population) offers a rough average living standard proxy but masks inequality. Green GDP subtracts environmental degradation costs from traditional GDP, acknowledging that cutting down a forest boosts GDP today but destroys natural capital.
2. Aggregate Demand (AD) 总需求
Aggregate Demand is the total spending on domestic goods and services at each price level. The formula is AD = C + I + G + (X − M): Consumption (household spending), Investment (business capital spending), Government spending, and Net exports (exports minus imports).
The AD curve slopes downward for three reasons: the wealth effect (lower price level → higher real wealth → more consumption), the interest rate effect (lower prices → lower demand for money → lower interest rates → more investment and consumption), and the net export effect (lower domestic prices → more competitive exports → higher net exports).
Key determinants that shift the AD curve: changes in consumer confidence, income taxes, interest rates, business expectations, government spending, exchange rates, and foreign income levels. A rightward shift means more spending at every price level; a leftward shift means less.
3. Aggregate Supply (AS) 总供给
Short-Run Aggregate Supply (SRAS) shows the relationship between the price level and the quantity of real GDP supplied, holding input prices constant. The SRAS curve slopes upward because, in the short run, at least one factor price (typically wages) is fixed. When output prices rise but wages stay sticky, firms increase production for higher profits.
IB requires understanding two competing Long-Run Aggregate Supply (LRAS) models. The Monetarist / New Classical LRAS is perfectly vertical at the full-employment level of output — the economy always self-corrects to potential output in the long run. The Keynesian LRAS has three segments: horizontal (deep recession with spare capacity), upward-sloping (approaching full capacity with bottlenecks), and vertical (at full employment).
Shifts in SRAS come from changes in input costs: wages, raw material prices, energy costs, and supply shocks (e.g., oil price spikes or natural disasters). LRAS shifts when the economy's productive capacity changes: more capital, better technology, a larger or better-educated labor force, and institutional improvements.
4. Macroeconomic Equilibrium
Macroeconomic equilibrium occurs where AD equals AS. The intersection of AD and SRAS determines the short-run equilibrium price level and real GDP. IB students must analyze two types of output gaps using the AD-AS diagram.
An inflationary gap exists when equilibrium real GDP exceeds potential output (LRAS). The economy is overheating: low unemployment, rising prices, and production beyond sustainable levels. Without intervention, the Monetarist view says rising wages will shift SRAS leftward, returning the economy to potential output at a higher price level.
A deflationary (recessionary) gap exists when equilibrium real GDP is below potential output. The economy has unused capacity, high unemployment, and downward pressure on prices. The Keynesian prescription is expansionary fiscal or monetary policy to boost AD; the Monetarist view argues the economy will self-correct as falling wages eventually shift SRAS rightward.
5. Unemployment 失业
IB Economics distinguishes among several types of unemployment. Cyclical (demand-deficient) unemployment arises during recessions when AD is insufficient to generate full-employment output — the most policy-responsive type. Structural unemployment occurs when workers' skills or locations no longer match job requirements, often due to technological change or deindustrialization. Frictional unemployment is the short-term unemployment of workers moving between jobs — inevitable and even healthy in a dynamic economy. Seasonal unemployment follows predictable patterns in tourism, agriculture, and retail.
The natural rate of unemployment is the rate when the economy is at full employment — structural plus frictional unemployment, with cyclical unemployment at zero. Policies to reduce the natural rate focus on the supply side: better job information, retraining programs, and reducing labor market rigidities.
Consequences of unemployment extend beyond lost output: deterioration of skills, psychological harm, increased crime, social unrest, and strain on government budgets through lower tax revenues and higher welfare spending.
6. Inflation
Inflation is a sustained increase in the general price level. It is measured by the Consumer Price Index (CPI) — a weighted basket of goods and services representing typical household purchases. A rising CPI means money loses purchasing power. IB students must also understand the producer price index (PPI) as a leading indicator of future CPI movements.
Two main causes: demand-pull inflation (excess AD pulling prices up, "too much money chasing too few goods") and cost-push inflation (rising input costs — wages, energy, raw materials — shifting SRAS leftward and raising the price level). Cost-push is especially pernicious because it creates stagflation: rising prices AND falling output simultaneously.
Consequences of high inflation include menu costs (firms constantly updating prices), shoe-leather costs (people holding less cash and making more bank trips), arbitrary redistribution of wealth (borrowers gain, savers lose if inflation is unanticipated), and reduced international competitiveness. Deflation — a sustained fall in prices — is arguably worse: consumers delay purchases expecting lower future prices, triggering a downward spiral.
7. Fiscal Policy
Fiscal policy is the use of government spending and taxation to influence the economy. Expansionary fiscal policy (increased G, reduced taxes) shifts AD rightward, closing a deflationary gap. Contractionary fiscal policy (reduced G, increased taxes) shifts AD leftward, cooling an overheating economy.
The Keynesian multiplier is a core IB concept: an initial injection of government spending leads to a larger final increase in GDP because one person's spending becomes another's income, which is then partially re-spent. The formula is k = 1/(1−MPC) = 1/(MPS + MPT + MPM), where MPC is the marginal propensity to consume. A high MPC means a large multiplier; high tax and import leakages reduce it.
Automatic stabilizers operate without new legislation: progressive income taxes (tax revenue automatically falls in recessions, cushioning disposable income) and unemployment benefits (automatic transfers to the jobless, supporting consumption). They reduce the amplitude of business cycles without any government action.
Key evaluation points for IB essays: crowding out (government borrowing raises interest rates, reducing private investment), time lags (recognition, implementation, and impact lags), the size of the multiplier in practice, and the political business cycle (governments timing expansion ahead of elections).
8. Monetary Policy
Monetary policy is conducted by the central bank (e.g., Federal Reserve, ECB, People's Bank of China) to manage the money supply and interest rates. Expansionary monetary policy lowers interest rates, making borrowing cheaper → more consumption and investment → AD shifts right. Contractionary monetary policy raises rates, cooling inflation by reducing AD.
Central bank tools include: open market operations (buying government bonds to inject money, selling to withdraw it), the reserve requirement ratio (the fraction of deposits banks must hold — lowering it expands lending capacity), and the discount rate (the rate at which banks borrow directly from the central bank). Quantitative easing (QE) — large-scale asset purchases — is used when interest rates are already near zero.
Evaluation: monetary policy has shorter implementation lags than fiscal policy but longer impact lags. It is politically independent (central bank autonomy insulates it from electoral cycles). However, it is a blunt tool — raising rates affects all sectors equally. In deep recessions, monetary policy may face a liquidity trap: even near-zero rates fail to stimulate borrowing because confidence is shattered.
9. Supply-Side Policies
Supply-side policies aim to shift LRAS rightward by increasing the economy's productive capacity. They are divided into market-based policies (reducing government intervention to let markets work more efficiently) and interventionist policies (government action to correct market failures and invest in capacity).
Market-based policies include: deregulation (removing barriers to entry, increasing competition), privatization (transferring state enterprises to private ownership for efficiency gains), tax reforms (lowering income and corporate taxes to incentivize work and investment), and labor market reforms (reducing minimum wages and union power to increase flexibility).
Interventionist policies include: education and training (improving human capital quality — a long-term supply-side boost), infrastructure investment (roads, ports, broadband — reducing production costs), R&D subsidies (accelerating technological progress), and industrial policy (strategic support for high-growth-potential sectors).
Key evaluation: supply-side policies take years to show results but offer lasting improvements without inflation (LRAS shifts right, lowering the price level while raising output). Market-based policies may worsen inequality; interventionist policies cost money and risk government failure. The best approach is a balanced mix tailored to the economy's specific structural weaknesses.
