1. Background and Causes |
The revolution of 1848–9 in the German states was not a single uprising but a series of liberal, nationalist and social protests that spread across the German Confederation within a few weeks. Its roots lay in the repressive political system established after 1815, in the rising expectations of an educated middle class, and in a deep economic crisis that hit artisans, workers and peasants at the same time.
The German Confederation, created by the Congress of Vienna in 1815, included 39 states of very different size and character. Austria and Prussia were the two dominant powers, and the Federal Diet in Frankfurt had no real executive power. Metternich's system of censorship, university supervision and political police, reinforced by the Carlsbad Decrees of 1819, blocked constitutional reform in most states, although Bavaria, Baden and Württemberg had already been granted constitutions between 1818 and 1819.
Nationalist feeling had been growing since the Napoleonic Wars. The Wartburg Festival of 1817 and the Hambach Festival of 1832 showed the strength of student and liberal nationalism, and the Rhine crisis of 1840, when France appeared to threaten the left bank of the Rhine, produced a wave of anti-French German patriotism. Meanwhile the Prussian-led Zollverein of 1834 created an economic space without Austria and gave many Germans a practical experience of unity.
Economic distress played an equally important role. The agrarian crisis of 1846–47, caused by potato blight and harvest failure, pushed food prices up sharply, while the financial panic of 1847 halted railway speculation and credit. Unemployment, hunger and the competition of factory production destroyed the livelihoods of artisans, and the resulting anger was directed against governments that seemed unable and unwilling to help.
2. The March Revolutions in the German States |
News of the revolution in Paris in February 1848 triggered the so-called March demands across Germany. These were liberal petitions demanding freedom of the press, jury courts, civic armaments and a national German parliament. They were not republican in tone; most petitioners wanted a constitutional monarchy with guaranteed rights, and they used the black-red-gold colours as a symbol of national unity.
The first decisive victory came in Vienna. On 13 March 1848 mass demonstrations and student protests forced Metternich to resign, and he fled to London in disguise. The collapse of the symbol of reaction encouraged revolutionaries everywhere, and the Federal Diet itself, on 1 March 1848, invited the states to introduce liberal reforms and to send delegates to revise the Confederation.
In Berlin the crisis came to a head on 18–19 March, when barricade fighting between demonstrators and troops left several hundred dead. Frederick William IV withdrew the troops, promised a constitution and issued the proclamation "To my people and to the German nation", riding through Berlin wearing the black-red-gold armband. Liberal "March ministries" took office in Prussia and in several smaller states such as Baden, Württemberg and Hesse-Darmstadt.
At the same time, rural unrest shook large parts of southern and western Germany. Peasants attacked manor houses, burned feudal records and demanded the abolition of dues and services. These protests were locally focused rather than nationally organised, but they added to the sense of a general collapse of authority and forced many princes to concede reforms quickly.
3. The Vorparlament and the Elections |
Before a national parliament could meet, liberal leaders had to agree on how it should be chosen. A meeting of 51 liberals in Heidelberg on 5 March 1848 called for a preparatory assembly, and the Vorparlament met in Frankfurt from 31 March to 3 April 1848 with 574 members, mostly moderate liberals from the educated middle class.
The Vorparlament was split. Radical democrats such as Gustav Struve demanded that it declare itself a permanent sovereign assembly and prepare a republic, while the moderate majority wanted it to dissolve and hand over to an elected parliament. The compromise was that the Vorparlament would end, that a Committee of Fifty would prepare the elections, and that the Bundestag would organise them.
Elections took place in April and May 1848 on the basis of a broad male franchise, but the rules varied between states and voting was indirect in many of them. Turnout was often low, perhaps around half of those entitled to vote, because many peasants and workers were more interested in immediate economic grievances than in a distant parliament in Frankfurt.
4. The Frankfurt Parliament: Composition and Work | 法兰克福国民议会:构成与工作
The National Assembly opened in the Paulskirche in Frankfurt on 18 May 1848, with Heinrich von Gagern elected as its president. It was a strikingly educated body: lawyers, professors, teachers, journalists and higher officials made up the great majority of the deputies, which is why contemporaries mocked it as a "professors' parliament" and a "parliament of notables".
Political organisation was loose and based on clubs rather than formal parties. They ranged from the conservative-liberal Casino and the more centrist Württemberger Hof to the democratic Deutscher Hof and the radical Donnersberg on the left. This fragmentation made coherent decision-making difficult, and the assembly spent many weeks debating its own procedural rules before addressing the great constitutional questions.
The fundamental weakness of the assembly was structural. It had no army, no tax revenue and no bureaucracy of its own; it depended entirely on the goodwill of the individual states. Its attempt to create a provisional central authority ended with the election of Archduke John of Austria as Reichsverweser, or imperial regent, on 29 June 1848, a figure chosen precisely because he offended no one.
5. The Schleswig-Holstein Question and the September Crisis |
The first serious test of the new national authority came in the north. In March 1848 the Danish king announced the incorporation of the duchy of Schleswig into Denmark, although Schleswig had a German-speaking majority. Holstein, which belonged to the German Confederation, and the German population of Schleswig rose in revolt and set up a provisional government in Kiel.
The Frankfurt Parliament and Prussia both supported the rebels, and Prussian troops under General Wrangel advanced into Jutland. Britain and Russia, however, refused to accept a change in the balance of power in the Baltic, and under diplomatic pressure Prussia signed the Armistice of Malmö on 26 August 1848, effectively abandoning the duchies.
